CHANGSHA -- China will spend 16.5 billion yuan to protect and restore its wetlands during the 11th five-year-plan period (2006-2010). Addressing a recent forum on the Yangtze River held in Changsha, the capital of Central China's Hunan Province, Zhu Lieke, deputy head of the State Forestry Administration, said China has made an inventory of 173 wetlands, most of which are in northeast China and the Yangtze River Valley. Thirty of the country's wetlands are listed in the international wetland catalogue, and one third of them are situated along the Yangtze. "Phenomena such as the rapid drop in the number of lakes and fast shrinkage in lake area got worse as China's economy tears through resources," said Zhu, who warned that wetlands in the Yangtze River Valley face uNPRecedented ecological threats. The 6,300-km-long Yangtze, the country's longest, originates in the Tanggula Range on the Qinghai-Tibet Plateau and passes through Qinghai, Tibet, Sichuan, Yunnan, Chongqing, Hubei, Hunan, Jiangxi, Anhui, Jiangsu and Shanghai before emptying into the East China Sea. Wetlands in the Yangtze River Valley include salty plateau lakes and plateau marshlands, the galaxy of lakes on the middle reaches of the Yangtze, and the coastal wetland near Chongming Island at the estuary of the river. Dongting Lake, which flows into the Yangtze River and also serves as an important wetland, for instance, is shockingly polluted. Marine life has been decimated and people are catching a disease called schistosomiasis -- caught by swimming or wading in water where there are parasitic worms. The water area of Dongting Lake has shrunk from 4,350 sq km in 1949 to present 2,625 sq km as a result of silting and land reclamation for farming. According to Zhu, the country has already launched three programs to protect the wetlands in the Yangtze River Valley, including the national program for conservation of wildlife, plants and nature reserves, and the program to protect the Sanjiangyuan wetland in Qinghai Province. But much remains to be done.

BEIJING -- The Standing Committee of the National People's Congress (NPC), the top legislature, approved on Thursday the nomination of procurators of all 31 provinces, municipalities and autonomous regions in the Chinese mainland.The approval was made at the 32nd meeting of the Tenth NPC Standing Committee, upon the proposal of Jia Chunwang, procurator-general of the Supreme People's Procuratorate.At the meeting, the NPC Standing Committee examined and approved the nomination of these candidates, who had been elected at provincial legislative sessions in January.The procurators are 53.9 years of age on the average, including 22 aged under 55. And 21 of them have been elected deputies to the 11th NPC.The 11th NPC will start its first annual session in Beijing on March 5.

Well, that can become a reality if a Peking University design contest throws up something novel and exciting enough to replace the Western-style gown, which till now have been worn by students. The prestigious seat of higher learning, long known for its tradition of innovation, launched the academic-gown designing contest on Thursday. The criterion: the costume has to be traditionally Chinese. The top design could become a must at the university's graduation ceremony in the not-so-distant future, according to the university's Communist Youth League committee, which is in charge of students' activities. "If the gown proves a success, we could introduce it in other universities, too," committee director Han Liu said. The contestants, students and teachers both, have been asked to submit their gown and cap designs before June 8. After the preliminary eliminations, the selected costumes will be displayed at this year's graduation ceremony on July 3. "It's an innovation because students in all Chinese colleges today use the same Western-style gown," said Lu Peng, another committee official. "It's also part of our campaign to promote culture and tradition on campus." Colleges students used to wear different types of gowns at the graduation ceremony till the State Council's Academic Degrees Committee promoted a standard one, the Western-style gown, in 1994. The degrees committee, however, told China Daily on Friday that it was not compulsory for all colleges to use the same gown. Scholars and students have been asking if Chinese people should wear traditional clothes on important occasions, such as graduation ceremonies. "Why should Chinese students wear Western gowns while receiving their degrees?" Sui Yue said. Sui is a sophomore and president of Peking University's Costume and Culture Association for Communication, a students' association that's helping organize the contest. The contest is open to all traditional Chinese clothes, she said, but "hanfu", the pre-17th century traditional dress of the Han Chinese, the majority ethnic group of China, has the edge because of its popularity among students. Wide sleeves, crossed collar-bands, layered robes and a fabric belt are the striking features of the hanfu. The contest reflects the revival of traditional Chinese culture, Li Zhisheng, a professor of history at Peking University, said.

