BEIJING, March 14 (Xinhua) -- The amendment to the Electoral Law adopted by the National People's Congress (NPC), China's parliament, marked an important step to improve the people's congress system and advance socialist democracy, the People's Daily said in an editorial to be published Monday. The NPC concluded its annual session here Sunday after adopting an amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people. The amendment could better demonstrate equality among people, regions and ethnic groups, and promote social harmony, the editorial said. The editorial also spoke highly of the NPC session as an important meeting in the crucial era for China to deal with the global financial crisis, maintain steady and relatively fast economic development, and accelerate transformation of the economic growth mode. The NPC endorsed the government work report delivered by Premier Wen Jiabao, which highlights scientific development, transformation of the economic growth mode, innovation and improvement of people's livelihood, the editorial said. The editorial hailed the achievements of the NPC Standing Committee in 2009 and called for the NPC to make intensified efforts in legislation and supervision work and keep in closer contact with the people in 2010, the last year for the implementation of the country's 11th five-year plan (2006-2010).

BEIJING, Jan. 17 (Xinhua) -- The United States needs to face up to its own imbalances rather than engage in more China bashing over trade, said world-renowned economist Stephen Roach.     "The West, especially the United States, needs to take a long hard look in the mirror and face up to its own imbalances. Hypocrisy is not a recipe for global statesmanship," wrote Roach in Singapore's leading financial daily Business Times this week.     As U.S. congress and the White House look toward the mid-term elections of 2010, Washington could well up the ante on China bashing -- moving from a rhetorical assault to widespread trade sanctions, predicted Roach, chairman of Morgan Stanley Asia.     He noted that the United States has already imposed trade sanctions on Chinese exports of tyres, coated paper product and steel piping and grating in recent month.     Roach argued that the expected salvo from Washington was apparently built on hypocrisy as the United States itself should also be held accountable for the global economic imbalances.     Meaningful progress on global rebalancing could not occur without progress by both China and the United States and that China has a more optimistic prospect of achieving rebalancing, he said.     "There is good reason to believe that China ... is about to take dramatic steps in rebalancing its domestic economy in a fashion that would provide a sustained and meaningful reduction in its current account surplus."     China viewed the recent crisis and recession as an unmistakable wake-up call, which left the country with little choice other than to shift the sources of its GDP growth from external to internal markets, he said.     However, it was hard to be sanguine about the outlook for America's saving and current account imbalance.     "The United States, with its massive shortfall in domestic saving, has come to rely heavily on surplus saving from abroad to fund economic growth. And it must run massive current account deficits in order to attract that capital," he said.     All nations need to be accountable for the role they need to play in driving a long overdue global rebalancing, said Roach. "It would be the height of folly to try and force China into a counter-productive approach, especially since it appears to be taking its own rebalancing agenda very seriously."

BEIJING, Jan. 27 (Xinhua) -- China's banking regulator asked lenders to keep credit growth at reasonable pace in 2010 and vowed to tighten supervision on property loans amid increasing risk of asset bubbles."Banks should reasonably control new loans, better manage the pace and try to achieve balanced issuance and steady growth of credit quarter by quarter, " Liu Mingkang, chairman of the China Banking Regulatory Commission (CBRC) at a meeting on Tuesday.Despite regulator's repeated warnings on risks hidden from the record 9.6 trillion yuan of new loans last year, banks rushed to lend more than 1 trillion yuan in the first month of this year in fear of the expected tighter loan policy in 2010 after the credit binge last year as media reported. An official with the Industrial and Commercial Bank of China told Xinhua the credit growth in the first ten days of January was a little bit fast, and turned smooth in the last days of the month.According to the statement posted on CBRC's Web site on Wednesday, Liu said the regulator will pay special attention to the changes in the property market, strictly enforce relevant policy, and beef up the "window guidance" over credit to the real estate sector. But he restated banks should continue to support first-time home buyers.Liu also told banks to continue lending to fund rural development, small business, consumer spending and environmental protection. He said banks should keep adequate capital and heed of resurgence of bad loans.

BEIJING, Feb. 12 (Xinhua) -- Most of the melamine-tainted milk products recently resurfacing in China have been recalled and destroyed, and none has been put into market or exported, the nation's food safety office said Friday."Due to early discovery and timely check, as of now, most of the tainted milk products have been recalled and destroyed, and none has entered the market or been exported," said the National Food Safety Rectification Office in a statement.Media reports said melamine-tainted dairy products have resurfaced in several Chinese provinces. Explaining why such cases could happen, the office said some producing and processing companies didn't fulfil the responsibilities for food safety and some violators hid tainted milk products or fabricated test reports to dodge inspections. The office urged related departments at all levels to thoroughly investigate the new cases and severely punish violators. In 2008, milk laced with melamine led to the deaths of six babies and sickened 300,000 others who had been fed with baby formula made from tainted milk. Melamine is an industrial compound which can give a false positive on protein tests and cause kidney stones.Melamine-contaminated milk products killed at least six children in 2008 and sickened 300,000In the recently reported melamine-tainted milk cases, some of the tainted milk products were apparently made of old batches of tainted milk powder slated for destruction but hoarded away instead by dairy firms and later repackaged

SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded. The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson. The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added. He said Lanxiang has no relations with the military, adding that school authorities do not have military backing. He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. Please show the evidence," he said.Lanxiang, founded in 1984, has about 20,000 students learning vocational skills such as cooking, auto repair and hairdressing. The computer science class offers basic courses about Photoshop, 3D drawing and Word -- not software engineering."It was not until 2006 that our graduates began to join the army. So far, 38 students have been recruited by the military for their talent in auto repair, cooking and electric welding," said Zhou Hui, director of the school's general office, who stressed it is natural for citizens to join the army at a proper age.Google said on Jan. 12 it might pull out of the Chinese market, citing disagreement with government policies and unidentified attacks targeting Google's services in China.
