Foreign Ministry spokesperson Jiang Yu Tuesday said he is likely to meet state leaders from India, Brazil and South Africa, among others.     "China, as a developing country, will make its due contribution to the UN conference," said Jiang.     It is not yet known whether Wen and Obama will meet on the fringes of the conference but he has worked the phones relentlessly in the past 10 days, calling as many as 10 world leaders and UN chief Ban Ki-moon in an attempt to secure a workable agreement.     Chinese officials have also had important meetings in recent days with negotiators from many countries, including representatives from the United Kingdom and Germany.     But during the past 10 days, China and the US have not held any official meetings at any level in respect to climate change.     If Wen and Obama do get the chance to meet, they will likely have lots to talk about - the US recently urged China to accept a binding carbon reduction target and said it will not provide financial support to Beijing for climate initiatives.     China, meanwhile, called on the US to set a more ambitious target for emissions reduction after Washington promised to cut them by around 4 percent by 2020 from the 1990 base. Developing countries had urged the US and wealthy countries to slash emissions by 40 percent.     Experts have called on the US and China to narrow their differences in a bid to ensure the conference is a success.     Experts played down the likelihood of the world achieving an ambitious global treaty in Copenhagen but said Wen will defend China's status as a developing country and protect its right to economic expansion in the future.     Jiang said the summit has seen both conflicts and achievements.     She said the main stumbling block to real progress has been the reluctance of developed nations to hand over funding and technical support to developing nations that they promised in earlier agreements.     "If they abandon the principles of the Bali Road Map and the Kyoto Protocol, it will have a negative impact and hamper the conference," Jiang said.     She added that China supports the contention that some smaller developing island countries and African countries are in the most urgent need of funding support and should get help first.     But the spokesperson stressed that developed countries have a legal obligation to help all developing countries.     Huang Shengchu, president of the China Coal Information Institute, said the fact that Wen will be in Copenhagen shows the determination of the Chinese government to secure a good deal.     Zhang Haibin, an environmental politics professor at Peking University, said the presence of leaders such as Wen will inject hope that a deal can be found.     "It demonstrates the leaders' will to take up the responsibility to rescue the whole of human kind," said Zhang. "However, because of the nature of world politics, the chances of reaching an effective and ambitious agreement, in the end, are slim."     John Sayer, director of Oxfam Hong Kong, said many developing countries, including China, India, Brazil and South Africa, have voluntarily offered to cut emissions. China recently said it will reduce its carbon intensity by between 40 and 45 percent by 2020 from the 2005 base level.     However, as Zhang pointed out, some US experts, instead of welcoming such offers, have called on China to let international organizations verify that emissions are indeed falling.     Daniel Dudek, chief economist with the US Environmental Defense Fund, said the world seems to be unsure about whether China is serious about cutting emissions and achieving a good post-Kyoto deal.     "I think that people want to be reassured that China wants to achieve an agreement at Copenhagen and that China values moving forward on climate change more than winning its negotiating positions," he said.

BEIJING, Dec. 11 (Xinhua) -- Chinese President Hu Jintao Friday highly praised the achievement of the Macao Special Administrative Region (SAR) over the past decade, ahead of the 10th anniversary of the region's return to the motherland.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, said Macao was "embracing a bright future" thanks to the mainland's support and Macao compatriots' hard work. Hu made the remarks while attending an exhibition in Beijing marking Macao's achievements in the past 10 years.     "Macao has undergone an extraordinary development over the past decade," he said, adding under the support of the central government and the Chinese mainland, the SAR government fully implemented the policies of "one country, two systems", "Macao people governing Macao" with a high degree of autonomy and the Basic Law. Chinese President Hu Jintao (2nd R) visits the exhibition of achievements made by Macao Special Administrative Region in the decade since its establishment on Dec. 20, 1999, at the Capital Museum in Beijing, capital of China, on Dec. 11, 2009.     The "one country, two systems" concept was proposed by former Chinese leader Deng Xiaoping in the early 1980s for the reunification of China. BEIJING, Jan. 8 (Xinhua) -- China issued a directive Friday that aims to promote renovation of the substandard dwellings in the country's urban areas and at state-owned factories and mines, in a move to improve the livelihood of low-income people.     Renovation of squatter homes in cities and at state-owned factories should be completed in the next fives years, according to the directive posted by the Ministry of Housing and Urban-Rural Development on its website.     