BEIJING, Dec. 10 -- China will extend stimulus measures in the automobile industry for one more year, with small adjustments, to further support the world's biggest and fastest-growing auto market.     The government announced the decision Wednesday after an executive meeting of the State Council chaired by Premier Wen Jiabao.     The stimulus package, which was due to expire at the end of this month, includes a 50 percent cut in the 10 percent purchase tax for cars with an engine capacity of, or less than, 1.6 liters and subsidies for trade-in cars. It will now be extended to Dec 31, 2010.     However, the purchase tax for smaller cars will be lifted from the current 5 percent to 7.5 percent of the total vehicle price.  Buyers examining a small car in an auto market in Nanjing. Purchase tax for smaller cars will be levied at 7.5%    Furthermore, the government also decided to raise the subsidy for trade-in cars from between 3,000 and 6,000 yuan to between 5,000 yuan and 18,000 yuan per vehicle.     The stimulus package launched by the government in January helped China's automobile sales to exceed an expected 13 million units this year, making the country surpass the US as the world's biggest auto market.     "It's unusual that demand for automobiles in a country increases more than 4.5 million units within 12 months, and sales break the monthly record for seven months in a year," said Rao Da, secretary-general of China Passenger Car Association.     Statistics from the China Association of Automobile Manufacturers (CAAM) show that the smaller cars, with engine capacity of, or less than, 1.6 liters, contributed 85 percent of the sales increase in the domestic auto market. Most of the best-selling cars in China are smaller cars.     The association estimated that the stimulus measures boosted the sales of smaller cars by 2.6 million units this year.     Because of the favorable policy, sales of the battery and electric car pioneer BYD in the first 11 months surged 150.2 percent to 388,246 units. About two-thirds of the car sales were of the F3 model, a compact sedan that topped China's best-selling car list for seven months, with monthly sales surpassing 30,000 units, nearly double the figure for last year.     According to CAAM, China's auto production and sales almost doubled from figures a year ago to reach 1.39 million and 1.34 million units respectively in November.     Overall auto sales topped 12.23 million units in the first 11 months, up 42.39 percent from the same period last year.

COPENHAGEN, Dec. 7 (Xinhua) -- China has all along actively pushed forward international negotiations on climate change, and made its own contribution in energy saving and emissions cut, said a senior Chinese official on Sunday.     China, with its continuous development and increasing influence, is playing an ever bigger role in climate change negotiations, Xie Zhenhua, vice minister in charge of China's National Development and Reform Commission, told Xinhua.     Xie is in Copenhagen to attend the UN Climate Change Conference, which is slated for Dec. 7 to 18.     "As a responsible country, China takes a serious attitude toward combating climate change. It has always wielded positive and constructive influence on climate change negotiations, and wishes this latest conference a success," said Xie.     He said China's most important measure to boost this conference was its recent announcement of the target to reduce its carbon intensity for per unit of GDP by 40 percent to 45 percent by 2020 against the 2005 level.     He said China has set up a series of energy conservation and emissions reduction targets, and has taken many measures to ensure their implementation.     China would continue to raise energy efficiency, develop nuclear power and renewable energy, plant trees, adopt energy-saving measures in construction and transportation, and develop low-carbon economy, he said.     Developed countries, which shoulder historical responsibilities for climate change due to their emissions, have accomplished their industrialization, while China is still in the process of industrialization, noted Xie.     China, as a developing country, voluntarily put on table its emissions cut target by 2020, although the UN Framework Convention on Climate Change does not demand any numerical limitations from developing countries.     China, on its road to industrialization, will not send off greenhouse gases without restriction, Xie said, adding that China will never repeat developed countries' old paths of high energy consumption and unlimited emissions.     He said China holds the view that its efforts in saving energy, cutting emissions and boosting international climate change negotiations represent a responsible attitude to mankind and the country itself.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here on Tuesday that the key to Sino-U.S. relations was to mutually respect and accomodate each other's core interests and major concerns while differences from different national conditions were normal.     "The China-U.S. relations are very important. Maintaining and promoting such ties is a shared responsibility of both sides," Hu told reporters here after meeting visiting U.S. President Barack Obama.     China is ready to work together with the United States to push forward the continuous, healthy and stable development of Sino-U.S. relations to better serve the interests of the two peoples and the people around the world, said the Chinese leader.     Hu said that the two sides have reaffirmed the "cardinal principle" of "mutually respecting national sovereignty and territorial integrity" and voiced opposition to any attempt by any force that violates this principle.     He said that China appreciates President Obama's support for the one-China policy and the three Sino-U.S. joint communiques, and his respect for China's national sovereignty and territorial integrity on the Taiwan issue and other matters.     "We have both agreed to conduct dialogues and exchanges on issues including human rights and religion, in the spirit of equality, mutual respect and non-interference in each other's internal affairs, so as to boost understanding, mitigate differences and broaden consensus," Hu said.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao said here Tuesday he and visiting U.S. President Barack Obama agreed during their talks to resolve the nuclear issues of the Korean Peninsula and Iran through dialogue.     "Both of us remain committed to resolving the nuclear issue on the Korean Peninsula through dialogue and consultation," Hu said when meeting the press with Obama after their bilateral talks. "Such a commitment serves the common interests of China and the United States and all other parties concerned."     Hu said China and the United States will work with other parties concerned to stick to the denuclearization of the Korean Peninsula and the six-party talks process to safeguard the peace and stability of northeast Asia.     The two presidents stressed that it is very important for the stability in the Middle East and the Gulf Region to uphold the international nuclear non-proliferation regime and properly resolve the Iran nuclear issue through dialogue and negotiation, Hu said. 

BEIJING, Nov. 24 -- Taxi passengers in Beijing will have an extra yuan added to their fares. The move is meant to offset the city's rising fuel prices, as they hit their highest levels in years.    The new taxi fare policy will begin this Wednesday on November 25, 2009. One yuan will be added to any trip exceeding 3 kilometers.     Beijing will continue to work on linking taxi fares with gasoline prices.     Meanwhile, most of local residents say they accept the surcharge.     A local resident of Beijing said, "A one yuan surcharge won't affect me too much. I'm OK with it." The new Beijing taxi fare policy will begin on Nov. 25, 2009. One yuan will be added to any trip exceeding 3 kilometers    Another said, "Some Chinese provinces have already taken similar measures, such as Yunnan and Shandong. I think it's fine. We should do it."     Taxi drivers have explained that the extra yuan will provide compensation for the increase in pump prices.     A taxi driver in Beijing said, "If I serve 40 passengers a day, it will create an additional 40 yuan. That can help me cope with the recent fuel price rises. I don't think passengers will give up taking taxi just because of one yuan. But if the per kilometer fare rises, many will think differently."     According to the new policy, the government, taxi companies, and passengers will share the cost of gasoline price fluctuations.     Beijing last saw an increase in taxi fares three years ago.

BEIJING, Nov. 21 (Xinhua) -- An earthquake measuring 4.3 on the Richter Scale hit a border area between northwest China's Ningxia Hui Autonomous Region and the northern Inner Mongolia Autonomous Region Saturday afternoon, according to the China Earthquake Networks Center.     The epicenter was at 38.2 degrees north latitude and 106.6 degrees east longitude.     Xinhua reporters in Yinchuan, capital of Ningxia, said tremor was felt in the downtown area.     No casualties have been reported.

HOHHOT, Dec. 6 (Xinhua) -- China has invested more than 6.5 billion yuan (959 million U.S. dollars) to preserve grasslands in northern Inner Mongolia Autonomous Region, said the regional government.     The money has been spent on returning grazing land to grassland, restoration of natural grassland and sand source control to prevent sandstorm. The efforts have helped reduce the area of degraded grasslands in Inner Mongolia to 500 million mu (33.5 million hectares) from 700 mu since 2000, it said in a statement.     Since the end of the 1990s, successive droughts, overgrazing and inadequate funding on grassland protection have led to deterioration and desertification of the grasslands in the region.     The region has set the goal of increasing the grasslands' vegetation coverage to 42 percent next year and 48 percent in 2015.     The vast autonomous region, which has a grassland area of 1.3 billion mu, plays a key role in maintaining the country's ecological security, especially in preventing desert threat to Beijing and neighboring Tianjin.

