BEIJING, Jan. 31 (Xinhua) -- The Chinese mainland announced Sunday it would extend anti-dumping measures by five years on imports of phenol from Japan, the Republic of Korea, the United States and Taiwan.The Ministry of Commerce (MOC) said in a statement posted on its website that it decided to review the measures a year ago in response to applications from domestic phenol companies.According to the MOC, if anti-dumping measures were discontinued, dumping of phenol might continue and would hurt the domestic industry again.However, the MOC did not provide further information concerning what the measures were and when they would take effect.Phenol is a chemical compound used in the production of some medicines, plastics, pesticides and synthetic resins.

ZHANGZHOU, Fujian, Feb. 12 (Xinhua) -- President Hu Jintao on Friday visited some Taiwan businesses in Zhangzhou of southeastern Fujian Province ahead of the Spring Festival to extend New Year greetings.Hu, also general secretary of the Communist Party of China (CPC) Central Committee, visited a business park for Taiwan farmers in Zhangpu county of Zhangzhou City. BEIJING, Feb. 26 (Xinhua) -- China's macroeconomic management would be put to the test both by the domestic and international markets in 2010, said Chairman of National Development and Reform Commission (NDRC) Zhang Ping Friday.The country's fiscal and monetary policies would be tested given the uncertainties of 2010, Zhang said."As to monetary policies, if the bank continues to provide easy loans,inflation may occur. But if the government tightens monetary policies too soon, the economy may relapse into recession." said Li Daokui, director of the Center for China in the World Economy, Tsinghua University.Last year, Chinese banks lent an unprecedented 9.6 trillion yuan (1.4 trillion U.S. dollars), nearly twice as much as 2008, and nearly half of 2009's gross domestic product (GDP).This year, for fear of asset bubbles and bad loans, the banking regulators have begun to put the brakes on bank lending. The People's Bank of China (PBOC), China's central bank, raised the reserve ratio by 0.5 of a percentage point earlier this month, hoping to reduce lending.According to the PBOC, new loans in January totalled 1.39 trillion yuan, down 230 billion yuan year-on-year, and China Banking Regulatory Commission Chairman Liu Mingkang said the Chinese government planned to restrict credit supply to 7.5 trillion yuan (about 1.1 trillion U.S.dollars) in 2010.Too much public investment caused weak private investment and overcapacity in some industries like steel, said Zhang Xiaoqiang, vice chairman of the NDRC."There's uncertainties about economic growth restructuring and fiscal stimulus plans," said Tang Min, vice secretary-general of China Development Research Foundation.The central government allocated about 924.3 billion yuan for public spending last year, 503.8 billion yuan more than the 2008 budget, said Finance Minister Xie Xuren.To face the challenges, fiscal policies would focus on consumption stimulus and development of new economic sectors like new energy industries, said Xie at the Central Economic Work Conference held last month.

BEIJING, Feb. 1 (Xinhua) -- Chinese central and local governments have poured money into the building of a national cultural information and resources sharing network, deemed as the base for the country's public cultural service system, the Ministry of Culture said Monday.The central government has planned to invest 2.476 billion yuan (362.6 million U.S. dollars) in the project during the country's 11th five-year (2006-2010) plan, among which 2.07 billion yuan (303 million U.S. dollars) has been allocated so far, according to the ministry.The total investment from local governments has reached 2.7 billion yuan (395 million U.S. dollars). One national service center has been established, along with 33 provincial-level centers and nearly 3,000 county-level branch centers, according to the ministry.Initiated in 2002, the project was committed to digitizing domestic cultural resources and sharing them nationwide via Internet, satellite transmission and discs.Vice Minister of Culture Zhou Heping said Monday that the project has made new progress as local governments kept innovating in ways of transmission.The project has extended to a population of 50 million people, according to Zhou.The ministry on Monday also launched a promotion scheme of county-level digital libraries, aiming at transmitting resources from the National Digital Library to nationwide county-level libraries via the cultural information and resources sharing network.The plan would be implemented in 320 counties ahead of the two-week-away Spring Festival, while by the end of this year, a total of 2,940 counties across the country would have libraries with digital library services, the ministry said.

BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law
