BERLIN, Feb. 25 (Xinhua) -- A Chinese business delegation, led by Commerce Minister Chen Deming, signed here on Wednesday a total of 37 procurement deals worth around 11 billion euros (14 billion U.S. dollars) with German companies.     According to Chen, the 37 deals are composed of two parts -- purchasing contracts, and cooperation agreements which need further negotiations.     The deals focus on engineering equipment, electronics and auto vehicles like Mercedes and BMW, Chen told a press conference.     A draft deal obtained by Xinhua showed that the Chinese side agreed to buy around 37,000 BMW cars and Mini worth 2.2 billion U.S. dollars, as well as 27,000 units of Mercedes cars.     Chen revealed that apart from the current 200-member delegation, China would send more entrepreneurs to Germany to discuss further investment in both countries.     Germany is one of China's important trading partners within the European Union (EU). In 2008, the Sino-German trade hit 115 billion U.S. dollars. Despite the world economic crisis, China and Germany have vowed to maintain the trade volume unchanged this year.     Prior to the deal-signing ceremony, more than 450 Chinese and German business representatives attended a forum on exploring cooperation opportunities.     Chen and German Economic Minister Karl-Theodor zu Guttenberg condemned trade protectionism that has cropped out amid the global economic crisis.     Chen said the procurement deals reflect China's sincere objection to trade protectionism, adding that opening the market is the proper approach to address the global economic recession.     Guttenberg lauded China's procurement, and joined Chen to slap trade protectionism.     The 37-year-old minister said Germany and China are top two exporters in the world, noting that trade protectionism is a "wrong answer" to the current global financial crisis.     Germany and China should join hands to facilitate the Doha round talks, he added.     Later on Wednesday, the Chinese delegation, composed of over 200 business representatives, flew to Zurich of Switzerland to continue their procurement tour.

LONDON, April 1 (Xinhua) -- Chinese President Hu Jintao and his U.S. counterpart Barack Obama agreed to work together to build a positive, cooperative and comprehensive relationship in the 21st century when they met here Wednesday.     Hu said China-U.S. ties have got off to a good start since Obama took office. "I have been keeping close relations with Obama and the foreign ministers of both countries have exchanged visits in a short time," he said. Chinese President Hu Jintao (L) shakes hands with U.S. President Barack Obama during their meeting in London, Britain, on April 1, 2009The current international situation is undergoing complicated and profound changes, and the international financial crisis continues to spread and go deeper, he said, adding that global challenges are markedly increasing.     China and the United States share more extensive common interests in tackling the financial crisis, striving to recover global economic growth, dealing with international and regional issues and safeguarding world peace and security, the Chinese president said.     He said China and the United States need to view each other from a positive perspective and push forward dialogue and cooperation with positive moves despite the differences in their social systems, historical background, cultural tradition and phases of development.     The two countries should also work together to tackle the complicated and thorny issues facing the humanity in the 21st century to achieve mutually beneficial cooperation and common development, he said.     China and the United States should deepen exchanges and cooperation in economy, fighting terrorism, non-proliferation, law enforcement, energy, climate change, science and technology, education, culture, healthcare, and boost exchanges between the military of the two nations, he said. The two countries should also strengthen communication and coordination on international and regional affairs and global issues, he added. Chinese President Hu Jintao (3rd L) shakes hands with U.S. President Barack Obama (2nd R) during their meeting in London, Britain, on April 1, 2009Hu invited Obama to visit China in the second half of this year, and Obama accepted the invitation with pleasure.     This was the first meeting between the two heads of state since the new U.S. administration came into office in January.     The two presidents had an "extensive" exchange of views on bilateral relations and global issues of common interest and agreed to work toward an enhanced bilateral relationship, the White House said in a statement.     The two leaders decided to establish the mechanism of "China-U.S. Strategic and Economic Dialogues," and agreed that the first round of the dialogues will be held in Washington this summer.     Speaking at the start of their meeting, Hu said: "Good relations with the United States are not only in the interests of the two peoples, but also beneficial to peace, stability and prosperity of the Asia-Pacific region, and the world at large."     China is willing to work with the United States to make even greater progress in advancing their bilateral relations, Hu said, adding he hoped to establish "good working relations and personal friendship" with Obama.     The U.S. president said the relations between the United States and China have become "extremely constructive." "Our economic relations are very strong."     "I said publicly our relations are not only important for citizens of the two countries, but also help set the stage for how the world deals with a host of challenges," he said.     "China is a great power and has a long and extraordinary history," Obama said.     The Chinese president also said during the meeting that no matter how the situation across the Taiwan Strait evolves, China will steadfastly adhere to the one-China policy and resolutely oppose "Taiwan independence," "One China, one Taiwan" and "Two Chinas."     Obama said the U.S. government is committed to the one-China policy and the three Chinese-U.S. joint communiques, adding that this stand will not change. Chinese President Hu Jintao (2nd R) and U.S. President Barack Obama (2nd L) meet in London, Britain, on April 1, 2009.The United States welcomes and supports efforts to improve relations across the strait and hopes for greater progress in the relations, the U.S. president said.     Observers say the China-U.S. relationship is one of the most important bilateral relationships in the world in the 21st century, and amid the spreading international financial crisis and mounting global challenges, it is all the more important to further develop China-U.S. relations.     Over the years, leaders of the two countries have maintained close communication on major issues concerning bilateral ties through mutual visits, meetings, telephone calls and correspondence. These exchanges have given a strong boost to the sustained, sound and steady growth of bilateral relations.     The Chinese and U.S. leaders met in London on the sidelines of a Group of 20 (G20) summit on the financial crisis slated for Thursday.     The London summit brings together leaders of the G20, and representatives of international organizations and financial institutions to work to restore stability and stimulate global economic growth.     The summit will focus on enhancing the coordination of macroeconomic policies, pushing for necessary reforms in the world financial system and stabilizing global financial markets.     Chinese Vice Foreign Minister He Yafei said last month that President Hu will deliver a speech at the summit to elaborate China's opinions and proposition.     China endeavors to push for positive and pragmatic results at the London summit, He said.     The G20 consists of China, Argentina, Australia, Brazil, Canada, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, Britain, the United States, and the European Union.

