NAIROBI, Jan. 6 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who was visiting Nairobi, capital of Kenya, said Wednesday China-Africa relations are enjoying broad popular support and a solid political foundation and the two sides should forge a new type of strategic partnership to increase the vitality and creativity of cooperation in the new era.     "In fact, with the joint efforts and cultivation of the two sides, China-Africa relations have made much progress in recent years as evidenced by deeper political mutual trust, closer cooperation for mutual benefits, and stronger people-to people ties," said Yang at a joint press conference with Kenyan Foreign Minister Moses Wetang'ula.     The top Chinese diplomat said in the haze of the international financial crisis, both China and Africa have met the difficulties head-on and accelerated cooperation, which has become a highlight in the international cooperation for development.     "This is the success of China and Africa. This is also the success of South-South cooperation. It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. We will work with all member states of FOCAC to implement the outcomes of the Ministerial Conference in a concrete way," he said, adding that one of the important missions of his visit to Africa, which will also bring him to Nigeria, Sierra Leone, Algeria and Morocco, is "to show to Africa the sincerity of the Chinese government, discuss with African countries the implementation actions on the ground, and bring the outcomes of the conference to the African people".     On his part, Wetang'ula applauded good relationship between the two countries and expressed appreciation of China's technical and financial support to Kenya, reiterating that Kenya committed to One-China policy.

BEIJING, Jan. 9 (Xinhua) -- China Saturday "strongly" urged the United States to respect its core interests and grave concerns, and immediately stop arms sales to Taiwan to avoid harms to the Sino-U.S. cooperation.     The U.S. arms sales to Taiwan undermined China's national security as well as the peace and stability across the Taiwan Strait, Vice Foreign Minister He Yafei told Xinhua in an exclusive interview, once again voicing China's "resolute opposition" to the sales.     This was the sixth official announcement made by China over the issue in a week, as spokespersons with the Foreign Ministry and the Defense Ministry had repeatedly denounced the U.S. move.     He said that in response to the U.S. government's recent approval of Raytheon Company and Lockheed Martin Corp. to sell weapons to Taiwan, the Chinese side had made solemn representations with the U.S. side.     The two U.S. Companies' sales plan was part of the arms sales package announced in October 2008 under the Bush Administration, which included weapons and equipments such as Patriot III anti-missile system.     The sales of weapons to Taiwan seriously violated the three Sino-U.S. joint communiques, in particular the principles enshrined in the August 17 Communique, said He, adding China's stance on this issue was always "consistent, clear and unswerving."     He said the Taiwan issue was "the most important and sensitive issue at the core of Sino-U.S. relations."     Noting the Sino-U.S. relations had maintained a steady momentum of development since U.S. President Barack Obama took office, He said this progress was hard-earned and should be valued by both countries.     China hoped the United States would work with China to earnestly implement the important consensus on developing bilateral relations reached by leaders of the two countries, strictly abide by the three Sino-U.S. joint communiques and principles of the joint statement issued last November, enhance bilateral dialogue, coordination and cooperation in various spheres, so as to push forward the sound and steady development of bilateral ties, said He.

