URUMQI, Sept. 13 (Xinhua) -- Tests of victims' samples found no dangerous viruses or chemicals involved in a string of bizarre hypodermic syringe stabbings in Urumqi, capital of China's far western Xinjiang region, a military medical expert said Sunday.     Qian Jun, head of the disease control and biological security office with China's Academy of Military Medical Sciences, said the academy's Beijing lab found no needle injury samples were tainted with radioactive substances, toxic chemicals or HIV virus.     The samples were not contaminated with other dangerous viruses or substances either, such as anthrax bacillus, yersinia pestis, francisella tularensis, brucella and botulinum toxin, Qian told a press briefing.     Local and military medical experts have rechecked about 250 victims and found no clearly worsening wounds or serious illnesses, he noted.     By Sept. 4, local authorities had confirmed 531 victims of hypodermic syringe stabbings in Urumqi, 171 of whom showed obvious syringe marks. The majority of the victims were of the Han ethnic group.     Tens of thousands of angry and panic residents in Urumqi took to the streets last week, protesting against needle attacks and demanding security guarantees.     Qian suggested offering more psychological counselling to ease anxiety and depression of the victims as many are haunted with lingering fears of hidden infections.     The Urumqi General Hospital affiliated to the Lanzhou Military Area Command has arranged three psychological experts and opened four counselling hotlines to help ease victims' fears and panic.     Wang Wenxian, deputy director of the Urumqi municipal public security bureau, said the needle stabbings did not cause serious damages to the victims' health, but they caused public panic and disturbed social order.     The acts violated China's Criminal Law and should be harshly punished accordingly, Wang told reporters.     A court in Urumqi said three Uygurs were given jail terms ranging from seven to 15 years Saturday over syringe stabbings or threatening to use needle attacks for robbery.     Wang added that more police and armed police forces would patrol on the city's streets and those who offer tip-offs for needle attackers would receive rewards.     He also urged the attackers to surrender to the police, saying those who surrender or report others' crimes could receive lighter punishment.

JINAN, Oct. 19 (Xinhua) -- Chinese President Hu Jintao has urged the country's companies to reduce operation costs by speeding up the development of renewable energy and help improve the country's energy structure. BEIJING, Sept. 16 (Xinhua) -- Fifty-two types of new weapon systems developed with China's own technologies, including airborne early warning and control (AEWC) aircraft, will be showcased at the military parade celebrating the 60th anniversary of the founding of New China.     Further cutting-edge weaponry would include sophisticated radar, unmanned aerial vehicles (UAV) and satellite communication devices of the People's Liberation Army (PLA), Lieutenant General Fang Fenghui, general director of the parade, told Xinhua Wednesday.     The Oct. 1 parade would also show personnel and equipment from the navy, air force and China's ballistic missile corps, Fang said.     Fang did not identify the specific models of the weapon systems but said all of the weapons are tagged: "Made in China".     "They (the weapon systems) embody the ongoing transformation of the PLA from a labor-intensive force to technology-intensive might be capable of joint operations in modern warfare," said Fang, who is also commander of the PLA's Beijing Military Area Command.     "The weapon systems to be shown in the parade also showcase the ability of the PLA to carry out diverse military missions," he said.     There will be 56 regiments on the ground and in the air during the parade, symbolizing the country's 56 ethnic groups marching along the road of socialism with Chinese characteristics in solidarity, Fang said.     Fourteen of the regiments will march through Chang'an Avenue on foot, 30 in wheeled transport and 12 will take to the air.     All the troops in the parade will be dressed in PLA 07-type uniforms and most of them are from generations born in the 1980s and 1990s.     Compared with the previous military parade on National Day 10 years ago, this one would have less troops and equipment but increased high-tech weaponry and special force units, Fang said.

