BEIJING, Oct. 23 (Xinhua) -- China's top legislature on Thursday started to review a draft law on food safety, which sets stricter food quality standards and demands greater government responsibility.     The draft, which was revised after the recent contaminated dairy products scandal, would ban all chemicals and materials other than authorized additives in food production.     Health authorities are responsible for assessing and approving food additives and setting their usage. "Only those proved to be safe and necessary in food production are allowed to be listed as food additives," the draft says.     Food producers must strictly stick to the food additives and their usage approved by authorities, according to the draft     In the tainted dairy products scandal, melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make protein levels appear higher. At least three infants died and more than 50,000 were sickened after drinking the contaminated milk.     The draft also prohibits food safety supervision authorities from issuing inspection exemptions to food producers.     China began exempting companies producing globally-competitive products from quality inspections in 2000 to help them avoid repeated examinations and reduce their burden.     The practice encountered severe criticism when it was discovered that many of the companies producing and selling melamine-tainted dairy products had national inspection exemption qualifications.     The draft was tabled to lawmakers at a bimonthly session of the Standing Committee of China's National People's Congress (NPC).

Parties concerned should establish, through negotiation, a ceasefire monitoring mechanism in Gaza and work to create durable security and stability there.     4. The Palestine-Israel peace talks should resume at the earliest time, and efforts should be made to seek solution to issues related to the final status of Palestine on the basis of mutual-trust, so that an independent Palestinian state will be established as early as possible and the "two states" of Palestine and Israel will coexist peacefully.     5. The international community should increase mediating efforts for peace and promote a comprehensive, just and durable settlement of the Middle East issue. CHENGDU, Jan. 27 (Xinhua) -- More than one million migrant workers, who were forced to return home late last year amid the impact of the global financial crisis, have found new jobs in southwest China's Sichuan Province.     Out of the 1.49 million migrant workers who had returned home, 1.03 million have found new jobs through training and job fairs organized by the government, according to the provincial labor and social security department.     About 38 percent of them engage in farming and breeding, 43 percent work in the towns and the rest leave home again and find their new jobs in other provinces.     So far, Sichuan has provided 5,000 training classes to 250,000 migrant workers. It also organized 53 job fairs specifically for the migrant workers, helping some 100,000 find new jobs.     The province is expected to invest 80 million yuan (11.7 million yuan) this year on migrant workers training, up 77.8 percent year on year.

BEIJING, Nov. 2 (Xinhua) -- China's gross domestic product (GDP) growth is expected to slow to 9.4 percent in 2008 from last year's 11.4 percent as the shrinking exports will cool the world's fourth largest economy, according to a Chinese credit rating agency report on Sunday.     The fundamentals of the economy are sound, but falling export orders would take a toll on the national economy in the short term, and domestic consumption needed time to play a bigger role, said the report released by the China Chengxin International Credit Rating Co. (CCXI), a joint venture of China's first rating agency China Chengxin Credit Management Co. Ltd. and U.S.-based Moody's Corporation.     The changing external economic environment and the burst of domestic asset bubbles would exacerbate the slowing economy, said the report.     The proactive fiscal policy was key to preventing the economy from falling and there was room for further cuts in bank reserve requirement ratios and interest rates.     It predicted the economy would gain 8.6 percent in 2009, but it gave no explanation of its forecast.     China's economy grew at 9 percent in the third quarter, the slowest in five years, as the global financial crisis sapped demand for Chinese goods, and domestic industrial production waned in response to weak demand and rising raw material costs.     The government has lowered interest rates three times in the last two months, increased export rebates and cut property transaction taxes to boost domestic consumption.     The report said the world financial crisis would have limited direct impact on the domestic banking system, but it warned Chinese exporters of default risks of foreign buyers.     Insurers and securities companies would be affected as the domestic capital market was growing more connected to the international market.     In September, the Manila-based Asian Development Bank, projected China's GDP growth to fall to 10 percent this year and further ease to 9.5 percent in 2009.     The slow-down was a result of the combined effects of a reduced trade surplus, slower growth in investment, and the global economic downturn, the Asian Development Outlook 2008 Update has said.

