BEIJING -- Chinese investors should be suspicious of phone calls, online messages and websites touting highly profitable stocks, the Ministry of Public Security warned on Tuesday. "As China's stock prices are soaring constantly, there has been a rise in the number of cases of illegal activities in the stock market, which has undermined the normal market order and threatened investor security," the ministry said in a notice on its official website. The government has repeatedly warned investors of illegal securities companies that swindle clients of funds with claims of high returns. The ministry said scam artists used Internet and phone calls to illegally tout stocks, funds or stock ownership to investors. The swindlers charged unwary investors high fees for fake stock tips and then quickly disappeared after having collected a huge sum of money. The funds or stock ownership, which were touted online or by phone, were often nonexistent, the ministry said. Investors were also hoodwinked into buying fake "initial offerings" of stocks that were not listed on the exchanges. Other scams include cases in which investors' shares were stolen and sold by criminals, who had stolen investors' account numbers and codes. The ministry urged investors to be alert and not to trust promoters who touted unrealistic high returns, or accept stock tips from unidentified persons online or on the phone. It also urged investors to be aware of computer security and to stop trading immediately when discovering a computer virus. The China Securities Regulatory Commission has pledged to curb illegal trading and fraud in the stock market. In February, the State Council approved the China Securities Regulatory Commission to lead a cross departmental team to crack down on illegal securities business.

Foreign investors are eyeing more opportunities as China's demand for oil refining and petrochemicals increases. According to a think-tank affiliated to China National Petroleum Corp (CNPC), China's oil demand will hit 455 million tons while the country's total refining capacity will surpass 400 million tons by the end of the 11th Five-Year Plan period, set from 2006 to 2010. "From this year to 2010, the average annual oil demand of China will grow at 6.5 percent per year. One forecast shows demand reaching 455 million tons in 2010," Gong Jinshuang, a veteran researcher at the Economic and Technology Research Institute of CNPC, China's largest oil and gas producer, said on Friday. According to a national industrial deployment plan, there will be many refineries and ethylene crackers on stream by 2010 and China will witness 18 million tons of ethylene produced by 2010. The country's refineries will run at 90 to 95 percent capacity by 2010, Gong said. Ethylene output of China was 9.41 million tons last year, up 24.5 percent year-on-year. To seize opportunities arising from the downstream sector of the oil industry, not only State-owned giants, but also foreign investors are gearing for more investment. Mustafa Al-Sahan, general manager in charge of China investment at Sabic Asia Pacific Pte Ltd, told China Daily that his firm plans to invest billion to set up an integrated refining and petrochemical project in Dalian, Northeast China. The industrial complex is expected to include a 10-million-ton refinery, a one-million-ton ethylene cracker and an 800,000-ton aromatics plant, according to the blueprint. Al-Sahan said the project will be a joint venture formed by several parties, holding equal stakes. So far, there are already two parties involved, Sabic and a private Chinese company. Sabic is looking for another State-owed energy giant to join, Al-Sahan added. The project is still subject to approval by the National Development and Reform Commission (NDRC), China's top economic planner. Sabic has invested in a petrochemicals plant in Tianjin, in partnership with Sinopec, Asia's top refiner. The Tianjian project has been given the green light by the NDRC and is expected to be on stream by the fourth quarter of next year, the Sabic chief for the investment in China said. CNPC and Sinopec are either planning or expanding their refining and petrochemical projects, such as in Sichuan, Fujian provinces and Guangxi Zhuang Autonomous region, to better meet the country's future fuel and industrial demand. China now is the world's fastest growing major oil market Al-Sahan said the downstream segment of the Chinese oil industry has good potential because of the robust future demand. He said Sabic will not produce gasoline, which is oversupplied in the market, but oil and petrochemicals that are in big demand.

NANJING - The legislature of the eastern province of  Jiangsu has amended the law to clearly define sexual harassment and allow complainants to sue.The Standing Committee of the Jiangsu Provincial People's Congress on Thursday passed the revised Jiangsu Provincial Measures for Implementing China's Law on Protection of Women's Rights, saying "sexual harassment of women in the form of spoken and written language, images, electronic information and bodily gestures is prohibited." The measures allow those who claim that they have been harassed to report such cases to employers, authorities and the police, which must prevent or stop such behavior. Women can also sue those they contend harassed them.Although sexual harassment was included in an amendment of the national law in 2005, the legislation didn't clearly define harassment, which made it difficult to prove in court, said Wang Lasheng, vice chairman of the Legal Affairs Committee of the Jiangsu Provincial People's Congress."A clear definition of the forms of sexual harassment will definitely help law enforcement and improve victims' awareness of self-protection," said Wang.Defining sexual harassment at the local level was a welcome attempt to supplement the national law, said Wang, adding that similar statutes have been passed in Shanghai, Zhejiang, Jiangxi, Shaanxi and Anhui provinces and Ningxia Hui Autonomous Region. China is tightening its grip once more on foreign investors in Chinese real estate, banning them from borrowing offshore in the latest effort to tame property prices and cool the economy. The new rule, set out in a circular from the State Administration of Foreign Exchange , could squeeze foreign investors who take advantage of lower interest rates outside China. Some may find it especially difficult to fund projects as Beijing has told its banks to cut back on loans for the construction industry. "But that's not a very favoured method, because your internal return on investment goes down dramatically." Investors seeking to bring capital into China to set up a real estate company must now lodge documents with the Ministry of Commerce in Beijing -- not just with local branches of the ministry, according to the new circular with de facto effect from June 1. That process could take a month or more, said an official at the Ministry of Commerce, declining to be identified. "What we mean is very clear: First we are targeting foreign real estate firms that are illegally approved by local governments," a SAFE official said. McGinty said the new rule would reduce foreign investment in the real estate sector, but the real impact would depend on how it is enforced. UNCERTAIN IMPACT China has applied a raft of measures to rein in property investment, including interest rate rises and rules to discourage construction of luxury homes. BEIJING -- The Standing Committee of the National People's Congress (NPC), the top legislature, approved on Thursday the nomination of procurators of all 31 provinces, municipalities and autonomous regions in the Chinese mainland.The approval was made at the 32nd meeting of the Tenth NPC Standing Committee, upon the proposal of Jia Chunwang, procurator-general of the Supreme People's Procuratorate.At the meeting, the NPC Standing Committee examined and approved the nomination of these candidates, who had been elected at provincial legislative sessions in January.The procurators are 53.9 years of age on the average, including 22 aged under 55. And 21 of them have been elected deputies to the 11th NPC.The 11th NPC will start its first annual session in Beijing on March 5.