Jia, who is also Chairman of the National Committee of the Chinese People's Political Consultative Conference, urged following the guidelines put forward by CPC Central Committee General Secretary Hu Jintao on Taiwan work.     The meeting was presided over by State Councilor Dai Bingguo. It accounted for26.4 percent of the total, the largest share of the market.     Income from newspaper advertisements rose 6.36 percent from a year ago to 34.27 billion yuan in 2008.     The number of foreign-funded advertisement companies in China soared 27.73 percent from the previous year to 737 by the end of 2008, which accounted for 0.4 percent of the total advertisement firms across the country, according to the SAIC.

BEIJING, March 3 (Xinhua) -- A Taipei court has rejected here Tuesday former Taiwan leader Chen Shui-bian's appeal against his detention and ordered that he be held in custody for a further two months, starting on March 26.     According to the island's law, a defendant whose maximum, basic, potential sentence is below ten years should not be held for more than three months during trial. If necessary, courts can prolong the detention for no more than two months every time. The detaining period can be prolonged for at most three times.     However, Chen Shui-bian was accused of many corruption charges and his most severe basic sentence could be life, which made the court consider prolonging his detention more than three times.     Chen was first detained on Dec. 30, 2008.     According to the resolution made Tuesday by the Taipei court, the charges against Chen were very severe, and he had repeatedly disturbed the judicial procedure to protect himself and delay the litigation.     "Under the current circumstances, it will be very hard to hold more trials if Chen Shui-bian is not detained," the court said in the resolution.     It added that since Chen was likely to destroy or change evidence and collude with witnesses, it wouldn't be effective enough to confine his living compared to detention. "Thus Chen's appeal for repealing the detention was rejected," it said.     Chen and his wife are accused of taking bribes worth 100 million New Taiwan dollars (29 million U.S. dollars) and 6 million U.S. dollars in a corporate land procurement, and the couple are also allegedly involved in deceivingly pocketing over 104 million New Taiwan dollars of special funds. Chen and his collaborators are also accused of laundering the illegal income.

BEIJING, March 2 (Xinhua) -- Chinese State Councilor Ma Kai asked for more active policy to boost employment, guarantee economic growth, people's livelihood and social stability here on Monday.     Ma made the comments when addressing the opening ceremony of China National School of Administration.     He suggested that policies to boost economic growth and enhance economic structure should be combined more closely with the effort to create job opportunities.     Measures should be taken to relieve companies' burdens and maintain existing positions for employees, Ma said.     He also encouraged job seekers to start their own businesses, and adjust their job expectations.     Ma highlighted the importance of creating jobs for university graduates, migrant workers, veterans and families with no income.

