GENEVA -- The Tibet issue is not an ethnic issue, not a religious issue, nor a human rights issue, but an issue either to safeguard national unification or to split the motherland, a Chinese diplomat said in Geneva on Friday."The Tibet issue is entirely an internal issue of China which concerns the country's sovereignty," said Qian Bo, counsellor of the Chinese Mission to the UN Office in Geneva. The diplomat was addressing a regular session of the UN Human Rights Council, during which some delegates made biased comments on the so-called human rights situation in Tibet. Those delegates' comments were "an evident act of politicizing human rights and practicing double standards," said Qian.Qian stressed that the human rights situation in Tibet had improved continuously since its peaceful liberation in 1951.He said Tibetans are now enjoying full religious freedom and their traditional culture has also been carried forward."The progress and achievements made in Tibet are facts that cannot be written off by lies and libels," he said. The diplomat stressed that the violent crimes committed in March in Lhasa, the capital of southwest China's Tibet Autonomous Region, were mastermind and incited by the ** clique aimed at splitting the motherland. The riot has nothing to do with human rights, so China cannot accept any unreasonable accusations, he said. The diplomat also urged the Human Rights Council to avoid politicizing human rights and remove double standards in order to maintain its prestige and credibility.

Romania is one of the first countries that recognized new China shortly after its founding. Since the two countries established diplomatic relations nearly 60 years ago, bilateral relations have been growing smoothly despite major changes in international situation and conditions in both countries. The two countries have been always supporting each other on international affairs and domestic development.     Over the past few years, China and Romania have maintained frequent exchange of visits by high-ranking officials. Chinese President Hu Jintao visited Romania in 2004, when the two countries lift their relations to an all-round partnership of friendship and cooperation.     "The true friendship and deep passion that the Romanian people cherish toward the Chinese people will always remain on the historical record of bilateral relations," Jia said in the speech.     In the speech entitled "continuing the past, opening up the future and jointly creating a better tomorrow of friendship and cooperation", Jia said the two peoples have become friends of all weathers and that China-Romania relations have become an example of international relations.     Jia put forward four proposals on further advancing bilateral links.     First, the two countries should enhance political trust. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania. Romania is the first leg of his four-nation Europe tour, which will also take him to Hungary, Slovenia and Croatia.

I wish you success at the Games," he told 16-year-old He Kexin after she performed a set of routines with perfect technique on the uneven bars at the gymnastics stadium. The teenager won two World Cup titles earlier this year.     Hu expressed his hope that the gymnasts and coaches would train hard with high efficiency to improve their competition skills.     "Keep a cool state of mind and achieve outstanding results at the Games," he told them.     The training bureau boasts 15 stadiums where athletic teams in 11 events from 14 countries were training for the Games.     At the basketball stadium, the president was attracted by the swift moves by the players of the men's national basketball team. He voiced concerns for star player Yao Ming who suffered a foot injury in February.     "The whole nation is very concerned about your foot. How is it going now?" Hu asked the star center with the Houston Rockets.     "It's okay," Yao replied. The NBA star played his second match after coming back from injury on Saturday in the eastern city of Hangzhou, scoring 16 points and seven rebounds in 20 minutes against Angola.     Hu told Yao he needed to be more careful in future training and matches.     He expressed high hopes for the men's national basketball team, which also includes NBA stars Wang Zhizhi and Yi Jianlian.     "We Chinese people pay lots of attention to basketball and expect your superb performance in matches. I hope you can show your best at the Games," Hu told them.     At the swimming stadium, Hu watched the performance of synchronized swimmers and extended gratitude to head coach Masayo Imura from Japan.     "We are here today to give a boost to your spirits," Hu told the swimmers. "We are happy to learn that you have improved rapidly under the guidance of head coach Masayo Imura. I propose that we give a big applause to her to express our sincere thanks."     The 58-year-old coach, dubbed the "godmother" of Japanese synchronized swimming, started coaching her country's synchronized swim team in 1978. She helped her swimmers to eight Olympic medals over the past 30 years.     Imura started coaching in China after the 2006 Doha Asian Games in which China dethroned long-time Asian champion Japan in both the duet and team competitions.     Last month, she reiterated her hopes for medals at the Beijing Olympics, saying Chinese swimmers would help present a modern and dynamic China with their performance.     Hu praised Imura for her coaching and role in promoting sports exchanges and friendship between China and Japan.     "I believe that China's synchronized swimming team will give an outstanding performance at the Games under the guidance of Ms. Masayo Imura."     Imura pledged she would do her utmost to lead China's team to achieve good results.     At the table tennis stadium, Hu urged on the players from a sport that China has dominated, winning 16 Olympic gold medals over the years. On the team are such top players as Wang Nan and Zhang Yining.     "I hope you can have more exchanges with athletes from other countries and regions to work together for boosting the development of table tennis in the world," he said.     "I'm looking forward to your good news."     Hu also visited the weightlifting athletes and women's volleyball players.     Athens Games weightlifting gold medal winner Chen Yanqing told the president "Just watch me at the Games!" While Feng Kun, captain of the national women's volleyball team, told Hu: "We will repay the motherland and the people with the best results."     Chinese athletes have qualified to compete in all 262 events within the 28 Olympic sports, marking the first time that the country's athletes are represented across the board at an Olympics. The Chinese national delegation at the Beijing Games will also be the largest in the country's Olympic history.     At the training venues on Wednesday, Hu also visited the athletes' dining hall and rehabilitation center, urging the cooks to continue to prepare delicious meals and the doctors to provide thoughtful services.     He also voiced strong support for anti-doping.     "Anti-doping is a precondition for hosting a successful Games," he said after signing his name on a scroll for anti-doping. "As the host nation, China is obliged to set a good example in this regard."     "We must ensure the Chinese delegation attend the Games cleanly and make positive contributions to safeguard the purity of the Olympics."     Apart from boosting morale of the country's athletes, the president had shown concerns for the preparatory work at Olympic venues.     During a visit to the eastern city of Qingdao on Sunday, the venue of the Olympic sailing event, Hu highly praised the use of renewable energy and environment-friendly material in the buildings of the Qingdao Olympic Sailing Center. He urged the center staff to make greater efforts for the preparations.     Starting in mid-June, the coast of Qingdao was coated with a vast algae coming from the Yellow Sea. A bright green covering of algae smothered beaches and extended out several hundred meters. It once covered 32 percent of the sailing venue at the peak of the outbreak.     Hu expressed satisfaction with the efforts Qingdao had made to clean the seawater and make it qualified for the sailing event, and urged local authorities to continue to keep alert.     He also encouraged Chinese athletes to achieve good results and voiced sincere welcome for foreign athletes.     "The Chinese people are showing their warm welcome to athletes from all over the world. We will do our best to provide good service for you," he told some foreign athletes who were training at the center.

