The national workers' union on Wednesday pledged to work closely with authorities to issue a detailed regulation on the Labor Contract Law as soon as possible, to assist its application starting January 1."We'll actively promote and participate in the legislation and relevant legal interpretations to make the law more applicable, especially by making suggestions on some hotly debated issues," Liu Jichen, head of the legal affairs department of the All China Federation of Trade Unions, said at a press briefing.Liu did not elaborate or disclose a timetable, but the Outlook Weekly, a magazine under the official Xinhua News Agency, reported on Monday that an implementation regulation of the Labor Contract Law was expected by the end of the year. It also reported that a judiciary interpretation, drafted by the Supreme People's Court, would also be adopted soon to regulate loophole jumping.The Labor Contract Law, passed in June after 18 months of heated debate and public consultation, is considered the most significant change in the country's labor rules in more than a decade. It targets bosses and officials who exploited workers by establishing standards for labor contracts, use of temporary workers and severance pay.However, business lobbies worry that stricter contract requirements could increase costs and give them less flexibility in hiring and firing.The country's leading telecom equipment-maker Huawei Technologies in October encouraged some 7,000 veteran employees to resign and rehired them immediately afterward.The Labor Contract Law stipulates that an employee who has worked for a company for more than 10 years is entitled to sign an open-ended labor contract.However, the legislative affairs commission of the Standing Committee of the National People's Congress, the country's top legislature, made it clear on Saturday that such sidestepping is useless, because although the contracts end, employment relations still exist.At yesterday's conference, Liu said Huawei's dodge is only one of the three tactics the union discovered violating or circumventing the current Labor Contract Law. Firms would also fire employees and rehire them soon afterward as dispatch workers. The other strategy uses mass layoffs.For example, United States retailing giant Wal-Mart fired about 100 employees at its sourcing center in China last October, claiming the layoff was part of its global restructuring."The cause of these problems is that a small number of enterprises is trying to evade responsibility to optimize profits," Liu said. "We've begun intervening to stop such activities."

Six Uygurs have been sentenced to death or life imprisonment for secessionist activities in the Xinjiang Uygur Autonomous Region, the Xinhua News Agency reported Sunday.They were convicted of engaging in "separatist activities", "training at a terrorist camp" and "illegally making explosives" by the intermediate people's court of Kashgar last Thursday.The six people were believed to be members of the East Turkestan Islamic Movement, which the UN listed as a terrorist organization.Two were sentenced to death, two received death sentences with two years' reprieve and the other two were jailed for life.The court heard that the six had engaged in a series of secessionist activities from August 2005 until this January, when they were arrested.Together, they planned, led and organized a terrorist camp and led two missions aimed at securing explosives.They made 67 grenades and two bombs that could be used for suicide attacks with the 16 kg of explosives they had acquired, Xinhua reported.

At present, China ranks fourth, after France, Spain and the United States. SHANGHAI: In a fresh sign of China¡¯s financial strength, a leap in the shares of Industrial & Commercial Bank of China Monday made it the world¡¯s biggest bank by market capitalisation, overtaking US giant Citigroup. ICBC¡¯s Shanghai-listed A shares surged 2.68% to 5.75 yuan, giving it a market capitalisation of 4bn, according to Reuters calculations. A regular inspection last month by the Ministry of Agriculture showed that food quality in 37 major cities has improved after a four-month promotional campaign, the ministry said on Friday.The nationwide inspection of vegetables, pork and aquatic products found acceptance rates had risen since August when the campaign was launched.The inspection found that:- 95.3 percent of the country's vegetables were safe in terms of pesticide residues.- 98.4 percent of meat products were up to scratch with regard to residues of clenobuterol hydrochloride, a drug some farmers used to put in pig feed but which is now banned due to the damage it can cause to the human heart.- 99.8 percent of aquatic products were free of chloramphenicol, and 95.7 percent were free from malachite green, both of which are banned fish food supplements.- No pork products in Beijing, Shenzhen, Shanghai and 25 other cities were polluted with banned drugs.- Aquatic products in seven cities including Beijing, Tianjin and Guangzhou were also found to be safe from illegal drugs.The ministry, which carries out five regular food safety inspections a year, attributed the achievements to its four-month campaign.It said in a news release that all 676 agricultural wholesale markets in large and medium cities have now been put under surveillance, up from 479 in September.Five kinds of pesticides that the ministry banned for their high toxicity have been seized and destroyed.The ministry also issued six regulations on pesticide registry management to standardize labeling and control product quantities."Thanks to the campaign, public awareness of agricultural product quality and food safety has been strengthened," the news release said.The ministry said it will follow up the campaign by cracking down on fake agricultural supplies and develop a network that gives farmers access to authentic and good-quality agricultural materials.

BEIJING -- China's education authority has revoked the license of a private school that took in problem teenagers and claimed to offer strict discipline after it was found abusing students.A Ministry of Education investigation confirmed that staff at Dadongfang Xingzou School, in Southwest China's Chongqing Municipality, had physically and verbally abused teenage students, said ministry spokesman Wang Xuming at a press conference.The Beijing Times reported in June that a 14-year-old Beijing boy took drugs and jumped from the second floor of a dormitory building in the school after being repeatedly beaten by teachers.The boy said he tried to commit suicide so that his parents could learn what happened to him as he was denied contact with them for the first three months in the school, according to the newspaper story.Some desperate Chinese parents send their children, who do not behave well in normal schools, to boarding schools called "xingzou" schools that offer paramilitary-style discipline."Although schools like the Dadongfang Xingzou School take in problem students, they must follow laws and regulations like other schools. But some of them have done things wrong and many have no proper government approval," Wang said.Investigators found the school had been granted a license as a juvenile training center, but was not qualified as a boarding school or to offer paramilitary education.The ministry had started a national survey of xingzou schools, focusing on illegal education methods and teacher qualifications, and those without proper licenses would be closed, Wang said.As the administration was still working on a regulation on non-school juvenile training centers, it would suspend processing any such applications, he said.According to the Beijing Times, the Dadongfang Xingzou School had hired former military personnel and prison wardens as discipline teachers.

NANJING: Jiangsu province will constantly focus on environmental protection while maintaining strong momentum in economic development in the next five years, acting governor Luo Zhijun said in his work report to the first session of the 11th provincial people's congress on Friday.The province witnessed fast economic growth in the past five years with gross domestic product (GDP) increasing at an annual average rate of 14.5 percent, one of the highest rates in the country, official figures showed.However, such economic development has had a negative impact on the environment, Luo said.Workers try to clean a major moat of algae in Suzhou, Jiangsu province, last July. A massive algae bloom spread out last summer in several of the country's large lakes, including Taihu lake in Jiangsu and Dianchi lake in Yunnan province.
