BEIJING, June 25 (Xinhua) -- Chinese President Hu Jintao raised a five-point proposal Thursday to advance the Sino-Turkish friendly and cooperative relationship to a higher level.     Hu put forward the proposal on promoting the Sino-Turkish partnership on the basis of mutual respect, mutual trust, equality and mutual benefit as well as common development, when talking with visiting Turkish President Abdullah Gul at the Great Hall of the People in Beijing. China was willing to work with Turkey to strengthen political ties, said Hu, adding that the two governments should strengthen communication and coordination and support each other on important issues concerning their core interests.     Their legislatures and parties should continue to conduct multi-level exchanges, so as to promote understanding and friendship. Chinese President Hu Jintao (R) shakes hands with visiting Turkish President Abdullah Gul during a welcoming ceremony for Gul at the Great Hall of the People in Beijing, capital of China, on June 25, 2009.    According to Hu, the other four points include expanding bilateral trade and economic cooperation, boosting cooperation to combat the "three evil forces" of terrorism, separatism and extremism and cross-border crimes, intensifying exchanges and cooperation in the fields of culture, education, tourism, mass media and public health, and maintaining multilateral cooperation to promote world harmony.     China is ready to strengthen communication and coordination with Turkey on the Middle East issue and combating pirates in the waters off Somalia and the Gulf of Aden, said Hu, noting that China also hoped to support and cooperate with Turkey in sustainable development and jointly dealing with the global challenges.     Hailing the long history of friendship between the Chinese and Turkish peoples, Hu said bilateral relations had made considerable achievements since the two countries forged diplomatic ties in 1971.     Hu said recent years had witnessed frequent high-level exchanges, increased mutual political trust, continuously enhanced cooperation and close coordination and collaboration in international and multilateral affairs.     China appreciated Turkey's adherence to the one-China policy and its support to China on the issues of Taiwan and Tibet, the president noted.     Gul said Turkey attached great importance to Turkish-Sino relations and spoke highly of China's achievements in its social and economic development and the significant role China played in international affairs.     Turkey was willing to strengthen political relations with China and boost cooperation related to finance, tourism, culture, infrastructure construction and science and technology, said Gul.     There was great promise for bilateral economic and trade cooperation, said Gul, stressing that Turkey seeks to further strengthen trade exchanges with China and expects more Chinese enterprises to make investments there.     Sino-Turkish trade was 12.6 billion U.S. dollars in 2008, up 6.8 percent year on year, and 8.6 billion U.S. dollars in China's favor, according to the Ministry of Commerce.     Gul also reiterated Turkey's adherence to the one-China policy and expressed the hope that it could enhance coordination with China in the United Nations and other multilateral organizations and cement cooperation in combating terrorism.     After the meeting, the two leaders witnessed the signing of seven bilateral documents on cooperation in foreign affairs, energy, cultural heritage, mass media and trade finance.     Gul arrived here on Wednesday, kicking off a six-day state visit to China as Hu's guest.

HONG KONG, June 30 (Xinhua) -- The renminbi deposits with authorized institutions in Hong Kong rose 0.8 percent in May to 53. 4 billion yuan (7.8 billion U.S. dollars), representing about 2 percent of the foreign currency deposits, the Hong Kong Monetary Authority said Tuesday.     The total deposits rose 2 percent in the same month, with the HK dollar deposits rising 2.7 percent as the expansion in demand and savings deposits exceeded the contraction in time deposits.     Foreign currency deposits climbed 1.4 percent.     Seasonally-adjusted HK dollar M1, the narrowest measure of money supply in an economy, rose 9.6 percent in May and 26.8 percent from a year earlier. Unadjusted HK dollar M3, the broader measure, grew 2.5 percent in May and 8.1 percent year on year.     Hong Kong, a southern Chinese special administrative region and free trade hub, has been trying to foster the development of RMB financial market recently with a pilot scheme using yuan for cross- border trade settlement and the issuing of yuan-denominatedbonds in Hong Kong by local and foreign banks operating in the mainland.