BEIJING, Oct. 14 (Xinhua) -- China will work diligently to maintain an effective and smooth communication channel with citizens who want to submit complaints, a senior Party official said here on Tuesday.     "We should try to adopt every open, convenient and easy method to guarantee the public's right to express their requests to the government," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a video tele-conference on government officials receiving citizens and visiting grassroots people.     In the past nine months, asked by the central government, senior officials of the city, county and district governments met with ordinary citizens in person regularly, listening to their requests and complaints and helping solve their problems. They also paid more frequent visits to grassroots people.     "Their work eased serious problems that were closely related to people's interests and threatened social stability," Zhou said. "Their visits at grassroots levels contributed to the implementation and improvement of central government policies."     The country will formulate the measures into a system and continue improving them, he said. Supervision will be tightened upon the implementation of the measures.     "Senior officials of local governments will receive serious penalty according to laws and Party disciplines if problems and conflicts worsen and linger because they ignore people's requests, harm their rights and interests, breach their duty."     Officials were also urged to well inform people about expressing their requests through legal and rational ways.     Governments at all levels should adopt a scientific and democratic way of decision making, pay more attention to public service and try to prevent new problems from emerging, Zhou said.     They should also find out the cause and solution to existing problems, he said. "They should focus on well solving people's legal requests timely."

BEIJING, Oct. 1 (Xinhua) -- China will give more efforts to strengthen quality supervision of dairy products in rural areas, said Chen Deming, the minister of commerce, on Wednesday.     "The Ministry of Commerce (MOC) always gives food product supervision in vast rural areas a priority, although it is not an easy job to carry out as in urban areas," said Chen.     Chen said the MOC has urged local authorities to take tangible measures to regulate and stabilize the dairy markets in such areas.     The local governments were asked to launch strict supervision and inspection over dairy products in rural shops, enterprises and wholesale markets. Tainted milk products should be removed from shelves in time.     "The MOC will continue to work together with local governmental organs to ensure a sound market order, and help farmers get more knowledge about dairy products," said Chen.     Meanwhile, Chen noted the country should adopt concrete measures to lift consumer's confidence. "The government should enhance inspection over product quality, while enterprises should take on more social responsibility."     China's food quality has been criticized recently, as 13,000 infants nationwide were hospitalized with kidney problems and at least three were killed after drinking baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is.     After the Sanlu formula's problem exposure, the General Administration of Quality Supervision, Inspection and Quarantine conducted a nationwide examination of baby milk powder to find 22 companies whose formulas were tainted.

BEIJING, June 22 (Xinhua) -- Shang Fulin, chairman of the China Securities Regulatory Commission (CSRC), on Sunday vowed to deepen reform and boost regulation to promote a stable and healthy development of the capital market.     The CSRC would rationally balance the market supply and demand, and regulate the pace of fund-raising, Shang told an interior meeting in Beijing.     The stock regulator would encourage and steer funds into the market for long-term investment and gradually improve the inner market stabilizing mechanism.     China's benchmark Shanghai Composite Index have fallen 54 percent from its all time high in mid October 2007. The steep decline came amid fears that the tightening measures would erode corporate profits and the equities supply would overwhelm demand.     Analysts said the regulator has been delaying approvals of initial public offerings over the past couple of months to stabilize market that was hard-hit by weak investor sentiment.     Shang noted the CSRC would boost cooperation with the prosecutors on crackdown on market manipulation, irregular information disclosure, and false information and rumors distributed to manipulate stock prices. Shang Fulin, chairman of the China Securities Regulatory Commission (CSRC)(    It would also cooperate with other financial regulators to closely watch the impacts of the domestic and overseas economic operation and the global financial market on the domestic capital market.     Shang said that during the process of market correction, some people deliberately spread rumors that disrupted market orders and increased volatility.