LONDON, Sept. 5 (Xinhua) -- Britain hopes to further expand cooperation with China in economic, financial and trade sectors, Business Secretary Lord Mandelson said Saturday.     In a written interview with Xinhua on the eve of his visit to China, Mandelson, also the First Secretary of State, said economic and political relations between Britain and China are very strong.     The High-Level Economic & Financial Dialogue would lead to collaboration in areas such as the development of financial services, the protection of intellectual property rights, and the establishment of a comprehensive social security system in China, Mandelson said.     During Mandelson's visit, which begins Monday, he will give a speech at a low carbon business solution event in Beijing attended by about 250 British and Chinese companies. He will also sign a "Sustainable City" memorandum of understanding with Changsha, the capital of south central China's Hunan province.     "The UK is keen to share its low carbon technology," Mandelson said, noting that Britain would like to export even more high-tech goods to China.     Mandelson said the UK, by far, is the largest European investor in China and transfers much of its technology to the country through wholly owned subsidiaries and joint ventures.     The business secretary expressed hope that China would improve its regulations to facilitate British companies' participation in its hi-tech sectors.     China, Mandelson said, has taken every measure possible to mitigate the impact of the global financial crisis, which also has contributed to the recovery of the world economy.     He called China's huge stimulus package "a very impressive commitment to rebuilding its economy and the welcome effects are already being felt."     China has contributed to the rebalancing of the world economy by re-orienting its own growth model to stimulate domestic consumption, the business secretary said.     Meanwhile, Mandelson also expected China to play a bigger part in pushing forward multilateral trade talks     "I hope China will play an important role in achieving a conclusion to the Doha Development Round and I hope that the global recession has provided a sense of renewed urgency for this agreement", he said.     As the former EU Trade Commissioner, Mandelson has never shied from voicing his objections to protectionism.     Imposing tariffs on imports, he said, creates distortions in the global economy, which result in poverty and inequality.     Trade is essential to the prosperity of the world economy and remains one of the main avenues open to increase productivity and growth, he said.     "I hope that UK and China's joint efforts to foster closer trade and investment links in China's rapidly developing regional business centers will stimulate and serve to support new business partnerships," the business secretary said.     Mandelson said China's process of gradually opening its capital market would deepen the capital and expertise available to Chinese companies as they increasingly look to expand overseas.     "We are equally keen to work with the Chinese authorities and markets to enable foreign firms to list on its exchanges," he said.     "We are very supportive of the State Council's desire for Shanghai to develop into a truly international financial center over the next 10 to 15 years and believe that an important step to building this profile will be the continued growth and diversification of China's capital markets."     Mandelson also emphasized that there are many benefits from an internationalized Chinese yuan, which would promote greater stability in global foreign exchange markets.     "A more widely traded Chinese currency will help Chinese companies win business in overseas markets," he said, "And a more market-oriented exchange rate will help China re-orient its economy towards domestic consumption, which would be in China's own interests."     When it comes to the climate change issue, Mandelson noted that China is making strong efforts to reduce the growth of its greenhouse gas emissions. He pointed out that China currently aims to reduce consumption of energy per unit of GDP by 20 percent between 2005 and 2010.     "Tackling climate change is a win-win business opportunity for both the UK and China," he said.     Mandelson also called for international cooperation to deal with the world's other thorny issues.     The global downturn has powerfully illustrated how important it is to have constructive engagement at the international level, he said.     "We need international solutions to financial regulation, to tackling pollution and in fighting proliferation and terrorism. These are global challenges that require a global response," Mandelson said.

BEIJING, Sept. 18 (Xinhua) -- Sirens wailed in a number of Chinese cities Friday to remind people of the Sept. 18 invasion and occupation by Japanese troops in 1931.     "We should not forget the past. The history tells us that we will be beaten if we are week," said Yang Jianhua, a 56-year-old worker who beat the bell at the 9.18 History Museum.     Dozens of cities across China including Harbin, Changchun and Xi'an also sounded the alarms at 9:18 a.m. to remind the people of the humiliating history.     On Sept. 18 in 1931, Shenyang resounded with the noise of cannons and explosions when Japanese forces attacked the barracks of Chinese troops. The move marked the beginning of a Japanese occupation that lasted 14 years.     A history museum in Changchun, capital of northeast China's Jilin Province, opened to the public for free as from Sept. 18. The Museum covers 10,600 square meters with more than 3,000 historical documents and materials.     An exhibition in Beijing displayed 220 photos and 260 items of historical relics on ordinary people's fighting against Japanese troops. The exhibition will run until April 30 in 2010.

