GENEVA, April 14 (Xinhua) -- Switzerland and China will soon sign a formal agreement on enhancing their cooperation in the field of sustainable water management and hazard prevention, the Swiss government said on Tuesday.     Federal Councilor and Environment Minister Moritz Leuenberger will make his first official visit to China on April 16 to sign this agreement, according to a government statement.     During his five-day visit, Leuenberger will also hold official discussions with Chinese Minister of Water Resources Chen Lei, attend the third Yangtze Forum and visit the Three Gorges Dam, the statement said.     Due to their mountainous regions, Switzerland and China face similar natural hazards, according to the statement.     At the same time, both countries harness their hydropower and are faced with the question of river basin management, which is likely to become more pressing due to climate change, it added.

BEIJING, March 29 (Xinhua) -- Chinese Vice Premier Wang Qishan has called on the international community to "act together" at the upcoming London summit to get through the global financial crisis, in an article published by the British newspaper The Times on Friday.     In the article entitled "G20 must look beyond the needs of the top 20," with a subtitle "China believes the developing world should have a stronger say in how the international financial system is run," Wang urged all heads of states to be present at the G20 London summit to "act together to get through the time of hardship."     After the financial crisis broke out, China was quick to put in place a decisive plan to boost domestic demand, advance economic restructuring and improve people's well-being, which have started to produce results, said the vice premier.     However, the Chinese economy still faces severe challenges, including to meet the demanding goal of maintaining economic growth by boosting domestic demand, ensuring employment and readjusting the economic structure. China also has to cope with shrinking external demand caused by the global economic downturn and trade and investment protectionism, Wang said.     "China will continue to take forceful measures to maintain steady and fast economic growth and contribute its share to an early recovery of the world economy," Wang pledged in the article.     Since the G20 summit in Washington last year, said Wang, China has provided a lot of assistance and support through a variety of means to a number of countries and regions, and played a part in the creation of significant Asian and global economic and trade initiatives.     The Chinese leader stressed the significance of the international community to enhance coordination and cooperation to overcome the current difficulties.     "Efforts should be made to expand trade and investment cooperation to bolster economic growth, step up cooperation among small and medium-size businesses to ensure employment stability, and strengthen cooperation in energy conservation and emissions' reduction, environmental protection and development of new energy technologies to nurture growth points for the world economy," Wang suggested.     He firmly rejected trade and investment protectionism of all kind. "The international community should recognize that the trend towards economic globalization is irreversible and should take credible steps to reject all forms of trade and investment protectionism," he said.     Wang also called on the international financial system to be reformed, "with the focus on readjusting the governance structure of international financial institutions and increasing the representation and voice of developing countries." He asked the London summit to set a clear goal, timetable and road-map for such reform.     To prevent similar crisis from happening again, Wang, also a Chinese economic expert, suggested prudent regulation of all financial markets and institutions involved to be tightened and regulatory coordination and cooperation at both the regional and international levels to be increased.     On the hot topic of increasing financial resources for the International Monetary Fund (IMF), he said China supports the increase as far as the fund is safe and reasonable returns can be ensured.     "China is ready to play an active part in exploring ways to raise resources and will contribute to this effort within its ability," Wang said. He asked the IMF to mobilize resources through the "quota-based" system as well as voluntary contributions, striking a balance between the rights and obligations of the contributing countries.     As a return, said the Chinese vice premier, the IMF must enhance capacity-building, reform governance structure and ensure that the resources play a significant role in easing the international financial crisis and countering the global economic downturn. China inclines to see the resources mainly to be used to help developing countries which are seriously hit by the crisis, Wang said.     Leaders of the world's 20 largest economies will meet in London on Thursday to discuss, among other things, a coordinated response to the current global financial crisis

BEIJING, April 13 (Xinhua) -- House prices in 70 major Chinese cities fell 1.3 percent in March from a year earlier, the National Bureau of Statistics said Monday.     The month-on-month figure, however, rose 0.2 percent in March.     In the first quarter, the area of commercial houses sold rose 8.2 percent to 113 million square meters and sales jumped 23.1 percent to 505.9 billion yuan (74 billion U.S. dollars), the NBS said.     Prices of new houses fell 1.9 percent year-on-year last month but rose 0.1 percent from February. Prices for second-hand houses rose 0.3 percent month-on-month despite of a decline of 0.4 percent from a year earlier.     Analysts warned it was still too early to say the property market had revived, as sales were mainly driven by surging credit and by stimulus policies, such as tax cuts. Other indicators, such as land purchases by developers, had shown no signs of recovery.     Floor areas of newly built houses in the first quarter tumbled 16.2 percent to 201 million sq m. The decline was 1.4 percentage points more than the January-February figure.     Land purchased for homebuilding fell more than 40 percent in the first quarter to 47.42 million sq m, and the actual area developed shrank 11.3 percent to 52.2 million sq m.     China Vanke, the country's biggest property developer by market value, reported on April 11 its first-quarter sales rose 21 percent to 12.22 billion yuan. Those of Poly Real Estate Group, the second-biggest, doubled to 6.48 billion yuan.