TAIPEI, March 14 (Xinhua) -- Premier Wen Jiabao's press conference on Friday has drawn positive comments in Taiwan, making the headlines in Saturday's local newspapers and leading to a rise in the stock market.     Mainstream newspapers on the island hailed Wen's remarks of "Even if I can no longer walk, I will crawl to Taiwan" as a big goodwill sign from the mainland toward improving cross-straits relations.     The China Times, besides devoting its front page to the press conference, ran an op-ed piece saying that the premier gave an amazing answer to the Taiwan-related question.     The article said Wen used ordinary language in his speech to stay close to ordinary Chinese people, which sounded sincere and showed greater confidence from the leader.     The United Daily News also widely covered the press conference, saying that Wen's remark that "We can launch new economic stimulus policies at any time" demonstrates confidence and hope.     Zhang Wuyue, director of the institute of mainland studies in Taiwan's Tamkang University, told Xinhua that the premier's words would have positive influences on cross-straits relations and help them toward peaceful development.     A senior staffer at a Taiwan investment company said that the premier's warm remarks have prompted the surge of stocks that were originally facing pressure to fall.     Taiwan's benchmark weighted index rose by 142.74 points, or 3 percent, to close at 4, 897.39 on Friday, the highest since November. Tourism shares surged by an overall 6.3 percent.