BEIJING, Feb. 1 (Xinhua) -- Attracted by the real estate plunge on the other side of the globe, Chinese homebuyers are gearing up for visits to the United States in February to buy cheap homes, the English language newspaper China Daily reported in its weekend issue.     A pioneering house-buying team of 20 to 30 people, organized by Soufun.com, one of the largest real estate portals in China, is scheduled to leave for the United States on Feb. 12, according to an article on Soufun.com.     It is said more than 300 Chinese have registered so far on the website for a 10-day house-buying trip.     The U.S. mortgage crisis and the downturn in the global economy have presented people with a golden opportunity, said Liu Jian, an official of the Beijing-based real estate portal.     The trip, which costs up to 25,000 yuan (3,500 U.S. dollars) per person, will focus on cities with huge ethnic Chinese populations including San Francisco, Los Angeles, Las Vegas and New York, Liu said.     The prices of houses targeted by Chinese buyers are between 3 million to 5 million yuan (400,000 to 700,000 U.S. dollars), he said.     The applicants include real estate professionals who want to investigate in the U.S. real estate market, and parents who want to buy houses for their children studying or to study in the United States.

"It is now a pillar of the international order. And peace and prosperity of the world depend closely on the Sino-U.S. relations," he said.     Talking on areas of further co-operation between the two countries, Dr. Kissinger said first of all China and United States should develop a common solution on how to overcome the current international financial and economic crisis, and develop a program of collaboration to tackle the issue.     And "on the key problems that exist in the world -- proliferation, energy, climate change, environment -- China and United States can be a key to a solution of these problems," he said, "So the strategic dialogues between China and United States should not only continue, but be reinforced and strengthened."     NCUSCR President Orlins called the NYSE celebrating ceremony "a real testimony, not only to the historical events, but also to how far we have come."     "When we established diplomatic relations exactly 30 years ago on January 1st, we could not have imagined that we would have Chinese companies listed on the NYSE, whose market capital is in excess of 800 billion U.S. dollars," Orlins said, "It is just remarkable."     Currently, there are 41 companies from Chinese mainland listed with NYSE, the premier U.S. listing venue for non-U.S. companies.     Duncan L. Niederauer, CEO of NYSE Euronext, told Xinhua that he has taken the relations with China as one of his most important initiatives during his years as chief executive. He also suggestedthe Chinese companies to "stay the course" and stick to the good business when dealing with the global financial crisis and economic downturn.     "There is always years like this in global markets where it is a very very tough ride. I think there are a lot of terrific companies in China. They either already listed or are in the queueto be listed, and we're gonna continue to support them through the ups and downs," Niederauer said, "I believe their fortunes will improve overtime and we just need a long-term outlook of it."     NYSE was the first foreign exchange to receive approval to open a representative office in China. BEIJING, Jan. 17 (Xinhua) -- China and the United States had signed a memorandum of understanding restricting the U.S. import of archeological items originating in China, a Chinese official said Saturday.     The memorandum was signed in Washington on Thursday by Chinese Ambassador Zhou Wenzhong and U.S. Assistant Secretary of State for Education and Cultural Affairs Goli Ameri, said Dong Baohua, deputy director of the State Administration of Cultural Heritage (SACH), at a press conference.     The agreement's full name is Memorandum of Understanding Concerning the Imposition of Import Restrictions on Categories of Archeological Material from the Paleolithic Period through the Tang Dynasty and Monumental Sculpture and Wall Art At Least 250 Years Old.     Under the memorandum and U.S. legislation entitled the Convention on Cultural Property Implementation Act, the U.S. government shall restrict the importation into the United States of archeological material originating in China and representing China's cultural heritage from the Paleolithic Period through the end of the Tang Dynasty, the year 907, and monumental sculpture and wall art at least 250 years old.     The U.S. government will promulgate a list of archeological material categories of metals, ceramic, stone, textile, other organic material, glass and paintings, which will be restricted to import from China, unless the Chinese government issues a license or other documentation which certifies that such exportation is not in violation of its laws, the memorandum says.     For the purpose of this memorandum, the restricted Paleolithic objects date from approximately 75,000 B.C., according to the memorandum.     China and the United States are both States Party of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. The convention was adopted by the UNESCO in 1970.     For years, the Chinese government has attached importance to cracking down on the stealing, illegal digging, and smuggling of cultural relics and tried to cooperate with the international community in the crackdown, by participating in internationals conventions and signing bilateral and multilateral agreements on the issue.     In addition to the newly-signed Sino-U.S. memorandum, China has signed similar agreements with Peru, India, Italy, the Philippines, Greece, Chile, Cyprus, and Venezuela, according to the official.