BEIJING, Nov. 15 (Xinhua) -- Chinese President Hu Jintao's state visits to Malaysia and Singapore and his attendance at the 17th Economic Leaders Meeting of Asia-Pacific Economic Cooperation (APEC) forum on Nov. 10-15 was fruitful and achieved great success, Chinese Foreign Minister Yang Jiechi said Sunday.     Yang, who was accompanying the Chinese president during the tour, told Chinese reporters that Hu's visit was made against the backdrop of a steady global economy that is improving for the better and of the profoundly changing regional situation.     It was an important diplomatic move aimed at deepening good-neighborly relations, promoting cooperation in the Asia-Pacific region and joining efforts with the countries in the region to tackle crises and meet challenges.     During the six days, President Hu attended more than 30 multilateral or bilateral events, including meetings with leaders of Malaysia and Singapore, having extensive contacts with people from various walks of life and delivering important speeches at the APEC meeting.     Local and international media gave prominent, objective and positive coverage to Hu's visits. The Chinese president became a focus of world attention again, particularly at the APEC meetings.     Throughout the Chinese president's Asian tour, there was always a warm and friendly atmosphere and the visit is a complete success, the foreign minister said.     PROMOTION OF CHINA-MALAYSIA STRATEGIC COOPERATION TO A NEW LEVEL     This year marks the 35th anniversary of the establishment of diplomatic relations between China and Malaysia. In recent years, the two countries have witnessed a momentum of sound development of bilateral ties, marked by frequent exchanges of high-level visits and close people-to-people exchanges and fruitful cooperation in various fields. In view of the international financial crisis, China and Malaysia expressed their readiness to deepen cooperation as bilateral relations face new opportunities for development.     During his stay in Malaysia, President Hu met with Malaysian Supreme Head of State Mizan Zainal Abidin and had an in-depth exchange of views with Prime Minister Najib Tun Razak on ways of strengthening bilateral cooperation. R. Nathan, Prime Minister Lee Hsien Loong, Senior Minister Gok Chok Tong and Minister Mentor Lee Kuan Yew, and exchanged profound views with them on China-Singapore relations, on international and regional issues of common concern, and reached consensus on a number of issues.     President Hu put forward a six-point proposal for deepening the mutually beneficial cooperation between the two countries. The proposal includes maintaining high-level exchanges, bringing into full play the bilateral cooperation mechanism, bettering the intergovernmental flagship projects of the Suzhou Industrial Park and the Tianjin Ecological Area, and strengthening defensive security and multilateral cooperation.     The Chinese president announced in Singapore that to mark the 20th anniversary of the establishment of diplomatic relations between China and Singapore next year, China will provide Singapore with a pair of giant pandas for cooperative research. The announcement was warmly applauded by the Singaporean people who take this move as a symbol of the China-Singapore friendship.     Singaporean leaders spoke highly of the progress achieved in various cooperation fields. The two sides believed that cooperation was well conducted in such important chosen fields as high-tech, in facilitating Chinese enterprises to "go global", and in the training of human resources. The Suzhou Industrial Park has achieved outstanding progress in the past 15 years.     PROPOSAL FOR TACKLING FINANCIAL CRISIS     During his visits to Malaysia and Singapore, Hu gave a comprehensive and detailed account of the policies and measures China has adopted to fight the international financial crisis and the successes achieved in this regard.     The leaders of Malaysia and Singapore spoke highly of the positive and constructive role China has played in the fight against the financial crisis in Asia and the whole world and they were convinced that China would continue to play an important role in the "post-crisis" era.     A stable, dynamic and prosperous Chinese economy would contribute greatly to economic recovery in Asia and the world at large, they agreed.     On the issue of promoting sustained growth, Hu said the profound impact of the financial crisis is still evident and the world economic upturn is not yet firmly established. A comprehensive world economic recovery still faces many uncertainties and destabilizing factors, the president said.     In addition, the Doha Round negotiations have been fraught with difficulties and twists and turns, and global issues have become more pronounced. These are all daunting challenges to the full recovery and long-term growth of the world economy, including in the Asia-Pacific region, he said.     