UNITED NATIONS, Sept. 25 (Xinhua) -- Chinese Premier Wen Jiabao has clarified China's policies of continuing reform and opening-up and seeking peaceful and common development during his just-concluded visit to the UN headquarters, Chinese Foreign Minister Yang Jiechi said Thursday.     During his 48-hour stay in New York, Wen attended the UN high-level meeting on the Millennium Development Goals (MDGs) and the 63rd annual general debate of the UN General Assembly.     Wen's visit was particularly significant in view of the increasingly complex international situation, the recent turbulence in the international economic and financial sectors, the sharp increases in oil prices and food supply shortage, and the whole world is keen to know in what direction China is heading after the Beijing Olympic Games, Yang told Xinhua. In this regard, he gave a comprehensive account of China's achievements in launching programs aimed at providing assistance to poor areas, and its contribution to global poverty reduction and South-South cooperation.     The Chinese premier put forward several proposals aimed at speeding up realization of the MDGs and called on countries around the world to pay more attention to the issue of poverty and to increase international aid.     Wen also unveiled six initiatives adopted by the Chinese government in its mission to assist developing nations, including setting up a development fund under the Food and Agricultural Organization (FAO), helping to train agricultural technicians, increasing agricultural exports, writing off debts and tariff, as well as offering assistance in the construction of clean energy projects.     Referring to the U.S. financial turmoil, Wen said China was confident of coping with the negative impact of the current crisis.     Confidence-building is even more important than gold and currency in the face of financial crisis, he pointed out.     China will strive to maintain the stability of its macro-economy, financial and capital markets, which is vital for the stability of the global economy, he said.     Wen also expressed China's willingness to cooperate with the United States in addressing the crisis, while calling on the international community to show solidarity and make joint efforts in maintaining the stability of the financial market.     Wen's opinions were echoed by the participants at the meeting, who agreed that China was an important player in stabilizing the world economy and financial system.     Talking about the recent tainted milk formula scandal in China, which has drawn world attention to food safety in the country, Wen stressed that the Chinese government attaches great importance to food safety and has adopted effective measures to ensure product quality and food safety.     He said China will never try to pursue corporate profit or economic growth at the expense of people's health and lives.     Wen noted that China's exports will not only meet international standards, but also meet the specific requirements of the importing countries.     China is willing to step up cooperation with the Unites States and other nations to ensure food safety, he added.     On China-U.S. relations, Wen said the two countries share broad common interests and that China and the United States are not rivals but partners in cooperation.     Wen called on both sides to enhance dialogue and communication, deepen mutual trust and cooperation, and efficiently handle sensitive issues such as the Taiwan issue, in order to ensure a healthy and stable development of bilateral relations.     This is in accordance with the fundamental interests of the two peoples and is conducive to world peace, stability and development, and also conforms to the trend of history, Wen said.     He said the Chinese government has always attached importance to china-U.S. relations and will go all out to maintain and develop the constructive and cooperative bilateral relations, irrespective of which party comes to power in Washington.     During his stay in New York, the Chinese premier also met with representatives of overseas Chinese associations and the heads of local Chinese-language media.

BEIJING, Aug. 27 (Xinhua) -- The Chinese government will stick to an economic policy that focuses on curbing inflation for the rest of the year, a senior official on Wednesday told China's top legislature, as slowing output and rising prices loom over the post-Games economy.     Economic planners would exert themselves to increase supplies of necessities, closely track key prices and make price controls more effective, National Development and Reform Commission deputy chief Zhu Zhixin told the fourth session of the Standing Committee of the 11th National People's Congress.     "A lot of factors can drive prices up," said Zhu. "There is a strong demand for primary products, with prices hovering high on international markets, while more expensive land and labor at home will add to costs."     His statements came after China's main inflation indicator showed a deceleration in July and as the world wondered where the already slowing economy would head after the glitz of the Games.     The consumer price index was up 6.3 percent last month over July last year, lower than the 7.1 percent in June and 7.7 percent in May, as tighter monetary policies adopted last year seemed to bite.     Meanwhile, the country's economic output in the first half was 10.4 percent higher, compared with 10.6 percent in the first quarter and 12.2 percent in the first half last year.     Zhu said the output slowdown was "a moderate correction from a high level".     "The national economy is heading in the direction expected by the macro-control policy."     Zhu cited the pressures on some industries and enterprises as one of the major conflicts in the economy, saying it would take time for the latest supportive policies to show an effect and for companies to adjust.     He told the top legislature the government would continue to seek a balance between fighting inflation and maintaining growth.     Tasks for the rest of the year included improving the contribution of domestic consumption to economic growth, boosting agricultural output and increasing aid to small enterprises, he said.     The government had been focusing on preventing the economy from overheating before changing the goal to "keeping steady, rapid growth" in July.     Many analysts foresaw a loosening of the tight monetary policy to provide liquidity for enterprises, especially exporters, that were squeezed by weakening demand, credit controls and rising costs.     Earlier this month, administrators raised the export tax rebate rates for some textiles and garments, while the central bank allowed more credit to small and medium-sized enterprises.     "The fiscal and monetary policies are likely to be eased, if the current trend is a guide," said CITIC Securities analyst Zhu Jianfang. "The central bank is not expected to come up with any big tightening moves after the Olympics."

