BEIJING, May 14 (Xinhua) -- Two revised rules involving a planned Nasdaq-style stock market, the Growth Enterprise Market (GEM), will take effect on June 14, according to the China Securities Regulatory Commission (CSRC) Thursday.     The two rules involve establishing an independent committee to approve listings for the GEM and the management of sponsors of IPOs.     The two rules are taken as a key step closer toward introducing the much-anticipated GEM, a board intended to nurture innovation-driven start-ups as the government tries to help smaller companies get financing and encourage technological advances.     The rules are the same as the drafts issued on April 17 to solicit public opinions, said the CSRC.     Under the rules, the new panel will have 35 members. Five will come from the CSRC and the others from the accounting, law and other sectors. The panel won't include members of the review panel for IPO application on the main board.     Under the rules, the sponsors of IPOs on the GEM are required to monitor the companies' performance for three years, up from two for companies on the main board.

BEIJING, July 4 (Xinhua) -- Chinese Vice Premier Li Keqiang Saturday urged efforts to better use geographic information so as to better serve the country's economic and social development.     Li made the remarks when attending an exhibition on maps and the achievements of China's geographic information application.     The exploration and application of geographic information and mapping since China launched its reform and opening-up policy in 1978 had played an important role in promoting the country's development, he said.     It has benefited sectors including urban and rural planning, land resources administration, environmental protection, quake-relief and national defense, according to Li.     He urged efforts to build a system of mapping and surveying in an information age and strengthen the capacity of mapping and surveying in providing service for the country's modernization drive.     The industry of geographic information should be expanded and meet multi-level and diversified market demands so as to better serve society and the people, he said.     Li also urged scientific researchers to embrace innovation in their work so as to produce more high-quality surveying and mapping instruments.

SHANGHAI, July 17 (Xinhua) -- U.S. Commerce Secretary Gary Locke said in Shanghai Friday that he expected cooperation between China and the United Stated in the fields of clean energy technology and carbon emission elimination would benefit both countries in the campaign against climate change.  "I believe there is great opportunity for greater cooperation between United States and China," said Locke, a Chinese American, in his speech at a welcome ceremony jointly hosted by American Chamber of Commerce in Shanghai and the US-China Business Council.     His audience included dozens of Chinese businessmen from across the country and representatives of international corporations with branches in Shanghai.     "I want China and the United States to lead the world and save the planet from irreversible climate change. BEIJING, April 29 (Xinhua)-- China has allocated 23 billion yuan (3.37billion U.S. dollars) for energy saving, anti-pollution, ecological and environmental protection projects since the fourth quarter of last year, a senior official told Xinhua Wednesday.     Han Yongwen, secretary-general of the National Development and Reform Commission, said investment in these sectors accounted for 10 percent of the 230 billion yuan government spending to date on infrastructure, ecological and environmental sectors, quake relief and other areas.     China unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years with 1.18 trillion yuan spending from the central government, to cope with the adverse effects of the global financial crisis and shore up the domestic economy.     "This ratio of 10 percent was not low. It shows that the central government not only focuses on stimulating domestic demand and keeping stable economic growth, but also stresses laying a good foundation for the economy's sustainable development in the long run," Han said.     Of the 23 billion yuan spending, 13 billion went to improving urban water treatment facilities, 4 billion yuan to pollution prevention projects on the Huaihe and other big rivers, 3.5 billion yuan to forest planting projects and the other 2.5 billion yuan to key energy saving projects across the country.

SHENYANG, May 5 (Xinhua) -- A member of the Japanese parliament(Diet) Tuesday handed over an apology letter signed by 24 Japanese MPs to survivors of Pingdingshan Massacre, in which more than 3,000 Chinese civilians were slaughtered by Japanese soldiers in 1932.     Aihara Kumiko, member of the House of Councillors, or the upper house, repeatedly said "sorry" to massacre survivor Wang Zhimei while holding Wang's hands.     "My mother had lived in Jinan (a city in east China) for five years and got help from local people. She often told me that war changes people, war is a sin," Aihara told the 88-year-old Wang.     "We should take history as a mirror and building a friendly relationship between Japan and China," Aihara said.     She came all the way from Tokyo to Fushun, a city in northwest China's Liaoning Province, to present the apology letter signed by10 members of the lower house and 14 of the upper house of the Japanese parliament to the survivors of the tragedy.     Part of the letter reads "As a human being, as a Diet member elected by Japanese citizens, we are sorry from the depth of our hearts."     The Pingdingshan massacre saw more than 3,000 women, children and elderly of Pingdingshan Village near Fushun killed by invading Japanese soldiers on September 16, 1932.     "The Japanese soldiers told us they were going to take our picture and gathered us in a group. But under the black cloth they didn't have cameras, they had machine guns. The soldiers even bayoneted bodies to ensure the villagers were dead," recalled a survivor named Yang Yufen in 2006, after the survivors' 10-year-long lawsuit for an apology and compensation was rejected by the Japanese Supreme Court.     Aihara also visited the memorial of the massacre. Silent tears ran along her cheeks, her hands joined and eyebrows wrinkled during the visit.     Her face was covered by tears when she saw gasoline cans used in burning the corpses after the massacre.     "We will push the Japanese government to offer an apology and compensation for the massacre," she said.     Aihara said some Diet members have collect donations and are going to send some money to foster a patch of woods near the massacre memorial. "We hope the trees witness friendship between the two countries," she said.     Aihara and the Chinese side planted two pines in front of the memorial.     Along with Aihara, four Japanese lawyers who have been trying to help massacre survivors were also present at the hand-over of the apology letter.     Shiroh Kawakami, one of the lawyers, told Xinhua that they would continue to demand the Japanese government building an apology monument and cemetery for victims of the massacre.     "What we do is not only for the history, for also for the future, the future of both countries," Shiroh said.     It's estimated that 20 to 30 villagers survived the massacre, but now only five of them are still alive, all in late 80s. Wang Zhimei came to Fushun from Changchun City in Jilin Province just to meet the Japanese lawmaker and lawyers.     "I want to thank you for what you have done. The days of us survivors are numbered, we are counting on you (on the government apology and compensation)," Wang said.

They practiced evacuation, aid in the air and medical aid.     Hui said the country's disaster emergency and legal mechanism on disaster reduction is being constantly improved and the comprehensive reaction in disaster relief was getting better.     The emergency response system had played a key role in dealing with the 8-magnitude quake and snow disaster in southern China last year, as well as severe flooding, drought and typhoon, and greatly saved people's life and reduced economic loss, he said.     "However, the disaster reduction situation is still arduous as various natural disasters are frequent in China," Hui said.     He called for enhancing monitoring and early warning so as to quickly respond to disasters, consolidating various infrastructures and rural and urban constructions, bringing the army's disaster relief role to a full play and improving disaster relief capabilities to ensure stability of disaster-hit areas.     Efforts should be made to strengthen material and technological storage, public education and official training, he said.