SINGAPORE, Nov. 14 (Xinhua) -- Chinese President Hu Jintao and other leaders of the Asia-Pacific Economic Cooperation (APEC) member economies met Saturday to explore ways of countering the international financial crisis and reviving the world economy.     During the two-day meeting, the APEC leaders were to focus on the financial crisis, climate change, protectionism, supporting a multilateral trading platform, and advancing regional economic integration. APEC leaders exchanged views on "connecting the region" during the opening session. Chinese President Hu Jintao attends the 17th Asia-Pacific Economic Cooperation (APEC) Economic Leaders Meeting in Singapore, Nov. 14, 2009    Chinese President Hu Jintao expounded on China's position concerning multilateral trading.     Hu said in his remarks that safeguarding a stable multilateral trading mechanism and advancing the Doha Round negotiations would help promote the openness of international trade, curb protectionism and revive the world economy. Chinese President Hu Jintao (2nd L) shakes hands with Malaysian Prime Minister Najib Tun Razak during the Asia-Pacific Economic Cooperation (APEC) Leaders' luncheon on Nov. 14, 2009 in Singapore. Such moves are of vital importance to all members, particularly the developing members, in countering the financial crisis, and conform to the common interests of all relevant parties, Hu said.     "We must be committed to our promises, strongly oppose trade protectionism in all its manifestations, be vigilant against and correct the 'invisible' protectionism acts in various forms, reduce and eliminate trade barriers, and solve trade disputes through dialogue and coordination, thus creating favorable conditions of the full recovery and long-term development of world economy," Hu said.     The Chinese president said China strongly supports trade and investment liberalization and facilitation and is committed to establishing a fair, open, equitable and non-discriminatory multilateral trading mechanism.     "China is ready to work with other members to play a constructive role and advance the Doha Round negotiations, on the basis of locking in the existing achievements and respecting the Doha mandate," he said.     "We are ready to speed up the settlement of the remaining issues and work for early comprehensive and balanced outcomes in the negotiations at an early date in order to achieve the goals of the development round," Hu said.     The Chinese president also made a three-point proposal to APEC for improving its cooperation efficiency:     -- To continue to promote trade and investment liberalization and facilitation, focusing on its own characteristics:     "Through meeting the Bogor Goals on schedule next year by the APEC developed members, the APEC will demonstrate its determination to advance trade and investment liberalization, and oppose trade protectionism," Hu said.     Such a move is of great significance to increasing confidence, expanding regional trade and pushing forward regional economic integration, Hu added.     China supports APEC in "meeting the Bogor Goals on schedule by its developed members" as its priority working agenda, and to advance it steadily, Hu said.     -- To increase input and advance economic and technological cooperation for more fruitful results:     Hu announced that China will allocate 10 million U.S. dollars to establish an APEC cooperation fund in China, to encourage and support relevant agencies and enterprises to participate in APEC economic and technological cooperation.     -- To reform and make innovations to inject new vitality to the APEC mechanism:     APEC should adapt itself to new situations, meet the challenges, and steadily advance its reform and structural construction, the Chinese president said.     Following the first-day session of the APEC Economic Leaders Meeting, the Chinese president, together with other leaders of the APEC member economies, met with representatives of the APEC Business Advisory Council.     They exchanged views on opposing protectionism, promoting investment facilitation, climate change negotiations and advancing regional economic integration.     The two-day Economic Leaders Meeting is the culmination of this year's annual APEC meetings, which also include the ministerial meeting, senior officials' meeting and a business summit.     According to Chinese officials accompanying Hu, the Chinese president was to elaborate on China's stance on the battle against the financial crisis and the global economic recovery, China's position on the challenges posed by climate change, food and energy security, and China's views on APEC's future development.     Since APEC's inception in 1989, APEC's total trade has grown 395 percent, significantly outpacing the rest of the world. During the same period, the GDP (in purchasing power parity terms) in the APEC region has tripled, while the GDP in the rest of the world has only less than doubled.     APEC's 21 member economies are Australia, Brunei, Canada, Chile, China, China's Hong Kong, Indonesia, Japan, Republic of Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, Chinese Taipei, Thailand, the United States and Vietnam.

BEIJING, Nov. 25 (Xinhua) -- China's Ministry of Commerce (MOC) Wednesday voiced strong opposition against the United States' imposition of anti-subsidy tariffs on Chinese oil well pipes, saying the move was "discriminatory."     The United States made a decision Tuesday to impose duties ranging from 10.36 percent to 15.78 percent on Chinese oil well pipes for alleged unfair subsidies.     "China is strongly opposed to the U.S. move of continuing with its discriminatory measures and arbitrarily raising the anti-subsidy duty rates," said Yao Jian, spokesman of the MOC.     Yao reiterated that the United States should live up to its promise made at the G20 Summit and the consensus reached earlier by leaders of the two countries to fight trade protectionism.     Earlier this month, the U.S. Commerce Department also slapped preliminary anti-dumping tariffs on the pipe up to 99 percent based on the allegation that "Chinese producers/exporters have sold OCTG (oil country tubular goods) in the United States at prices ranging from zero to 99.14 percent less than normal value."     Customs data showed that pipes involved were worth 3.2 billion U.S. dollars in 2008, taking up 46 percent of the total amount of Chinese steel products exported to the United States (6.9 billion dollars).     More than 90 companies were affected, including major steel companies like Baosteel, Tianjin Pipe and Ansteel.

BEIJING, Dec. 27 (Xinhua)-- Premier Wen Jiabao admitted Sunday that it'd be good if lending by Chinese banks had not been growing on a too large scale as a result of the government's immediate response to the global financial crisis."It would be good if our bank lending was more balanced, better structured and not on such a large scale," he said in an exclusive interview with Xinhua News Agency.     Wen said the State Council had noticed the problem in the middle of the year and moved to correct it. "It has been improving in the second half of this year," he said. Chinese Premier Wen Jiabao (L) smiles during an exclusive interview with Xinhua News Agency at Ziguangge building inside Zhongnanhai, an office compound of the Chinese central authorities at the heart of Beijing, capital of China, Dec. 27, 2009    Credit expansion was one of the "unexpected difficulties" China had encountered in dealing with the worst crisis in decades, Wen said.     The State Council had to learn from past experience, detect problems and make persistent efforts to fight the crisis effectively, he said.     Wen said it was too early to grade China's performance in tackling the crisis because it was far from over and much work was yet to be completed.     He admitted that the State Council had time in the second half of the year to calmly reflect on the problems arising from the emergency response to the economic crisis.     The State Council had thoroughly discussed measures to cultivate new economic growth points, especially relating to emerging strategic industries such as the Internet, the green economy, the low-carbon economy, sensor technology and bio-pharmacy, he said.     "I think one of the linchpins for the world to overcome the economic crisis is wisdom, and, most importantly, science and technology," he said. BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the China Federation of Logistics and Purchasing (CFLP) said on Tuesday.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.