Priority should be given to "the shanty towns covering large areas and with severe safety defects," according to the ministry.     It also urged relevant departments to give full respect to the rights and interests of the people living in substandard dwellings, who are mainly low-income laid-off workers, and to ensure that renovating work be conducted in an open and fair way.     The directive put forward multiple ways to finance the renovation work, including government funds, favorable loans from financial institutions, and tax rebates.     By the end of 2008, China had 11.48 million families living in substandard housing, 7.44 million of which lived in cities, 2.38 million near state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Nov. 17 (Xinhua) -- China and the United States singed a joint statement here Tuesday after talks between Chinese President Hu Jintao and his U.S. counterpart Barack Obama, agreeing that "the transition to a green and low-carbon economy is essential."     Both China and the United States believed the clean energy industry will provide vast opportunities for citizens of both countries in the years ahead, said the statement signed during Obama' s first visit to China since taking office in January.     According to the statement, the two sides welcomed significant steps forward to advance policy dialogue and practical cooperation on climate change, energy and the environment, building on the China-U.S. Memorandum of Understanding to Enhance Cooperation on Climate Change, Energy and Environment announced at the first round of China-U.S. Strategic and Economic Dialogues in July and formally signed during Obama' s visit.     The statement said both sides recognized the importance of the Ten Year Framework on Energy and Environment Cooperation (TYF) and are committed to strengthening cooperation in promoting clean air, water, transportation, electricity, and resources conservation.     Through a new China-U.S. Energy Efficiency Action Plan under the TYF, both countries "will work together to achieve cost-effective energy efficiency improvement in industry, buildings and consumer products through technical cooperation, demonstration and policy exchanges," said the statement.     Noting both countries' significant investment in energy efficiency, the two Presidents underscored the enormous opportunities to create jobs and enhance economic growth brought by energy savings.     The two countries welcomed the signing of the Protocol Between the Ministry of Science and Technology, National Energy Administration of the People's Republic of China and the Department of Energy of the United States of America on a Clean Energy Research Center, according to the document.     The Center will facilitate joint research and development on clean energy by scientists and engineers from both countries. It will have one headquarters in each country, with public and private funding of at least 150 million U.S. dollars over five years split evenly between the two countries. Priority topics to be addressed will include energy efficiency in buildings, clean coal (including carbon capture and sequestration), and clean vehicles.     The two sides welcomed the launch of China-U.S. Electric Vehicles Initiative designed to put millions of electric vehicles on the roads of both countries in the years ahead, the statement said.     Building on significant investments in electric vehicles in both the United States and China, the two governments announced a program of joint demonstration projects in more than a dozen cities, along with work to develop common technical standards to facilitate rapid scale-up of the industry, the statement said, adding that the two sides agreed that their countries share a strong common interest in the rapid deployment of clean vehicles.     About 21st century coal technologies, the two countries agreed to promote cooperation on large-scale carbon capture and sequestration (CCS) demonstrations projects and begin work immediately on the development, deployment, diffusion and transfer of CCS technology. The two sides welcomed recent agreements between Chinese and U.S. companies, universities and research institutions to cooperate on CCS and more efficient coal technologies.     With regard to joint efforts on tackling the climate change, the two sides welcomed the signing of the Memorandum of Cooperation between the National Development and Reform Commission of China and Environmental Protection Agency of the United States to Build Capacity to Address Climate Change.     The statement said the two sides welcomed the launch of a China-U.S. Renewable Energy Partnership, through which the two countries will chart a pathway to wide-scale deployment of wind, solar, advanced bio-fuels and a modern electric power grid in both countries and cooperate in designing and implementing the policy and technical tools necessary to make that vision possible.     Shared confidence on the bilateral cooperation in this field was expressed by the statement, which said that given the combined market size of the two countries, accelerated deployment of renewable energy in China and the United States can significantly reduce the cost of these technologies globally.     On the promotion of the peaceful use of nuclear energy, the two sides agreed to consult with one another in order to explore such approaches--including assurance of fuel supply and cradle-to-grave nuclear fuel management so that countries can access peaceful nuclear power while minimizing the risks of proliferation. 