WUHAN, Aug. 27 (Xinhua) -- East Star Airlines, the debt-laden private airline based in central China's Wuhan City, officially went bankrupt after its restructuring application was rejected Thursday.     The Intermediate People's Court in Wuhan City said the plan submitted by the East Star Group and ChinaEquity was unfeasible and failed to meet the conditions for a legal restructuring.     ChinaEquity, an investment company founded in 1999 in Beijing, had promised to invest 200 million to 300 million yuan (29 million to 44 million U.S. dollars) for the restructuring plan.     However, it did not specify the source of the funding and failed to provide certificates and documents, and lacked measures to protect creditors, the court said.     The court said East Star Airlines had no operating income in 2008, while ChinaEquity recorded 470,000 yuan in main business income and a 187,477-yuan deficit last year. PHUKET, Thailand, July 23 (Xinhua) -- China's Foreign Minister Yang Jiechi told reporters Thursday on the sidelines of the ASEAN meeting series that about the Korea Peninsula's nuclear issue, the UN Security Council's resolutions should be implemented and all sides should work hard to avoid escalation of tension.     "China's stand is very firm. We are working very hard for the denuclearization of the Korean Peninsula, and we are totally against nuclear proliferation...This issue, the nuclear issue, should be solved by peaceful means through diplomatic negotiation," Yang said.     Yang made the remark before he entered the venue for the 16th ASEAN Regional Forum (ARF), a top security forum in Asia which is held in the Thai southern island of Phuket on Thursday. SHANGHAI, Aug. 28 (Xinhua) -- Baosteel Group, China's largest steel maker, said Friday it has agreed to pay 285.6 million Australian dollars (240.7 million U.S. dollars) for a 15-percent stake in Australian miner Aquila Resources.     Baosteel will buy up to 43.95 million shares in Aquila at 6.5 Australian dollars a share.     The deal, which will make Baosteel the second-biggest shareholder in Aquila, is still to get approval from Australian and Chinese regulators.     The company executives valued the growth potential of Aquila's assets in the deal that is another major step in its overseas expansion, said a statement on Baosteel's website.     Baosteel established a joint venture with iron ore giant Rio Tinto in 2001 and Companhia Vale do Rio Doce (CVRD) in 2002 to secure iron ore imports.     In a press release, Aquila said the deal was "an important transaction in Baosteel's strategy to secure long-term supply of critical steel raw materials."     The strategic cooperation will "fast-track the development of Aquila's key steel raw materials projects including iron ore, coal, and manganese," said the statement.     Baosteel would possibly make further direct investment into a number of its projects and help it get low-cost financing from China for most of its major projects, including the strategic West Pilbara Iron Ore Project, said the Aquila statement.     It added that the state-owned Chinese steel mill had agreed not to hold more than 19.99 percent of Aquila before August 2010.     Shares in Aquila surged 9.16 percent, or 60 Australian cents, to 7.15 Australian dollars Friday.

BEIJING, Aug. 19 (Xinhua) -- China on Wednesday called for more policy assistance and financial support to encourage the development of small and medium-sized enterprises (SMEs).     Attendees at a State Council executive meeting, chaired by Premier Wen Jiabao, agreed that promoting the sound development of the SMEs was of great importance to maintain economic growth and social stability.     The government would exert more efforts to improve the policy and law system to create a more open and fair competition environment for SMEs.     Measures would be taken to help SMEs tackle financing difficulties, and the establishment of the Growth Enterprise Market (GEM), the country's first Nasdaq-style market, would speedup helping small companies raise fund.     The central government would also increase funding to support the SMEs, especially in sectors such as technological innovation, industrial structure adjustment and employment.     The government would pick some SMEs to participate in the country's subsidized purchasing program of home appliances, agricultural machinery and automobiles in rural areas as well as the auto, home appliance replacement program.     Attendees at the meeting demanded better services for SMEs and support to promote technological progress and structure adjustment in SMEs.     They also reviewed and approved draft regulations on national body-building and on the administration of joint-venture establishment of foreign companies or individuals in China. Both regulations would be released to public after further revision.
