He was appointed Party chief and vice minister of the Health Ministry during the SARS (Severe Acute Respiratory Syndrome) outbreak in 2003 after former health minister Zhang Wenkang was sacked over the crisis. Gao became minister in April 2005.     In June 2007, Gao's post of health minister was taken by Chen Zhu, who is not a member of the Communist Party of China. He then began to act as the vice minister and remained the Party chief.

BEIJING, March 26 (Xinhua) -- China on Thursday voiced its strong dissatisfaction over the new report by the U.S. Defense Department on China's military strength.     Hu Changming, spokesman of China's Defense Ministry, said the report severely distorted facts, censured China's legitimate and normal national defence development, and disseminated the mainland's "so-called military threat" to Taiwan.     "China is strongly dissatisfied with it and resolutely opposes it," said Hu. DAR ES SALAAM, Feb. 14 (Xinhua) -- Chinese President Hu Jintao arrived in the Tanzanian capital of Dar es Salaam Saturday night for a state visit to the eastern African nation.     Hu was greeted by Tanzanian President Jakaya Mrisho Kikwete and a local performance at the airport.     In a statement released upon arrival, Hu said the bilateral relationship has been developing in a sound and smooth way since 45 years ago when the diplomatic ties were established.     "It can be viewed as an exemplary relationship of sincerity, solidarity and cooperation between China and an African country and between two developing countries," Hu said.     The president said his visit is aimed at enhancing mutual trust, expanding cooperation, planning for the future and lifting the friendly and cooperative relations to a new high.     Hu said he is expecting an in-depth exchange of views with President Kikwete and other Tanzanian leaders on the bilateral relations and regional and international issues of mutual interest.     During his stay here, Hu will also meet with Zanzibar President Amani Abeid Karume, attend the completion ceremony of Tanzania's state stadium, visit a cemetery for Chinese experts, and deliver a key-note speech at a welcoming meeting on Monday. RIYADH, Feb. 11 (Xinhua) -- Visiting Chinese President Hu Jintao said Wednesday that China will seek an early free trade agreement (FTA) with the Gulf Cooperation Council (GCC).     "The FTA is in the fundamental and long-term interests of both sides and will help deepen their mutually beneficial cooperation and achieve common development," Hu said during a meeting with GCC Secretary General Abdul Rahman Al-Attiya in Riyadh, where the council is headquartered.     "China will work actively toward signing the agreement at an early date," Hu said.
