BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.

BEIJING, July 20 (Xinhua) -- China's Central Military Commission (CMC) conferred the rank of general on three senior military officers here on Monday, bringing the total number of generals to 174. CMC Chairman Hu Jintao awarded the officers certificates of command at the promotion ceremony. An order for the promotion was announced by CMC Vice-Chairman Guo Boxiong.     The senior officers are deputy chief of the General Staff of the People's Liberation Army (PLA) Ma Xiaotian, political commissar of the PLA's Academy of Military Sciences Liu Yuan, and political commissar of Chengdu Military Area Command Zhang Haiyang. Since then, 118 senior military and police officers have been promoted to the rank of full general.     Hong Xuezhi, who became a member of the CMC in 1988, was the only officer to receive the honor twice in 1955 and 1988.     The PLA recognizes 10 military ranks for officers in active service: general, lieutenant general and major general; senior colonel, colonel, lieutenant colonel and major; captain, first lieutenant and second lieutenant.

BEIJING, Aug. 31 (Xinhua) -- The Chinese Ministry of Commerce said Monday it would extend anti-dumping duties on phthalic anhydride imported from the Republic of Korea, Japan and India for another five years after review investigation.     Phthalic anhydride is an important industrial chemical mainly used in the mass production of plasticizers for plastics     The imported phthalic anhydride would cause damage to Chinese industries should anti-dumping duties be lifted, said the ministry.     The duties took effect Monday.     On Jan. 7, China imposed anti-dumping measures on phthalic anhydride to offset negative impact on domestic producers.

UNITED NATIONS, Sept. 24 (Xinhua) -- Chinese President Hu Jintao on Thursday made a five-point proposal for building a safer world for all through nuclear non-proliferation and disarmament. During an address at the U.N. Security Council on Thursday unanimously adopted a resolution to stop the proliferation of nuclear weapons in a bid to seek a safer world for all, and to create conditions for a world without nuclear weapons    First, to maintain global strategic balance and stability and vigorously advance nuclear disarmament:     All nuclear-weapon states should fulfill in good faith obligations under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and publicly undertake to not seek permanent possession of nuclear weapons.     "Countries with the largest nuclear arsenals should continue to take the lead in making drastic and substantive reductions in their nuclear weapons," he said.     To attain the ultimate goal of complete and thorough nuclear disarmament, the international community should develop, at an appropriate time, a viable, long-term plan composed of phased actions, including the conclusion of a convention on the complete prohibition of nuclear weapons, he said.     Second, to abandon the nuclear deterrence policy based on first use and take credible steps to reduce the threat of nuclear weapons:     "All nuclear-weapon states should make an unequivocal commitment of unconditionally not using or threatening to use nuclear weapons against non-nuclear-weapon states or nuclear-weapon-free zones, and conclude a legally-binding international instrument in this regard," Hu said.     In the meantime, nuclear states should negotiate and conclude a treaty on no-first-use of atomic weapons against one another.     Third, to consolidate the international nuclear non-proliferation regime and prevent the proliferation of nuclear arms.     "All countries should join the NPT and real efforts should be made to uphold and enhance its authority and effectiveness. The function of the International Atomic Energy Agency (IAEA) in safeguards should be strengthened," Hu said.     All countries should strictly comply with non-proliferation obligations, refrain from double standards, and tighten and improve export controls to prevent proliferation.     Fourth, to fully respect the right of all countries to the peaceful use of nuclear energy and carry out active international cooperation:     "Developed countries should actively assist developing countries in developing and using nuclear energy for peaceful purposes. Promote development, eradicate poverty, and remove the root causes of conflict and instability.     -- Fully respect and accommodate the legitimate and reasonable security concerns of all countries, refrain from pursuing one's own security at the expense of others, and ensure security for all through win-win cooperation.     -- Build state-to-state relations of mutual understanding and mutual trust, resolve differences and dispel misgivings, and conduct dialogues and cooperation on an equal footing.     -- Adhere to multilateralism. Consolidate the collective security system with the United Nations at its core and make the system more just and reasonable so that it can play a robust role in international security cooperation.     Hu was in New York for a series of U.N. meetings. He was scheduled to attend a financial summit of the Group of 20 in Pittsburgh on Thursday and Friday.

BEIJING, Aug. 10 (Xinhua) -- China's home prices continued to rise in July as bank loans surged and the country's economy improved.     Home prices in 70 large and medium-sized Chinese cities rose 1 percent in July from a year earlier, according to a joint statement issued Monday by the National Development and Reform Commission and the National Bureau of Statistics. The prices climbed 0.9 percent from June, which saw a 0.8 percent gain over May.     Prices of new homes in the listed cities rose 0.3 percent year on year in July, and 1.1 percent from June. New home prices increased in 43 cities, including eastern Ningbo City and northwestern Yinchuan City, which saw growth rates of 6.4 percent and 5.4 percent respectively. BEIJING, Aug. 29 (Xinhua) -- Industrial enterprises in 22 Chinese provinces, regions and municipalities generated 1.11 trillion yuan (163 billion U.S. dollars) of profit in the first seven months, down 17.3 percent from the same period last year, according to the latest official figures.     The decline is 3.8 percentage points lower than that in the first six months, the National Bureau of Statistics (NBS) said in a statement Friday.     The revenues gathered by the industrial companies' core businesses reached 21.4 trillion yuan in the first seven months, up 0.9 percent from last year. The growth rate is 0.5 percentage points higher than that in the first six months.     Of the 39 industrial sectors, 14 achieved a rebound in profit growth, nine recorded a slow-down in profit declines and four turned slumping profit to rebounding profit.     The 22 regions refer to China's provinces, regions and municipalities minus Beijing, Inner Mongolia Autonomous Region, Hunan, Guangdong, Anhui, Hainan, Chongqing, Yunnan and Tibet Autonomous Region.     The NBS used to publicize national industrial profit every two months, but began to issue the information monthly to improve monitoring frequency on economy this year. Only 22 provinces, regions or municipalities now provide monthly industrial profit data.
