BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.

BEIJING, Sept. 29 (Xinhua) -- China attaches great importance to U.S. President Barack Obama's visit in November, a senior Chinese official told visiting U.S. Deputy Secretary of State James Steinberg in Beijing Tuesday.     State Councilor Dai Bingguo said China would work with the U.S. to ensure the success of this visit.     Steinberg, who arrived in China Monday, said President Obama was looking forward to his visit, and hoped it would promote U.S.-China relations.     Dai said relations between the two countries had developed vigorously with close exchanges and cooperation since the Obama administration took office.     The two sides should work together for the continuous and steady development of bilateral ties, Dai said.     A key mission of Steinberg's China trip is to prepare for Obama's visit. UNITED NATIONS, Oct. 5 (Xinhua) -- China stressed on Monday the importance of following "capacity to pay" principle while the United Nations considers the scale for determining member states' dues to the organization's budget.     Liu Zhenmin, China's deputy permanent representative to the United Nations, made the statement to the meeting of the Fifth Committee of the 64th Session of the UN General Assembly on the scale for determining member states' dues to the organization's budget in 2010-2012.     "China stands ready to make an even greater contribution to the UN on the basis of capacity to pay, as our economy continues to grow," he said.     But, despite its rapid economic development and impressive gross domestic product figures, China was the country with the largest population, which still faced enormous challenges at home, Liu said.     In 2008, China's per capita gross domestic product stood at 3,000 U.S. dollars, ranked around the 100th place in the world and still a far cry from the average per capita Gross National Income (GNI) of 7,119 U.S. dollars (the threshold), he said.     "By the standard of the World Bank which considers those living on less than .25 a day as poor, China's poverty population will total 250 million, the second largest in the world," he said.     "Economic development, poverty eradication and the realization of modernization remain daunting challenges for China," Liu said. BEIJING, August 5 -- Property sales across 30 cities in China fell 4 percent in July as prices soared and supplies dwindled with big cities feeling the pinch for the first time this year, analysts said.     According to the UWIN property transaction system, the floor space of apartments sold in July dipped 5.37 percent over June to 1.04 million sq m.     Statistics put out by the Beijing Real Estate Transaction website showed that sales of forward delivery housing in Beijing fell to 10,862 units last month, compared to 12,840 units in June.     Property transactions in Guangzhou fell 36 percent over June. The figure is only half of that of May, said Guangzhou's official property website.     "The fall has been triggered by high property prices and shrinking supplies in some cities," said Qin Xiaomei, head of research, Jones Lang LaSalle Beijing. "Property developers have slowed down the pace of new projects in the second half after robust sales in the first half," she said.     Property prices in China's 70 major cities were up 0.8 percent in June, the fourth month-on-month growth in a row this year, according to statistics from the National Development and Reform Commission.     Beijing and Shanghai reported a month-on-month growth of 0.4 and 1 percentage points respectively in June, with prices skyrocketing to record highs of 2007 in some areas, fueled by strong investment, purchase demand and higher land prices.     The high prices have also made most of the prospective buyers wary of making fresh investments.     Li Wei, a 29-year-old company executive in Beijing, said he would prefer to adopt a wait-and-see attitude as the high prices have made most of his preferred apartments unaffordable.     "The unit price of the apartment has soared to 20,000 yuan per sq m from 14,500 yuan per sq m 40 days ago," Li said.     For others like Zhang Li, a property speculator from Wenzhou, Zhejiang province, this is the time to cash in. The apartment she bought in November last year has gained 40 percent in the past six months, largely exceeding her expectations.     "I am a bit uneasy with such a rapid increase in such a short period of time," said Zhang, who has property investment experience of more than a decade. "With people's income and economic fundamentals seeing no big change, I think selling the property will be a safer bet."     According to Grant Ji, director of Savills (Beijing), a UK-based real estate service provider, the fall in transaction volume is still within a normal band.     "July was an off-season for the housing market," said Ji.     "With no big shift likely in the macroeconomic policy during the second half, property prices are unlikely see a big fall as the market is still awash with funds," Ji said.

BEIJING, Oct. 13 (Xinhua) -- China and Russia signed 12 agreements, including agreements on natural gas and oil, as the premiers of the two countries held their 14th regular meeting in Beijing on Tuesday.     The signing ceremony was overseen by Chinese Premier Wen Jiabao and his Russian counterpart Vladimir Putin after their talks in the Great Hall of the People in downtown Beijing.     Prior to their talks, Wen hosted a red-carpet welcome ceremony for Putin, who is on his first official visit to China since taking office in May 2008. BEIJING, Aug. 10 (Xinhua) -- China's home prices continued to rise in July as bank loans surged and the country's economy improved.     Home prices in 70 large and medium-sized Chinese cities rose 1 percent in July from a year earlier, according to a joint statement issued Monday by the National Development and Reform Commission and the National Bureau of Statistics. The prices climbed 0.9 percent from June, which saw a 0.8 percent gain over May.     Prices of new homes in the listed cities rose 0.3 percent year on year in July, and 1.1 percent from June. New home prices increased in 43 cities, including eastern Ningbo City and northwestern Yinchuan City, which saw growth rates of 6.4 percent and 5.4 percent respectively. Graphics shows China's housing sales price in July increased 1.0 percent year-on-year in 70 large and medium-sized cities, according to the State Bureau of Statistics on Aug. 10, 2009.     Prices fell in 26 cities. The northern city of Shijiazhuang and southern city of Shenzhen witnessed price drops of 5.5 percent and 4.6 percent in July year on year.     Second-hand homes in the 70 cities rose 3 percent in July from the same period last year and 0.9 percent from June.     In the first seven months, property investment hit 1.77 trillion yuan (259.44 billion U.S. dollars), up 11.6 percent year on year. The rise was1.7 percentage points higher than the first six months.     Over the same period, the floor area of property sold stood at 417.55 million square meters, up 37.1 percent year on year. The value of property sales jumped 60.4 percent to 1.96 trillion yuan.     Chinese banks lent a record 7.37 trillion yuan of yuan-dominated loans in the first half, exceeding the annual target of 5 trillion yuan.     The country's central bank announced earlier this month that new loans to home buyers in the first half rose by 263.3 billion yuan year on year to 479.3 billion yuan, boosted by an improving property market performance.     New credit for property developers increased by 221 billion yuan year on year to 403.9 billion yuan, said the central bank.     Premier Wen Jiabao reaffirmed over the weekend that the government's relaxed monetary policy would continue.

BEIJING, Oct. 3 (Xinhua) -- Former Chinese ambassador to Brazil Chen Duqing said Saturday China may play a significant role in Riode Janeiro's preparations for the 2016 Olympic Games.     "Compared with the other applicants, currently Rio de Janeiro still has a lot to do to improve its sports facilities and other infrastructure, which indicates a special opportunity for Chinese companies," Chen told Xinhua Saturday in an exclusive interview.     The costs of preparing for the event in 2016 are estimated at roughly 12 billion U.S. dollars. However, the event is expected to generate 250 billion.     Zhou Zhiwei, an expert in Brazil studies with the Chinese Academy of Social Sciences, noted that for Rio de Janeiro, traffic and infrastructure are the city's weak points.     Beating rivals Chicago, Tokyo and Madrid, Rio de Janeiro won the right to host the world's largest stage of sporting events after three failed attempts.     Rio de Janeiro's win also marks the first time that an Olympic Games will be held in South America.     Chen said as big third world countries, both China and Brazil have cooperated closely in applying for host cities, making preparations and organizing the Games in the past few years.     In 2007, China's General Administration of Sports sent teams to Brazil to draw experiences from the Pan American Games.
