BEIJING, Oct. 19 (Xinhua) -- China will adopt a flexible and prudent macro-control policy to keep a stable and rapid economic development in the current fourth quarter, according to the State Council here on Sunday.     Related financial, credit and foreign trade measures will be carried out in the near future in response to the slowing trend of the country's economic growth and the continuous fluctuation in the domestic capital market amid the ongoing global financial crisis, according to a State Council meeting presided over by Premier Wen Jiabao on Sunday.     Agriculture continued to be a priority, with multiple support policies to come following the Communist Party of China Central Committee's decision to strengthen rural development this week.     To boost development of small- and medium-sized enterprises, the government planned to widen their investment channels by further encouraging financial institutions to give out more loans. Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter. Regulations on dairy product quality and safety, which took effect earlier this month, would be further reinforced, according to the council decision.     While acknowledging the affect of the worldwide economic slowdown on the domestic economy, the Cabinet still expressed confidence for the nation to continue a healthy development.     "Our economy remains vigorous and has the capability to defend itself against international risks," Premier Wen Jiabao said at a State Council meeting on Friday.

BEIJING, Jan. 1 (Xinhua) -- Chinese President Hu Jintao and his U.S. counterpart George W. Bush exchanged congratulatory messages Thursday to mark the 30th anniversary of the establishment of diplomatic relations between their two countries. Chinese President Hu Jintao(R) meets with U.S. President George W. Bush in Lima, capital of Peru, Nov. 21, 2008.    The establishment of diplomatic relations between China and the United States 30 years ago "is a milestone that marked a new chapter in the history of our relations and had a significant and profound impact on the international situation and the world's landscape," Hu said in his congratulatory message.     "For 30 years, thanks to the concerted efforts of generations of Chinese and American leaders and people of vision from all walks of life, we have made historic achievements in growing these relations," the Chinese president said.     "Our two countries have fruitful exchanges and cooperation in a wide range of areas. Our two peoples are increasing mutual understanding and friendship day by day. The strategic significance and global implications of China-U.S. relations have become all the more evident," Hu said.     "These facts have proven that the establishment and development of normal state-to-state relations between China and the United States serves the fundamental interests of our two peoples and go along with the trend of the times. They have not only delivered enormous benefits to our two peoples, but have also greatly contributed to peace, stability and development of Asia and the world at large," Hu said.     The world is now undergoing complex and profound changes, Hu said, adding under the new circumstances and in the face of new opportunities and challenges, China stands ready to work with the United States to build on past achievements, sum up and draw on experience in the development of China-U.S. relations, follow the principles of the three Sino-U.S. joint communiques, and remain committed to the development of a constructive and cooperative relationship.     China is willing to further strengthen dialogue and exchanges with the United States on the basis of mutual respect, equality, mutual benefit and win-win cooperation, enhance mutual trust and cooperation, and continuously expand the basis for cooperation and common interests between the two countries so as "to promote sound, stable and in-depth growth of our constructive and cooperative relationship", Hu said.     In his congratulatory message, President Bush said the decision by the two governments to open formal ties 30 years ago "transcended profound differences in our nations' histories, cultures, and political systems and bridged a seemingly impossible divide."     "The peoples of the United States and China have come to know each other well over the last 30 years. Together, we have built bridges between our two nations in every conceivable field – from commerce and trade to education, science, sports, and the arts," Bush said.     "Over the last eight years, the relationship between our two governments has become more constructive and cooperative, and we have made progress in addressing global challenges such as terrorism, pandemic disease, and the proliferation of nuclear weapons. We have worked as global leaders to promote open markets as the best way to foster economic dynamism and development," he said.     He hoped that over the coming 30 years "our governments will build on this foundation of goodwill and work constructively together to advance the causes of peace, stability, and development."     Bush expressed his confidence that working with common purpose and determination, China and the United States can successfully address global challenges to ensure that "our children inherit a truly better and safer world."