JINGGANGSHAN, Jiangxi, Nov. 4 (Xinhua) -- A senior Chinese official has called on the country's police and other law enforcement organs to improve their capabilities to better serve the people and rely on the people to safeguard social harmony and stability. Zhou Yongkang, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark at a meeting attended by police chiefs during his visit to Jinggangshan, where late Chairman Mao Zedong and other revolutionists established the CPC's first rural revolutionary base in 1927, in east China's Jiangxi Province.     Law enforcement departments and police should handle public's complaints with earnest attitude, improve their credibility in law enforcement and rely on the masses of people to safeguard social harmony and stability, said Zhou, who also heads the CPC Central Political and Legislative Affairs Committee.     He also called on the police officials to be innovative in their work and to strengthen the building of grassroots police organs.     Zhou visited the Jinggangshan martyrs' memorial park to pay respect to more than 48,000 revolutionary martyrs buried there, late Chairman Mao's former residence and other revolutionary sites on Tuesday.     Meng Jianzhu, Minister of Public Security who also attended the meeting, asked police departments at all levels to explore new methods for safeguarding national security and social stability.

BEIJING, Jan. 4 -- China International Capital Corp (CICC) topped the rankings of the underwriters of China's initial public offerings (IPOs) in 2009, making an estimated 1.23 billion yuan from fees, Bloomberg data showed.     The earning of the country's largest investment bank was boosted by underwriting the China State Construction Engineering Corp's 50.1 billion yuan IPO, the world's second-largest in 2009. CICC also took two other heavyweight companies public, China Shipbuilding Co Ltd and China CNR Co Ltd, raising 14.7 billion yuan and 13.9 billion yuan respectively.     CITIC Securities, the top underwriter in 2008, fell to the No 2 spot in the ranking, making 855 million yuan from IPO deals totaling 28.7 billion yuan, according to Bloomberg data. The third slot went to Orient Securities, which earned 258 million yuan from IPO deals worth 11.9 bllion yuan.     IPOs are among the most lucrative advisory businesses for Chinese securities firms as China has witnessed an IPO boom since it reopened the market last June after a 10-month halt blamed on the widespread global credit crunch.     Chinese securities companies saw an exponential growth in their revenues from the IPO business, making a total of 4.76 billion yuan from underwriting fees, doubling the 2.35 billion yuan in 2008. But the earnings still lagged far behind the 7.61 billion yuan made during the pre-crisis period in 2007.     Last year, 43 Chinese securities firms helped 111 companies go public on the mainland's A-share market, raising 202.2 billion yuan. The value of the IPO deals taken by the top 10 underwriters accounted for more than 70 percent of the total IPO values.     Market insiders said the IPOs of heavyweight companies will remain the target for large investment bank and securities companies such as CICC and CITIC Securities next year while small and medium securities companies will make start-up board ChiNext their primary focus.     Stock prices of listed securities companies soared sharply in the past two weeks, mainly stimulated by unconfirmed reports that China's State Council has given the final nod for the introduction of index futures in 2010.     Analysts said Chinese securities companies would likely see a surge in revenues this year after the regulators announce a clear timetable for the launch of the index futures, margin trading and short selling.     "The new products will certainly boost the earnings and valuations of the brokerage stocks," said Cheng Binbin, an analyst with Qilu Securities "It not only means strong profit growth for securities firms in the future but also a gradual transition toward a more risk-diversified business model."     It is forecast that margin trading and short selling will likely contribute 9.41 to 14.3 billion yuan in revenues of securities companies in 2010 while index futures will contribute 5.76 to 6.34 billion yuan.     The net profit of China's brokerage industry may reach 90 billion yuan in 2009, a year-on-year increase of 90 percent, according to an estimate by Guotai Junan Securities.     Meanwhile, foreign banks also grabbed a share of the lucrative pie of China's booming capital market last year with Swiss bank UBS ranked the largest underwriter of Chinese overseas IPOs. The bank contracted 8 million in underwriting fees from Chinese companies that sought IPOs in the Hong Kong market, worth a total of billion last year, Bloomberg data showed.     Mergers and acquisitions (M&As) made by the Chinese companies remained the traditional cash cow for foreign investment banks in 2009. Morgan Stanley was the No 1 financial advisor in M&A deals worth .9 billion on the Chinese mainland and Hong Kong, according to Bloomberg data.     The largest M&A deal in 2009 made by a Chinese company was the .5 billion acquisition of Swiss oil company Addax Petroleum by China's largest oil refiner, Sinopec.
