Some senior Chinese officials also went to Africa on friendly missions in 2008.     On African side, more than 20 leaders visited China last year, attending the opening ceremonies of the Beijing Olympics and Paralympics or watching the Olympic Games.     African countries have always been supportive on issues concerning China's core interests since the establishment of diplomatic ties decades ago and offered aid and support to China's quake relief efforts last year, showing the deep friendship between the two sides.     China cherishes the support from the continent and pledges to further implement the achievements of Beijing Summit by helping African countries maintain political stability and boost economic development.     China devised an eight-measure policy to enhance economic and trade cooperation with Africa in 2006 Beijing Summit, including assistance, preferential finance, construction of a conference center for the African Union, debt cancellation, more African market share in China, professional training, and establishment of trade and economic cooperation zones in Africa.     The policy has been effectively carried out with remarkable achievements in the past two years.     By the end of 2008, the China-Africa Fund had invested nearly 400 million U.S. dollars in 20 projects, generating an investment in Africa by Chinese enterprises to about 2 billion dollars.     Bilateral trade hit 106.8 billion dollars in 2008, after exceeding 10 billion dollars in 2000.     The made-in-China brand finds its way into African families, while market share for a variety of African commodities in China has also snowballed.     China has also cancelled part of debts for the most indebted and least developed countries in Africa, at the same time, lifting tariffs on imports from those countries.     In addition, the construction of economic and trade zones or duty free trade zones in Africa is progressing smoothly, including the Zambia-China Economic and Trade Cooperation Zone, the Guangdong Economic and Trade Cooperation Zone in Nigeria and the Lekky Duty Free Trade Zone in Lagos, Nigeria, the Egypt-Suez Economic and Trade Zone and Ethiopian Orient Industrial Park.     Cultural exchanges have also been active and fruitful between the two sides.     African song and dance have gained their audience in China and China's Confucius Institute has also taken root in Africa since its first landing in the University of Nairobi, Kenya, in December 2005.     Cooperation and exchanges between China and Africa have enhanced friendship and understanding between the two peoples.     Malian President Amadou Toumany Toure, whose country is the first in sub-Saharan Africa to establish diplomatic ties with China, applauded the Chinese President's upcoming visit, hoping it will bring bilateral cooperation to a new height.     Mali will warmly welcome President Hu, Toure said, adding that he will invite Hu to attend the inauguration of a China-aid bridge project in the country's capital Bamako.     Senegal is also looking forward to Hu's visit. BEIJING, March 31 (Xinhua) -- Chinese President Hu Jintao has called for strengthened coordination among different nations on economic polices and joint efforts against trade and investment protectionism to help the world economy recover.     The international community as a whole was severely challenged in the course of tackling the global financial crisis and resuming growth in the world economy, Hu told Xinhua on Tuesday ahead of the G20 summit scheduled to open in London on Thursday.     With the impact of the global financial crisis on the real economy unfolding and deepening, priorities should be taken by various countries to adopt economic stimulus measures in line with their own situations and work hand in hand to promote growth and employment and improve the people's lives, according to Hu.     Efforts should also be made as soon as possible to stabilize the global financial market and earnestly give play to the role of finance in spurring the real economy to restore confidence of the people and enterprises, Hu said.     "The international financial system should undergo necessary reforms in an all-round, balanced, gradual and effective manner to prevent a similar crisis in the future," the president noted.     China as a responsible country would work with all the other parties attending the summit to help it yield "positive" and "practical" results, Hu said.     China pledged to give its own contribution to the recovery of world economy. China grew 9 percent in 2008, the slowest pace in seven years.     The global financial crisis and economic slowdown have created many difficulties for China, Hu said, citing the slump of exports and imports, slower industrial production and unemployment.     But a basket of governmental measures to stimulate domestic demand and promote economic growth have begun to take effect, he added.     Beginning in late 2008, the Chinese government has issued a comprehensive economic stimulus package including a 4 trillion yuan (585 billion U.S. dollars) investment plan and support plans for ten key industries.     The country's central bank has cut interest rates five times and lowered deposit reserve ratio four times in an effort to enhance capital fluidity.     "We have confidence, conditions and capabilities to keep a steady and rapid growth," Hu Jintao said.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.