BEIJING, Jan. 25 (Xinhua) -- Many Chinese received a smaller bonus this year because of the global financial crisis and decided to tighten their belts - but they still let their hair down for the traditional Spring Festival.     The freezing weather and slowdown in economic growth did not affect Chinese people's festivities, with supermarkets and shopping malls crowded with shoppers seeking goods for the Spring Festival celebration.     Even dairy products, which have experienced shrinking sales because of the melamine scandal, were selling.     Milk powder products of domestic brands have reappeared on the shelves, a Xinhua reporter found in Wal-Mart at Xuanwumen, Beijing.     "This is the safest period for dairy products as the government has intensified quality supervision and inspection after the scandal," said saleswoman Qiao Xinhong.     Many Chinese people like to buy boxed milk or yogurt for family reunions or as gifts to friends and relatives during the holiday.     Dairy products, however, were only one part of people's shopping list, and snacks with wider varieties, clothes, jewellery and home appliances were also popular.     The week-long Spring Festival holiday, which starts from Sunday, is China's closest equivalent to the West's Christmas shopping season.     According to the Ministry of Commerce, sales at the country's major retailers on Thursday were 2.4 times as much as that on December 31.     China's real retail sales growth in December accelerated 0.8 percentage points from November to 17.4 percent, according to figures released by the National Bureau of Statistics (NBS) Thursday.     Retail sales jumped by 21.6 percent last year to 10.8 trillion yuan (1.6 trillion U.S. dollars), which was 4.8 percentage points higher than 2007.     The booming Chinese market has become more attractive to foreign retail giants, who have suffered from weak demand caused by the global financial crisis.     "Although the global financial crisis has weighed on China's economy, the fundamental of the country's economy remains unchanged and we are very optimistic about the prospects for the Chinese market," Britain's largest retailer Tesco told Xinhua in an email.     Sales in the rural market, which is believed to have the great potential to boost domestic demand, has reported month-on-month increases since May. November retail sales in rural areas rose 18.3 percent, 8.2 percentage points higher compared with the same period of 2007 and for the first time surpassed urban consumption growth.     Wei Wanqian, a farmer in eastern China's Shandong Province, was busy with the last-minute preparations to celebrate the Spring Festival. He bought a new tractor earlier this month.     "Boosting domestic demand should be the government's major taskof economic work," said Zuo Xiaolei, senior analyst at the Beijing-based Galaxy Securities.     "Effective boosting measures along with the improvement of social security system will accelerate the consumption growth by two to three percentage points this year," Zuo said.     The State Council, or the Cabinet, has taken an array of measures to enhance domestic consumption. These included improving the rural distribution network, promoting the subsidized home appliance program and boosting festival consumption.     More detailed measures would come out in March during the delivery of the government work report, sources said.     Although the impacts of global financial crisis were still unfolding, some positive signs surfaced in December economic date, officials and analysts have said. These included the figures on money supply, consumption and industrial output.     Whether the "positive changes" represented a trend was unclear, NBS director Ma Jiantang said.

BEIJING, Nov. 3 (Xinhua) -- Leaders from the Communist Party of China(CPC) and the Prosperous Armenia of Armenia pledged to promote contacts based on principles of independence, equality and non-interference in each other's internal affairs on Monday.     Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee, and Gagik Tsarukyan, president of the Prosperous Armenia agreed to learn from each other to cement the relations between the two countries during a meeting at the Great Hall of the People.     Li said Sino-Armenia relations had developed smoothly and cooperation in the fields of trade, education, science and agriculture had been fruitful since the two countries forged diplomatic ties in 1992.     He expressed appreciation of Armenia's adherence to the one-China policy, saying China valued ties with Armenia and would upgrade the bilateral ties to benefit the two peoples.     Tsarukyan echoed that his party would strengthen cooperation with the CPC to further relations between Armenia and China.     Prosperous Armenia of Armenia was founded by Tsarukyan in late 2005, and now is the second largest political party in parliament.     Tsarukyan and his party are visiting China at the invitation of the International Department of the CPC Central Committee.

Chinese Vice Premier Wang Qishan (front R) shakes hands with U.S. Treasury Secretary Henry Paulson at a signing ceremony on energy and environmental protection cooperation during the fifth China-U.S. Strategic Economic Dialogue in Beijing, China, Dec. 4, 2008.    BEIJING, Dec. 4 (Xinhua) -- A senior Chinese official said here on Thursday that China and the United States have reached consensus in five major areas to step up energy and environmental protection cooperation during the on-going fifth round of the Strategic Economic Dialogue (SED).     Zhang Xiaoqiang, vice minister in charge of the National Development and Reform Commission (NDRC), said the five areas are as follows.     First, the SED completed preparations to start cooperation in five areas: electricity, clean water, clean transportation, clean air and the conservation of forest and wetland ecosystems, mapping out plans and roadmaps.     China and the United States signed a 10-year energy and environmental protection cooperation framework in June during the fourth SED held in Washington, with these five areas as initial goals. Chinese Vice Premier Wang Qishan (front R) and U.S. Treasury Secretary Henry Paulson attend the signing ceremony on energy and environmental protection cooperation during the fifth China-U.S. Strategic Economic Dialogue in Beijing, China, Dec. 4, 2008.    Second, both sides agreed that energy efficiency would be the sixth initial goal.     Third, the SED achieved agreement on a framework document for the green partnership project under the 10-year cooperation framework. It will be formally signed by Chinese Vice Premier Wang Qishan and U.S. Treasury Secretary Henry Paulson.     Fourth, institutions including China's NDRC and the China Exim Bank, as well as the U.S. Trade and Development Agency and the Export-Import Bank of the United States, will sign a memorandum of understanding on measures to support the 10-year energy cooperation.     Fifth, seven eco-partnerships from the two countries will sign letters of intent on cooperation. These agreements include one involving China's southwestern Chongqing Municipality, the U.S. city of Denver and car maker Ford on an electric and hybrid automobile project.     The two-day SED, which is to end on Friday, also covers macro-economic risks, trade challenges and the investment environment.