BEIJING, March 5 (Xinhua) -- Chinese Premier Wen Jiabao Thursday called on the nation to strengthen "conviction for victory" as he unveiled an unprecedented stimulus package to shore up economic growth amid global downturn.     In a work report to the National People's Congress (NPC), the country's parliament, Wen said China is facing "unprecedented difficulties and challenges" as economic growth slows, employment pressure mounts and social uncertainties increase in 2009, the most difficult year since the new millennium.     PREMIER'S ECONOMICS     China's economy cooled to a seven-year low of 9 percent last year, and broke a five-year streak of double-digit expansion, as the global financial crisis took its toll on the world's fastest growing economy.     The country, however, is "able to achieve" an economic growth at about 8 percent as long as right policies and appropriate measures are adopted and implemented, Wen said. Chinese Premier Wen Jiabao delivers a government work report during the opening meeting of the Second Session of the 11th National People's Congress (NPC) at the Great Hall of the People in Beijing, capital of China, March 5, 2009In his report, Wen outlined an aggressive stimulus package, including huge government investment, tax reform, industrial restructuring, scientific innovation, social welfare and promoting employment.     In addition to a 4-trillion yuan (585.5 billion U.S. dollars) stimulus package that was announced in November, the premier also proposed a budgeted fiscal deficit of 950 billion yuan (139 billion U.S. dollars) for 2009, a record high in six decades and nearly three times over the last record of 319.8 billion yuan set in 2003.     The deficit accounted for less than 3 percent of the gross domestic product (GDP), nearly surpassing an internationally accepted risky line.     Wen said increasing government spending is the most active, direct and efficient way to expand domestic demand, while economists believe China's 2-trillion U.S. dollar foreign reserves, current-account surplus and budget surplus offers the government lots of room to do so.     Other key economic and social targets included creating more than 9 million jobs in the city, controlling urban registered unemployment rate under 4.6 percent and keeping the rise of Consumer Price Index (CPI) at about 4 percent.     EXPECTATIONS OF A MIGRANT WORKER AND MORE     While nearly 3,000 lawmakers convened at the Great Hall of the People in the center of Beijing, Zhang You, a migrant worker from central Anhui Province who was waiting in his rented room for a job opportunity in the outskirts of the capital, also watched Wen's nationally televised speech, though the Premier's economics might be beyond his imagination.     "I didn't quite understand what those figures meant," he said. "But I was impressed by Premier Wen's vow to expand social security for migrant workers and help us find jobs," the 30-year-old man said. "I am happy about that."     Zhang, a painter, said he has had no work to do for months. "I guess it's because fewer people are buying houses," he said. China's real estate sector was also hit by the international financial crisis with fewer people buying houses.     But Zhang said he believes he will soon be able to find a job. "I feel the government is trying hard to overcome the difficulties. This kind of situation won't last long."     "I hope the economy will get better. My whole family is depending on me," said Zhang, one of the 20 million migrant workers who have lost jobs following the financial crisis.     In addition to millions of migrant workers seeking jobs in the cities, another 6.1 million college students are due to graduate this year, worsening the country's unemployment woes.     Announcing a 42-billion-yuan central government investment to boost job opportunities, Wen said in his report "the government will do everything in its power to stimulate employment."     He said the government will make full use of the role of the service sector, labor-intensive industries, small and medium-sized enterprises, and the non-public sector of the economy in creating jobs, he said.     Hao Ruyu, vice president of the Capital University of Economics and Business, said to maintain an 8 percent growth rate is "vital" to the Chinese economy and the country's stability.     "One percentage point growth could create 800,000 to 1 million jobs," said Hao, vice chairman of the NPC Financial and Economic Affairs Committee.     Despite worsening world economy, economists are optimistic about China's economic growth as previous stimulus measures have started to show initial effects.     Economist Li Yining told Xinhua that he believes China's economic growth this year could reach 8 percent, or even higher.     The Chinese economy is also very likely to recover before other major economies, even though the world economy is still shrouded in uncertainty, said Li, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the nation's top political advisory body.     "The economic slowdown is beginning to bottom out, and the economy is bound to rebound on huge government investment," he said.     According to a survey of factories issued Monday by the brokerage CLSA, China's manufacturing activity contracted for a seventh consecutive month in February, but at a slower rate than previous months.     INVESTMENT FOR A HARMONIOUS SOCIETY     While explaining the stimulus plan, Wen said the government will "give top priority to ensuring people's wellbeing and promote social harmony."     He said a total of 908 billion yuan of the central government investment this year will go to projects aiming at improving people's life.     Those projects covered low-income housing, education, health care, culture, environmental protection, and reconstruction in regions affected by the May 12 earthquake in Sichuan Province.     As part of the efforts to shore up domestic demand, Wen said China will increase investment to improve China's social security network, whose low coverage has long been blamed for the country's high saving rate.     He said the central government plans to spend 293 billion yuan on the social safety net this year, up 17.6 percent or 43.9 billion yuan over the estimated figure for last year.     The money will be used to fund social welfare programs, including pension, medical insurance, unemployment insurance and living allowances to low-income groups.     Wen also promised that his government will improve efficiency and continue to combat corruption.     "We must discharge our duties with great diligence and, through our actions and achievements, build a government that is for the people and is pragmatic, clean, efficient to satisfy people's needs and win their trust," he said.     CHINA IMPETUS LIMITED?     As the world's fastest expanding economy, China's policy making has captured international attention since the world was hit by the financial turmoil. Before Wen delivered his report, U.S. stocks broke a five-day losing streak with the Dow Jones industrial average rising 149.82, or 2.2 percent, to 6,875.84 on Wednesday.     Some analysts said expectations on China's economic stimulus package might have contributed to the stock jump.     But Wang Xiaoguang, a Beijing-based economist, said such an influence is very "limited."     Wang said China's stimulus package might help store up some investors' confidence in world economy, but the recovery of the world depends on both China and the United States.     China's economic growth could help cushion the blows of world economic downturn, Wang said. "But if the U.S. economy continued to worsen, China alone could not revive the world," he said.

BEIJING, Feb. 19 (Xinhua) -- China on Thursday again lodged urgent representations to the Russian Minister Counsellor to China in regards to the sinking of a Chinese cargo ship in Russian waters.     The Sierra Leone-flagged vessel named "New Star" sank off the waters near Russia's far-eastern port of Vladivostok on Sunday. Seven Chinese crew members were still missing.     China paid great attention to media reports that the ship sank after a Russian Coast Guard cruiser fired at it, said Foreign Ministry spokeswoman Jiang Yu in a news release.     Jiang said China had urged the Russian side to spare no efforts to help search for the missing crew members and make thorough investigations to find out the causes of the incident as soon as possible.     The Chinese embassy in Russia and consulate general in Khabarovsk also made representations to Russia at the same time, Jiang noted.     "Russia attached great importance to China's concern," said Jiang, adding that relevant Russian department is investigating the conduct of law enforcement agencies involved in the incident and will inform China of the results in time.