BEIJING, Feb. 12 (Xinhua) -- A section of the local prosecutor's office that deals with dereliction of duty is involved in the investigation into Monday night's massive fire in downtown Beijing, the Supreme People's Procuratorate said here Thursday.     The fire led to one death and seven injuries.     The investigation involves two offices, the Supreme Procuratorate said: the Beijing People's Procuratorate and the district procuratorate of Chaoyang, the section of Beijing where the blaze at the China Central Television (CCTV) complex occurred.     The Supreme People's Procuratorate declined to elaborate on what the investigations covered.     China's procuratorate is the equivalent of a prosecutor's or attorney general's office, handling a range of civilian crimes, but it also has a special division responsible for crimes involving dereliction of official duty, such as bribery and corruption, that the police don't handle.     The fire, which engulfed the building that houses some CCTV facilities as well as the unopened Mandarin Oriental Hotel near the futuristic tower that will house the state broadcaster, was caused by a powerful fireworks show put on by CCTV.     One firefighter died from breathing toxic fumes and seven people were hospitalized. The huge blaze also caused widespread traffic congestion in eastern Beijing and led to the evacuation of hundreds of residents.     The police have detained 12 people so far, including a man in charge of the new site's construction, three CCTV workers and eight people CCTV hired from a fireworks company in central Hunan Province to stage the show.     The fireworks they used were dangerous and needed approval before being allowed in downtown Beijing, a Beijing government spokesman has said. He said that CCTV did not get approval and further alleged that its workers ignored police warnings that night.     Monday was the Lantern Festival, which officially ends the Lunar New Year, and it's traditional to light fireworks on that night.

BAMAKO, Feb. 12 (Xinhua) -- Chinese President Hu Jintao Thursday vowed to increase aid to African countries, cancel part of their debts, and expand trade with and investment in these countries.     Hu made the statement while meeting with his Malian counterpart Amadou Toumany Toure.     Hu, making his first visit to this western African nation, was accorded a 21-gun salute in a welcome ceremony before the two presidents started talks.     This is Hu's second African tour since the landmark China-Africa summit in 2006 when Hu announced eight measures to promote ties with Africa, including massive tariff cuts and debt exemptions for scores of African countries, and doubling aid to Africa over a three-year period.     In the past two years, China has increased aid to African countries, eliminated tariff for goods from some least developed African nations, and cancelled parts of the debts owed by African countries, Chinese Assistant Foreign Minister Zhai Jun said days ahead of Hu's visit. BEIJING, April 5 (Xinhua) -- China has approved 43 corporate bonds in the first quarter, a sharp rise from the same period last year, in support of the massive construction plan involved in the 4 trillion yuan (584.8 billion U.S. dollars) stimulus package, according to the data released by the depository house for China's major bonds.     The 43 corporate bonds, of which five were issued by the central State-owned enterprises, totaled 66.73 billion yuan in value, according to the China Government Securities Depository Trust and Clearing Co., Ltd.     In contrast, only 11 such bonds were approved by the National Development and Reform Commission (NDRC), the approving agency, in the first half of last year.     Experts said more such bonds were allowed in a bid to echo the government's 4 trillion yuan stimulus package, which needed huge sums of money to power the massive infrastructure construction andother new projects.     Of the total 4 trillion yuan investment, 1.18 trillion yuan is supplied by the central government. The rest will be financed by local governments and the private capital.     Considering the huge demand by enterprises, NDRC would expand the corporate bond issuance scale to ensure economic growth, an NDRC official told Shanghai Securities News on Saturday.     He said NDRC was working overtime to access the piled-up applications. Money raised by the bond issuance should not be used to make risky investment including shares, futures and real estate, the official stressed.     Companies involved in the construction of infrastructure, sewage treatment, and energy saving would be given priority to issue debt, according to the official.     Based on the current momentum, the total corporate bond sales would likely to top 300 billion yuan this year, analyst with the China Securities Co., Ltd told the newspaper.     Although the bond sales was less than 70 billion yuan in the first quarter, but local governments and non-listed companies have shown great willingness to lend more. The bond sales is expected to peak in the latter of the year, said the analyst.     Chinese government has been cautious on corporate debt issuance as the country lacks comprehensive legal system for bond market.     Only 236.7 billion yuan of corporate bond were issued last year, compared with 812.5 billion yuan of treasury bond sales.
