TAIPEI, Dec. 14 (Xinhua) -- Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), has called for calm response to the upcoming cross-Strait talks.     The SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS) plan to hold new round of talks in Taiwan's Taichung city on Dec. 22.     Chiang said issues to be discussed during the talks included labor cooperation in the fishing industry, cooperation in inspection and quarantine of agricultural products and standard measurement authentication and avoidance of double taxation.     Those issues were closely related to the health and benefits of people across the Strait, he said, adding that he hoped agreements could be reached to improve the foundation of cross-Strait relations.     It is the fourth round of talks since the SEF and the ARATS resumed negotiations in June last year following a 10-year suspension.

BEIJING, Oct. 29 (Xinhua) -- Sino-U.S. ties have been warmed up for U.S. President Barack Obama's upcoming China visit by frequent contacts between high-level officials from both sides, Chinese experts said Thursday.     The 20th meeting of China-U.S. Joint Commission on Commerce and Trade (JCCT) was officially convened on Thursday morning in China's eastern city of Hangzhou.     This year's JCCT talks, highlighted by U.S. Commerce Secretary Gary Locke, Trade Representative Ron Kirk and Agriculture Secretary Tom Vilsack, were widely seen as part of preparations for the presidential summit next month.     "Today's JCCT meeting laid a solid groundwork and made full preparations for President Obama's visit in two weeks, which will help build the positive, cooperative and comprehensive China-U.S. relations toward the 21st century," China's Minister of Commerce Chen Deming said at the end of talks.     In the meantime, Xu Caihou, vice chairman of China's Central Military Commission, was paying his first visit to the United States under the Obama administration.     During his talks with U.S. Secretary of Defense Robert Gates, Xu and Gates explored ways to further military-to-military cooperation and reached agreement on seven points, which included Gates' visit to China in 2010 and mutual visits of warships.     The agreement on conducting joint maritime searches and rescue exercises has already had the embryonic form of crisis management mechanism, said Ding Xinghao, president of the Shanghai Association of American Studies.     During the 11-day visit, the Chinese general was also invited to visit some sensitive military sites, including the Strategic Command Headquarter, which was in charge of nuclear weapons and cyber war.     Xu's visits to the sensitive military sites showed the U.S. military's willingness to promote mutual trust with the Chinese military, said Fu Mengzi, a researcher with the China Institute of Contemporary International Relations.     Since the Obama administration took office, Sino-U.S. relations have witnessed a smooth transition and maintained a good momentum of development.     In June 2009, the defense ministries of China and the United States held the 10th defense consultation. "It is aimed at realizing the strategic mutual trust between the two countries."     The foundation for the sustained and stable development of bilateral ties lies in mutual trust, he said, but trade frictions between the two nations show that mutual trust still needs to be strengthened.     Obama announced in September to impose 35 percent punitive tariffs on all car and light truck tires from China for three years.     Just on Tuesday, the U.S. Department of Commerce announced preliminary determination that intended to impose a tariff up to 12 percent on the steel grafting and steel strand imported from China, valued 269 million U.S. dollars.     In addition, China and the United States still have differences on some issues concerning China's core interests, such as U.S. arms sales to Taiwan and Tibet-related issues.     Although both sides have the willingness to enhance mutual trust, it is still difficult for them to fulfill the goal, said Fu Mengzi, adding it needs sustained efforts from both sides.     "Sino-U.S. relations are now standing at a new historical starting point," said Chinese Vice Premier Wang Qishan at the opening ceremony of the 20th JCCT meeting. BEIJING, Nov. 2 (Xinhua) -- Stocks on ChiNext, the country's Nasdaq-style board for domestic start-up firms, rode on a roller coaster on the first two trading days: soaring at debut and taking a sudden turn on the second day.     Twenty stocks out of the total 28 fell by the daily limit of 10percent at Monday close, compared with an average of 106.23 percent surge on Friday, the first trading day, driven by a speculative surge for quick profits.     About 252,600 individual investors bought 423 million new shares at ChiNext on Friday, accounting for more than 97 percent of all new shares on the market.     The average price-earnings ratio for the initial public offering prices was at around 55.70 times, and then was pushed up to around 111 times, much higher than 25.98 times and 37.80 times at main boards in Shanghai and Shenzhen bourses respectively.     The bubbly opening led to warnings of risks posed by excessive speculation and inflated stock price.     Jin Yanshi, chief economist with the Sinolink Securities, said the price-earnings ratio was too high driven by the irrational buying spree. Trading would be suspended for 30 minutes if share price rises or falls by 20 percent from its debut level. If a stock fluctuates again beyond 50 percent of its opening price, it will be suspended for 30 minutes. The stock can also suspend a stock until three minutes before the close of trading session on a rise or drop above 80 percent.     Zuo Xiaolei, chief economist of the China Galaxy Securities, said the lesson from failure of other markets showed the key to the success of such start-up board was to strengthen supervision while completing rules, which would ward off excessive speculation and rule violations.     The government should develop more policies to attract more firms with great potential growth to make the board bigger and stronger, but threshold for access to the market should not be lowered, analysts said.

COPENHAGEN, Dec. 15 (Xinhua) -- UN Secretary General Ban Ki-Moon said on Tuesday that China, a developing country, has taken important measures in reducing its emission of greenhouse gas.     "China has also taken quite important measures by cutting forty to forty-five percent of energy intensity by 2020," Ban said at a press conference on the sidelines of the UN climate change conference in Copenhagen.     Ban arrived here earlier on Tuesday to open a high-level segment of the conference, which entered its ninth day of negotiations on a new global deal to push forward the fight against climate change.     The UN chief said he was fully aware of particular challenges faced by developing countries, in particular poor countries, calling on rich countries to improve their commitments in climate financing.     The climate change negotiations were now in a critical but difficult situation as developed countries and developing countries remain divided on key issues, including climate financing.     Developed countries have been reluctant to provide financial support to help developing countries mitigate and adapt to climate change. So far, they only indicated to give 10 billion U.S. dollars annually in the three years between 2010 and 2012.     Ban said developed countries should go beyond the fast-start support and also address medium and long-term financing scaled up to needs.     "I have been urging that developed countries should begin discussing the medium and long term financial support packages," he said, calling on all countries to overcome national interests or interests of any particular groups.     "That would be one of the keys in bridging the gap between developed and developing countries," he added.     Speaking at the same press conference, Danish Prime Minister Lars Lokke Rasmussen said he was encouraged by China's move to set national targets of reducing greenhouse gas emission.     "I am very encouraged by the fact that China has proposed, at this stage, nationally binding targets for mitigation which deviates from business as usual," he said.     But he added China should translate those national targets into some kind of international language.