National guidelines on economically affordable housing were released on Friday night along with new State measures on housing for low-income families, which come into effect on Saturday.Economically affordable houses ought to be around 60 sq m per unit, said the guidelines jointly released by the Ministry of Construction, the National Development and Reform Commission, and five other ministries.It said eligible purchasers will "have limited property rights", and that the apartments can only be directly sold after five years.Moreover, the document limited fundraising for cooperative housing units to independent mining corporations on the outskirts of cities and enterprises with a significant number of employees with housing problems, while stressing that they must do so with their own properties.Eligible applicants of the Measure on Low-rent Housing Security, meanwhile, are no longer limited to city households with the lowest income, but will also include all lower-income urban families with housing issues.Government subsidies, the usual means of securing housing for these social groups, are to be gathered from rental fees on low-rent housing, credit risk reserves, housing provident funds, social donations and security funds. Law enforcement workers on Saturday confiscated 553 shoes of pirated Nike, 408 counterfeit Adidas shoes and 160 fake sports suits of the two famous brands after inspecting 11 booths at the market. An official with the Chaoyang branch of the Beijing Administration of Industry and Commerce said they had dealt with dozens of cases of fake products in the shopping mall so far this year. China, the world's largest tobacco producer and consumer, will ban all forms of tobacco promotion by January 2011.A ban on tobacco advertising has been in place since 1996, but firms have managed to sidestep the rules and promote their brands in other more subtle ways such as sponsoring sporting events, or using their logos without mentioning "cigarettes" on television, radio and in newspapers and magazines.Xu Guihua, vice-president of China Tobacco Control Association, made the landmark announcement on Monday at a seminar in Guangzhou, capital of Guangdong Province. The newly approved Labor Contract Law will not undermine the investment environment although it will better protect workers' interests and rights, China's top trade union body said yesterday. Liu Jichen, director of the law department at the All-China Federation of Trade Unions, denied that the law - which goes into force from January 1 next year - is biased toward employees. "It not only protects workers' interests and rights, but also equally protects employers'," he told a press conference. The law, passed on Friday by the Standing Committee of the National People's Congress, the top legislature, had raised concerns that stricter contract requirements could raise business costs and give companies less flexibility to hire and fire employees. Liu, however, said that the law takes into account employers' interests. For example, he said, employers can sign non-competition contracts with workers, with a non-competition period of not more than two years to encourage innovation and ensure fair competition. So an employer can rest assured that an employee does not walk out at the end of the contract period and join a direct competitor. It also softens the terms under which employers can cut staff - if an enterprise switches to other production, adopts a major technological innovation or changes its mode of business. Liu stressed that the law will help create a harmonious labor relationship. "Labor protection is a worldwide trend," he said. "With working conditions improved and rights protected, employees will feel more secure, which leads to a higher productivity." Liu pointed out most labor disputes result from violations of workers' rights. Because of the huge supply of labor force, workers are in a disadvantaged position, he said. Liu said the federation has succeeded in keeping most of the items on protecting workers' rights and interests in the law. For example, the law makes mandatory the use of written contracts and strongly discourages fixed- or short-term contracts. It also stipulates severance be paid if a fixed-term contract expires but is not renewed without an appropriate reason. The law requires all employers to submit proposed workplace rules or changes for discussion to the workers' congress - concerning pay, work allotment, hours, insurance, safety, holidays and training. Employers and trade unions will then jointly decide on workplace agreements. It stipulates trade unions have the right to sign collective contracts with employers on behalf of workers. In a position paper released yesterday, the European Chamber of Commerce in China said it welcomes the law and its aim of improving labor conditions and creating workplace harmony. "A more mature legal environment should be considered as an advantage in attracting foreign investment," the statement said. However, the chamber said the key challenge remains compliance by employers and the enforcement by authorities of the existing laws.