At this critical juncture, "we should all the more get united, follow the principle of openness, cooperation and mutual benefit, strengthen coordination and work together to secure the momentum of world economic recovery and promote balanced and orderly economic growth," said the Chinese president.     SUPPORT FOR SOUND DEVELOPMENT OF MULTILATERAL TRADING SYSTEM     Hu expounded on China's position on opposing trade protectionism and supporting the multilateral trading system.     He said the APEC member economies should advance the World Trade Organization's Doha Round negotiations on the basis of locking in the existing achievements and respecting the Doha mandate.     "We are ready to speed up the settlement of the remaining issues and work for comprehensive and balanced outcomes at the negotiations at an early date in order to achieve the goals of the development round," Hu said.     "We must be committed to our promises, strongly oppose trade protectionism in all its manifestations, be vigilant against and correct the 'invisible' protectionism acts in various forms, reduce and eliminate trade barriers, and solve trade disputes through dialogue and coordination, thus creating favorable conditions for full recovery and long-term development of world economy," Hu said.     PROMOTION OF APEC REGIONAL COOPERATION TO MAKE NEW ACHIEVEMENTS     In his address at the two-day APEC Economic Leaders Meeting, President Hu called on the APEC to reform and improve itself to raise the efficiency of cooperation so as to keep advancing with the changing times.     Also, the APEC should focus more on its unique strengths, continue to promote trade and investment liberalization and facilitation, scale up input and promote even greater achievements in economic and technical cooperation, and continue to increase its institutional dynamism through reform and innovation, Hu said.     To promote APEC economic and technical cooperation, he said, the Chinese government will allocate 10 million U.S. dollars for the establishment of the China-APEC Cooperation Fund to encourage and support participation by relevant Chinese departments and businesses in APEC economic and technical cooperation.     The Chinese president also called on all parties to take an active part in the Fifth APEC Human Resources Development Ministerial Meeting in 2010 and continuously support and take part in activities of the Asia-Pacific Network on Forest Rehabilitation and Sustainable Management. His proposal won high appraisal and was warmly applauded by the paticipating leaders.     PROMOTION OF SOLUTION OF GLOBAL ISSUES TO MAKE NEW PROGRESS     The international community is facing severe challenges of climate change, which concerns human survival and development, Hu said.     The international community has actively taken steps to tackle climate change despite the existence of some difficulties in the negotiation process, he said, adding that the world should be full of confidence, redouble efforts, and strive to overcome difficulties in this regard to achieve positive results.     Hu said the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol have laid the legal foundation for the international community to collaborate on addressing climate change and the principle of common but differentiated responsibilities has already become a universally accepted and basic principle for tackling climate change.     Also, the "Bali Roadmap" has made clear the requirements and orientation of international cooperation on climate change, he added.     All parties concerned should abide by the above principle and requirements, fully demonstrate their political will, turn their political will into real action to push forward the process of relevant talks and work to realize the goal of strengthening the implementation of the UNFCCC in a comprehensive and sustainable way, the Chinese president said.     In recent years, international talks on implementing the "Bali Roadmap" had made progress and reached consensus on a number of aspects, he said, calling on the international community to build on the consensus and progress and work to reach further consensus, and push for a positive outcome of the Copenhagen climate talks. Hu's proposal was highly appreciated by the participating leaders, especially those from developing countries.     On the sidelines of the APEC Economic Leaders Meeting, the Chinese president made extensive contacts with leaders from other APEC members and held talks with his counterparts from Russia, Indonesia, Chile and Peru to exchange views on furthering bilateral ties and deepen pragmatic cooperation.     Yang said that Hu's state visits to Malaysia and Singapore and his attendance at the APEC meeting will undoubtedly generate great and far-reaching influence on full-scale promotion of China's relations with both Malaysia and Singapore as well as ASEAN, and also on their cooperation in meeting global challenges such as the current global financial crisis and climate change, supporting the multilateral trading system, speeding up the process of regional economic integration and promoting long-term development of the APEC.