SHANGHAI, Sept. 5 (Xinhua) -- The world's widest tunnel with an inner diameter of 13.7 meters completed its excavation here under the Yangtze River on Friday.     The 8.9-km tunnel is part of a 12.6 billion yuan (1.84 billion U.S. dollars) bridge and tunnel project to link Shanghai with Chongming Island, the country's third largest after Taiwan and Hainan.     The tunnel will accommodate a six-lane expressway and a rail line. When operational in 2010, travel to Chongming from urban Shanghai will take 20 minutes, according to Yu Xuanping, vice general manager of the Shanghai Tunnel Engineering Co., Ltd, builder of the tunnel.     The company used a tunnel boring machine with a diameter of 15.43 meters, the largest of its kind, to excavate under the Yangtze.     The tunnel and bridge project would make the transport networkson the southern and northern sides of the river more closely connected, said Wu Liangyong, a Chinese Academy of Sciences academician.     The tunnel connects Shanghai's vast Pudong District with Changxing Island in the Yangtze, while the bridge connects Changxing and Chongming.     Currently, Chongming is connected with Jiangsu Province to its north.     Located at the Yangtze River mouth, Chongming covers an area of1,200 sq. km, equal to about 20 percent of Shanghai's total land area.     China's central government plans to turn the island into a model of an eco-friendly town in the country. Shanghai municipal government is also paying great attention, with infrastructure projects being built within the island.     Experts said the inconvenient traffic between Shanghai and Chongming once blocked the development of the island. The construction of the bridge and tunnel would help attract overseas investment and make the suburb a major channel of the Yangtze River Delta area.

HAIKOU, Oct. 3 (Xinhua) -- Higos, the 17th tropical storm of the year, landed in China's southernmost Hainan Province Friday evening, local observatory said.     Higos landed at 10:15 p.m. in Longlou Town, Wenchang City, 19.6 degrees north latitude and 111.0 degrees east longitude. The wind speed at the eye of the storm was 18 meters per second, according to the Hainan Provincial Meteorological Observatory.     It was forecast to weaken and move northwest towards the coastal areas of western Guangdong Province. UNITED NATIONS, Oct. 3 (Xinhua) -- The United Nations and China will co-organize a high-level meeting on climate change early next month, with a special focus on technology development and transfer, the world body announced Friday.     UN Undersecretary-General for Economic and Social Affairs Sha Zukang and China's Deputy Permanent Representative to the United Nations Liu Zhenmin briefed member states at the UN Headquarters on the Nov. 7-8 Beijing High-Level Conference on Climate Change: Technology Development and Technology.     "Technology transfer is of enormous importance in tackling climate change," Sha said. "Together with financing technology transfer, it is one of the means of achieving adaptation and mitigation action."     Effective international action on climate change will require progress on the question of technology transfer, which is addressed in the UN Framework Convention on Climate Change (UNFCCC)and also forms a core aspect of the Bali Action Plan, Sha noted.     "In this context, the conference will provide a forum for open, practical and pragmatic discussions on technology transfer and climate change," Sha said. "The conference will focus on practical options and solutions for overcoming barriers to technology development and transfer."     "We hope it will be an opportunity for member states and other stakeholders engage openly, away from the constraints of the negotiating setting," he said.     Sha said that the aim of the conference is to support the UNFCCC process, particularly the forthcoming UN Climate Change Conference in Poznan, Poland in December 2008.     Calling for "broad, high-level participation from member states," Sha said that the conference will be opened by Chinese Premier Wen Jiabao and that UNFCCC Executive Secretary Yvo de Boer and former British Prime Minister Tony Blair have confirmed their participation.     In his remarks, Liu said that over the years, the international efforts to develop and transfer clean technologies are lagged behind the needs, and the relevant mechanism and financial support are not yet put in place.     With many countries having divergent views on the issue, communication and dialogue will help countries deepen mutual understanding, find common ground and work together to promote technological development and transfer, Liu said.     "The purpose of the high-level conference is to provide a platform of dialogue for international cooperation in the relevant technological development and transfer," Liu said.     "We hope this conference will help countries form some consensus on development and transfer of technologies for addressing climate change so as to further promote the efforts to address climate change," Liu noted.