BEIJING, Jan. 22 (Xinhua) -- China's economy cooled to its slowest pace in seven years in 2008, expanding 9 percent year-on-year as the widening global financial crisis continued to affect the world's fastest-growing economy, official data showed Thursday.     Gross domestic product (GDP) reached 30.067 trillion yuan (4.4216 trillion U.S. dollars) in 2008, Ma Jiantang, director of the National Bureau of Statistics (NBS), told a press conference.     The 9-percent rate was the lowest since 2001, when an annual rate of 8.3 percent was recorded, and it was the first time China's GDP growth fell into the single-digit range since 2003.     The year-on-year growth rate for the fourth quarter slid to 6.8 percent from 9 percent in the third quarter and 9.9 percent for the first three quarters, according to Ma. Graphics shows China's gross domestic product (GDP) in the year of 2008, released by the National Bureau of Statistics (NBS) on Jan. 22, 2009. China's GDP reached 30.067 trillion yuan (4.4216 trillion U.S. dollars) in 2008, expanding 9 percent year-on-year.    Economic growth showed "an obvious correction" last year, but the full-year performance was still better than other countries affected by the global financial crisis, said Zhang Liqun, a researcher with the Development Research Center of the State Council, or cabinet.     He attributed the fourth-quarter weakness to reduced industrial output as inventories piled up amid sharply lower foreign demand.     Exports, which accounted for about one-third of GDP, fell 2.8 percent year-on-year to 111.16 billion U.S. dollars in December. Exports declined 2.2 percent in November from a year earlier.     Industrial output rose 12.9 percent year-on-year in 2008, down 5.6 percentage points from the previous year, said Ma.     SEEKING THE BOTTOM     Government economist Wang Xiaoguang said the 6.8-percent growth rate in the fourth quarter was not a sign of a "hard landing," just a necessary "adjustment" from previous rapid expansion.     "This round of downward adjustment won't bottom out in just a year or several quarters but might last two or three years, which is a normal situation," he said.     A report Thursday from London-based Standard Chartered Bank called the 6.8-percent growth in the fourth quarter "respectable" but said the data overall presented "a batch of mixed signals."     It said: "We probably saw zero real growth in the fourth quarter compared with the third quarter, and it could have been marginally negative."     The weakening economy has already had an impact on several Chinese industrial giants. Angang Steel Co. Ltd. (Ansteel), one of the top three steel producers, said Wednesday net profit fell 55 percent last year as steel prices plunged. It cited weakening demand late in the year.     However, officials and analysts said some positive signs surfaced in December, which they said indicated China could recover before other countries.     December figures on money supply, consumption, and industrial output showed some "positive changes" but whether they represented a trend was unclear, said Ma.     Outstanding local currency loans for December expanded by 771.8 billion yuan, up 723.3 billion from a year earlier, according to official data.     Real retail sales growth in December accelerated 0.8 percentage points from November to 17.4 percent. Industrial output also accelerated in December, up 0.3 percentage points from the annual rate of November.     Wang Qing, Morgan Stanley Asia chief economist for China, said GDP growth would hit a trough in the first or second quarter. China will perform better than most economies affected by the global crisis and gradually improve this year, he said.     Zhang also predicted the economy will touch bottom and start to recover later this year, depending on the performance in January and February.     Zhang forecast GDP growth of more than 8 percent for 2009, based on the assumption that domestic demand and accelerating urbanization would help cushion China from world economic conditions.     Wang Tongsan, an economist with the Chinese Academy of Social Sciences, said whether GDP growth exceeds 8 percent this year depends on how the world economy performs and how well the government stimulus policies are implemented.     Ma characterized the "difficulties" China experienced in the fourth quarter as temporary, saying: "We should have the confidence to be the first country out of the crisis."     Overall, the economy maintained good momentum with fast growth, stable prices, optimized structures and improved living standards, said Ma.     China's performance was better than the average growth of 3.7 percent for the world economy last year, 1.4 percent for developed countries and 6.6 percent for developing and emerging economies, he said, citing estimates of the International Monetary Fund.     "With a 9-percent rate, China actually contributed more than 20 percent of global economic growth in 2008," said Ma.     He said the industrial structure became "more balanced" last year, with faster growth of investment and industrial output in the less-developed central and western regions than in the eastern areas.     Meanwhile, energy efficiency improved: energy intensity, the amount of energy it takes to produce a unit of GDP, fell 4.21 percent year-on-year in 2008, a larger decrease than the 3.66 percent recorded in 2007, said Ma.     WORRIES ABOUT CONSUMPTION     A slowing economy poses a concern for the authorities, which they have acknowledged several times in recent weeks, as rising unemployment could threaten social stability. It could also undermine consumer spending, which the government is counting on to offset weak external demand.     The government has maintained a target of 8 percent annual economic growth since 2005.     China announced a 4 trillion-yuan economic stimulus package in November aimed at boosting domestic demand.     Retail sales rose 21.6 percent in 2008, 4.8 percentage points more than in 2007, said Ma.     Ma said he believed domestic consumption would maintain rapid growth as long as personal incomes continue to increase and social security benefits improve.     Urban disposable incomes rose a real 8.4 percent last year, while those of rural Chinese went up 8 percent, he said.     Analysts have warned that consumption could be affected if low rates of inflation deteriorate into outright deflation and factory closures result in more jobless migrant workers.     The urban unemployment rate rose to 4.2 percent at the end of 2008, up 0.2 percentage point year-on-year.     Ma said about 5 percent of 130 million migrant workers had returned to their rural homes since late 2008 because their employers closed down or suspended production. Other officials have said that 6.5 percent or even 10 percent of migrant workers have gone home after losing their jobs.

BEIJING, Dec. 26 (Xinhua) -- The three warships forming the small fleet that set sail from Sanya in south China's Hainan Province for escort mission off Somali are among the most sophisticated vessels of the Chinese navy.     The flagship of the fleet, DDG-169 Wuhan, is a multi-purpose missile destroyer of Type 052B of the People's Liberation Army Navy. It was built by Jiangnan Shipyard of Shanghai in 2002. A ceremony is held before a Chinese naval fleet sets sail from a port in Sanya city of China's southernmost island province of Hainan on Dec. 26, 2008. The Chinese naval fleet including two destroyers and a supply ship from the South China Sea Fleet set off on Friday for waters off Somalia for an escort mission against piracy.    With a displacement of 7,000 tonnes, DDG-169 Wuhan is equipped with 16 anti-ship missiles, 48 surface-to-air missiles, close-in weapons system and a helicopter.     DDG-171 Haikou, the Navy's latest destroyer model, is one of the two Type 052C destroyers. It was built by Jiangnan Shipyard in2003. Photo taken on Dec. 25, 2008 shows the Chinese Navy's supply ship Weishanhu in Sanya, capital of South China's Hainan Province. The Chinese Navy's three-ship fleet awaiting sail to waters off Somalia has finished its preparations for the overseas deployment, the fleet commander said Thursday.     DDG-171 Haikou is equipped with China's first generation of phased-array radar and a vertically launched long-range air defence missile system. It will provide air defense the fleet. The ship displaces nearly 7,000 tonnes.     Type 052C destroyers provide the Navy with China's first true aerial defense capability. Both the Wuhan and Haikou have a maximum speed of 30 knots.     The supply ship, Weishanhu (pennant number 887) of the Navy's Qiandaohu class, was launched by Huangpu Shipyard in Guangzhou in 2003. It was commissioned in 2004. Weishanhu is the Navy's first model designed to have round-the-clock supply capacity.     Having a displacement of 23,000 tonnes and maximum speed of 19 knots, Weishanhu is the biggest homemade multi-product replenishment ship. Although its primary role is supply, it can also defend itself and take part in offensive operations using its eight 37mm guns.     All three warships belong to the South China Sea Fleet, headquartered in Zhanjiang of Guangdong Province.     The task force commander is Real-Admiral Du Jingchen, who serves as chief of staff of the South China Sea Fleet.     En route to the Gulf of Aden and waters off Somalia, the commander told Xinhua that the expedition has not been given any landing plans and Chinese warships will not accept assignment from other countries or regional organizations.     "But we will exchange information with other country's escort ships and provide humanitarian help in our power to foreign vessels in danger," Du said.
