SHANGHAI: A revised rule that forces shipping companies to shoulder the cost of cleaning up pollution from maritime accidents, such as oil spills, in China's waters, is likely to take effect next year, if not sooner, a senior official with China Maritime Safety Administration (MSA) said Wednesday.If the revised regulation is approved by the State Council, companies such as Sinopec, PetroChina and the China National Offshore Oil Corp (CNOOC) will be required to contribute to a special compensation and clean-up fund, Liu Gongcheng, executive director of China MSA, said.Liu told a press conference prior to the 2007 Shanghai International Maritime Forum, which kicked off Wednesday, the fund will boost the country's emergency response capabilities to maritime pollution disasters.The official declined to say how big the fund could be.The rules also include a scheme asking all ships using its seawaters to purchase insurance.Liu said the mechanism, already in the pipeline for two years, is one of China MSA's measures to handle possible oil spill pollution, as the ocean environment faces greater pressure with increased shipping traffic, including oil cargo ships to and from China's coast.Figures showed more than 90 percent of China's oil imports - 145 million tons last year - is transported by sea. Some 163,000 tankers of all sizes sailed into and out of China's ports last year, an average of 446 every day."The size of oil tankers is also getting bigger, up to 300,000 tons, which has added to the risk," Liu said. "If only 1 percent of the oil is spilled, we will be confronted with a catastrophe."Oil spills can wreak havoc on sea life, fishing and tourism. They cost millions of yuan to clean up and even more in compensation and damages, he said.The oil spill from the tanker Prestige, which sank off Spain in November 2002, leaked 77,000 tons of oil that caused several billion dollars worth of damage.In the past year, there have been several oil spills in domestic seawaters that involved 500 to 600 tons of oil, but didn't cause serious pollution due to emergency response, Liu said.Losses caused by ships using international waters can be covered by insurance in accordance with international conventions.However China urgently needs a mechanism to cover the costs many small- and medium-sized ship owners cannot afford."It is not fair to let the clean-up companies shoulder the cost, so the compensation fund can be especially useful in that situation," he said.The administration is continuing to invest in facilities and enhance China's emergency response capabilities.

But overseas business only contributed three percent of its total assets and four percent of its profits. The ICBC hopes to raise the proportion to 10 percent in the future, Jiang said.Domestically, the ICBC has more than 16,800 outlets.With a total asset of over US0 billion, the ICBC has been named as the second largest bank of Asia and the most profitable bank with a net profit of over US billion, according to a listing of HK Asia Week of "Top 300 Asia Bank".Apart from expanding its global presence, the bank has been engaged in financial innovations at home. BEIJING -- China may entirely switch to non-food materials such as cassva, sweet potato, sorgo and cellulose in producing ethanol fuel as a substitute for petroleum, said a government official. The country would approve no projects designed to produce ethanol fuel with food from now on, an official of the National Development and Reform Commission (NDRC) told a seminar on China's fuel ethanol development held in Beijing on Saturday. "Food-based ethanol fuel will not be the direction for China," said Xu Dingming, vice director of the Office of the National Energy Leading Group, who was also at the seminar. China has been trying to avoid occupation of arable land, consumption of large amount of grain and damages to the environment in developing the renewable energies. The current four enterprises engaged in producing corn-based ethanol would be asked to switch to non-food materials gradually, according to the NDRC official who declined to be named. The four enterprises in Jilin, Heilongjiang, Henan and Anhui have a combined production capacity of 1.02 million tons of corn-based ethanol per year. The country has become a big producer and consumer of ethanol fuel in the world after the United States, Brazil and European Union, according to the NDRC official. China Oil and Food Corporation (COFCO), the country's largest oil and food importer and exporter, would focus on sorgo in the production of non-food-based ethanol fuel, said Yu Xubo, president of COFCO at the seminar. COFCO, which owns the Heilongjiang enterprise and has a twenty-percent stake in the Anhui enterprise, aims to produce five million tons of ethanol fuel based on sorgo in the near future. COFCO is leading the way in developing cellulosic ethanol fuel under a cooperation agreement with Denmark-based Novozymes, which leads the world in researches into the key enzymes needed in large-scale production of cellulosic ethanol. The current cost for producing ethanol fuel from stalks of corn, which are discarded by farmers, is still too high. Novozymes is working on the commercialization of cellulosic ethanol both in the United States and China. "We are optimistic about China's prospect of making it work ahead of the US, as the cost of collecting the stalks of corn are much cheaper in China," said Steen Riisgaard, president and CEO of Novozymes. There is much opposition both in China and in the world to corn-based ethanol fuel, which is believed will lead to higher corn price.

