BEIJING, Oct. 10 (Xinhua) -- China appreciates India's decision to terminate a trade investigation into Chinese-made passenger car tires, the Ministry of Commerce (MOC) said Saturday.     The decision would not only help boost the steady development of bilateral trade ties, but also benefit the downstream businesses of India, the MOC said in a statement on its website.     China hoped to increase exchanges and cooperation on trade issues with the Indian government and encouraged dialogue and cooperation among industries for mutual benefit, it said.     The Directorate General of Safeguards under India's Ministry of Finance initiated a safeguard investigation on passenger car tire imports from China in May, according to the statement.     A safeguard duty, a temporary relief, usually takes the form of increased duties to higher than bound rate or standard rates or quantitative restrictions on imports.     According to Indian government statistics, from April to December last year, India imported 20 million U.S. dollars worth of tires involved in the case from China.

CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. The new base will also develop software and sell 3C digital products as wells.

BEIJING, Sept. 6 (Xinhua) -- China Unicom (Hong Kong) Ltd. Said Sunday that it signed a deal with Telefonica, the Spanish telecom operator, to enhance their alliance by spending 1 billion U.S. dollars each on share purchase.     China Unicom would acquire shares equal to about between 0.885 percent to 0.892 percent of stake in Telefonica, according to the company's statement to the Shanghai Stock Exchange.     Telefonica would increase its stake in China Unicom from 5.38 percent to 8.06 percent, the statement said.     Their cooperation would focus on infrastructure and equipment purchase, mobile service platforms, research and development, and service provision to multinational clients, according to the deal.

CHENGDU, Sept. 27 (Xinhua) -- Chinese Premier Wen Jiabao has said that reconstruction work of earthquake-shattered areas in Sichuan Province must still overcome challenges before it can be judged a complete success.     Wen made the remarks while visiting the quake zone from Thursday to Saturday. It was his eighth visit to the region since the May 12 earthquake last year that left almost 90,000 people dead or missing. BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.

BEIJING, Aug. 29 (Xinhua) -- Industrial enterprises in 22 Chinese provinces, regions and municipalities generated 1.11 trillion yuan (163 billion U.S. dollars) of profit in the first seven months, down 17.3 percent from the same period last year, according to the latest official figures.     The decline is 3.8 percentage points lower than that in the first six months, the National Bureau of Statistics (NBS) said in a statement Friday.     The revenues gathered by the industrial companies' core businesses reached 21.4 trillion yuan in the first seven months, up 0.9 percent from last year. The growth rate is 0.5 percentage points higher than that in the first six months.     Of the 39 industrial sectors, 14 achieved a rebound in profit growth, nine recorded a slow-down in profit declines and four turned slumping profit to rebounding profit.     The 22 regions refer to China's provinces, regions and municipalities minus Beijing, Inner Mongolia Autonomous Region, Hunan, Guangdong, Anhui, Hainan, Chongqing, Yunnan and Tibet Autonomous Region.     The NBS used to publicize national industrial profit every two months, but began to issue the information monthly to improve monitoring frequency on economy this year. Only 22 provinces, regions or municipalities now provide monthly industrial profit data.

URUMQI, July 22 (Xinhua) -- A key expressway in northwest China's Xinjiang Uygur Autonomous Region began construction on Wednesday in a move to improve the region's road network and serve its economic development.     The 135-km expressway will link Kuytun City to Karamay City. The project, funded by the central government and Xinjiang regional government, will cost 3.87 billion yuan (about 567 million U.S. dollars).     The road is bidirectional with four lanes. It will be completed and put into use in November 2011.     Dai Gongxing, vice chairman of the Xinjiang regional government, said at the groundbreaking ceremony in Kuytun that the expressway, also part of the national expressway network, would improve the regional transport and promote local economic development.