A pair of young giant pandas will soon call Adelaide Zoo in South Australia home.The couple will be the first pandas to settle down in the southern hemisphere - the last time the endangered species were seen was nearly two decades ago during a visit to the Australasian region .President Hu Jintao and Australian Prime Minister John Howard signed an agreement yesterday formalizing the 10-year loan in Sydney.Hu said the move is a friendly gesture and the pandas will become a symbol of friendship.Australian Foreign Minister Alexander Downer said after the signing ceremony that he played a key role in working with the Chinese to borrow the pandas as part of a global survival program."I love animals and I think the giant panda is one of the truly great animals of the world," said Downer.A native of Adelaide, Downer was excited that China agreed to send the pandas to the zoo where his grandfather was once the chief.It is hoped that the two-year-old male "Wang Wang", or "Net" and one-year-old "Funi", or "Lucky Girl", will breed when they reach sexual maturity.The two pandas are from the Wolong Nature Reserve in Sichuan Province and they were named by the public earlier this year, said Zhang Guiquan, a director at the reserve.Chris West, CEO of the Royal Zoological Society of South Australia, said that the pair's presence in Australia will signify international collaboration to secure a future for wildlife."We will send our staff to Wolong to receive training," West said. LOS ANGELES - More Chinese tourists are expected to visit the United States as new travel rules between the two nations are pending, a report said on Sunday.Southern California is a likely destination for middle- and upper-class visitors with money to spend, said the Los Angeles Times.Travels agencies are preparing for what they hope could be a boom in new Chinese tourism to the United States that is expected to occur next year.Both nations are finalizing a deal to ease entry restrictions and lift a ban in China on promoting travel to the United States, according to the paper.The negotiations have been going on for several years, but China's government news agencies and sources at the US Commerce Department said a deal should be completed within the next few weeks, said the paper.The new travel rules are expected to be a particular boom to Southern California, which already sees more Chinese tourists - 110,000 in Los Angeles County last year - than anywhere else in the United States. But travel officials expect that number to grow significantly if more members of China's emerging middle and upper classes are able to travel to the region for vacations.China's travel industry is currently prohibited from marketing the United States as a travel destination because of disputes over the strict entry process initiated after 9/11 - a reality that US officials blame on the need for national security and concerns about visitors overstaying their visas, said the paper.

Poor planning not natural events was to blame for a spate of deadly accidents recently, safety chief Li Yizhong said.In the latest major incident, 172 miners are still trapped underground nearly three weeks after floodwater inundated the Huayuan mine in Xintai, East China's Shandong Province. But in 2006, nobody was killed when there was a similar incident because emergency plans were in place and there had been drills.The work safety situation in China is grim despite a decline in the death toll over the first eight months of this year, Li said.Statistics showed 61,919 people were killed in various work accidents nationwide between January and August. This was 13.9 percent lower than over the same period last year.The number of major accidents with 10 or more deaths during the same period has dropped by 14.7 percent year on year.In response to the high number of fatal accidents the State Council Work Safety Committee has sent about 300 people, in 24 teams, to carry out safety checkups across the country, starting August 27 and ending September 20.

BEIJING -- China pledged to normalize life and production in snow-hit provinces as early as possible at an executive meeting here on Wednesday to make arrangements on the issue of rebuilding in these areas.Premier Wen Jiabao presided over the executive meeting of the State Council, China's Cabinet.The meeting marks a turning point of China shifting the focus of its efforts from disaster relief to reconstruction of the badly hit areas. The State Council spoke highly of the joint efforts made by civilians, troops and police to fight the snow-caused catastrophes.Currently, transport has returned to normal nationwide and damaged power supply and transmission networks are being repaired. In the affected areas, power supply for residential use has basically been restored, markets are stable and social order has been maintained, according to the meeting.The meeting warned local governments and departments concerned not to relax as in some areas power supply facilities were yet repaired. In addition, the transport of power-use coal was still difficult, large areas of croplands were completely destroyed and life is very hard for local people.The State Council asked local authorities to organize manpower, materials and funds to rebuild damaged infrastructure, restore industrial and agricultural production and normalize people's lives as early as possible while trying hard to minimize losses caused by the catastrophe.According to the meeting, power supply in the affected areas must be completely normalized by the end of March, while transport facilities, telecom networks and radio and TV broadcasting networks must be normalized as quickly as possible.The State Council also made detailed plans for restoring industrial and agricultural production in the affected areas, including the providing of crop seeds and food to affected farmers and in increasing coal, power and oil shipments to affected areas.According to the latest official statistics, snow-caused catastrophes have killed 107 and caused 111.1 billion yuan (US.4 billion) in direct financial loss.Altogether, 21 provinces, autonomous regions and municipalities have been affected. About 1.5 million people have been evacuated, and 1.93 million stranded passengers have been transported out.The extreme weather affected nearly 24.4 million hectares of farmland and 18.6 million hectares of forests.The State Forestry Administration has allocated a total of 34.3 million yuan (US.7 million) for subsidy to the worst-hit six provinces.The forestry administration also made plans to cut back relative taxes to relieve farmers and encourage production after the snow storms.The Ministry of Science and Technology has proposed to provide technology support for the snow stricken areas, to help with restoring industrial and agricultural production.Wan Gang, Minister of Science and Technology, said on a work conference here on Wednesday the ministry would closely monitor secondary disasters that might come along with the snow storm, send technicians to snow-hit areas to facilitate power grid reconstruction and agricultural production.He also said the ministry will strengthen the country's alarm system against natural disasters by granting more funds into research in related areas.The science ministry has already allocated 20 million yuan (US.73 million) to help with disaster relief, and have distributed science brochures compiled by the ministry to snow stricken areas.It also ordered relevant departments to monitor possible secondary disasters coming along with the low temperature, snow and freezing rain.In addition, the ministries of civil affairs and finance have allocated a total of 535 million yuan (US.79 million) in emergency funding to regions affected by the disaster.The two ministries have so far earmarked another 710 million yuan for needy urban and rural residents in seven of the worst-hit provinces and regions as temporary subsidies.