UNITED NATIONS, May 4 (Xinhua) -- China on Monday called on the international community to continue to push forward the nuclear disarmament process.     Cheng Jingye, director-general of arms control and disarmament department of the Chinese foreign ministry, made the appeal here at the third session of the Preparatory Committee for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.     Complete prohibition and thorough destruction of nuclear weapons for the establishment of a world free of nuclear weapons is not only the shared aspiration of the international community, but also the goal that China has advocated and worked for over the years, Cheng said.     "China believes that nuclear disarmament should be a fair and reasonable process of gradual reductions towards a downward balance," he said.     Cheng urged nuclear-weapon states to commit themselves unequivocally to complete prohibition and thorough destruction of nuclear weapons, and negotiate and conclude an international legal instrument at an early date.     Pending achievement of the above-mentioned goal, nuclear-weapon states should reduce the role of nuclear weapons in their national security policies, he said. They should undertake unequivocally not to be the first to use nuclear weapons, and conclude an international legal instrument on not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapons-free zones.     As states with largest nuclear arsenals, the United States and Russia bear special and primary responsibilities, he said. They should continue to drastically cut their nuclear arsenals, which is indispensable for advancing the nuclear disarmament process and realizing the ultimate goal of complete and thorough nuclear disarmament.     China welcomes the agreement of the United States and Russia to start negotiations on a new bilateral nuclear disarmament treaty, and hopes that the two countries will further reduce their nuclear arsenals in a verifiable and irreversible manner, Cheng said.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.

BEIJING, June 5 (Xinhua) -- China will continue its massive elimination of backward industrial facilities in 2009 to save energy and cut pollution in its bid to address climate change, the government said Friday.     China aims to close down small coal-burning power stations with a total generating capacity of 15 million kilowatts, according to an action plan approved by a joint meeting of the national steering committee for responses to climate changes and the State Council steering committee for energy-saving and emission control Friday.     China will continue to eliminate obsolete capacity in key industries, including 10 million tonnes in iron-making industry, 6million tonnes in steel industry, and 50 million tonnes in cement industry, said the plan examined at the meeting presided by Premier Wen Jiabao.     The meeting decided to adopt more measures, including stricter energy efficiency and environmental assessments, to control the expansion of industries that consumed excessive energy and discharged pollutants. (Xinhua/Pang Xinglei)    The government also called for the promotion of recycling and the use of energy efficient products, including subsidizing purchases of energy-efficient air conditioners, refrigerators and lamps.     Central and local governments would further increase investment in energy efficient projects.     In 2009, such projects are expected to reduce energy consumption equal to 750 million tonnes of standard coal usage. New sewage treatment projects will treat 10 million cubic meters of waste water.     The government would also publicize local government efforts to reduce energy consumption, improve supervision and enhance cooperation with international agencies to develop alternative energies and low-carbon technologies.     The government has set a goal to reduce energy consumption per 10,000 yuan (1,464 U.S. dollars) of gross domestic product (GDP) by 20 percent from 2006 to 2010.     In the three years to 2008, energy consumption per unit of GDP fell 10.1 percent, according to the State Council. That means saving 300 million tonnes of standard coal and cutting carbon dioxide emissions by 750 million tonnes.     Emissions of sulfur dioxide in the same period fell 8.95 percent, and chemical oxygen demand (COD), a measure of water pollution, was down 6.61 percent.

BEICHUAN, Sichuan, May 10 (Xinhua) -- The quake-devastated Beichuan county seat in southwest China's Sichuan Province reopened Sunday to residents to mourn the dead ahead of the first anniversary of the disaster.     Some 21,000 people, or two-thirds of the county seat's population, were dead or missing in the 8.0-magnitude earthquake on May 12 last year, making the county the worst hit in the quake.     The county will be open for four days till Wednesday.     Mourners brought flowers, incense and candles and set off firecrackers in the ruins of former bus stations, county government buildings and homes. The police distributed bottled water to the crowd for free. BEIJING, July 4 (Xinhua) -- China did not lose its advantages in foreign trade despite global downturn and could retain foreign trade level above the global average once global economy recovered, a senior Chinese official said Saturday.     Yi Xiaozhun, vice commerce minister, was speaking at the Global Think Tank Summit that ended Saturday in Beijing.     Though China's foreign trade would not rise sharply as it did in the past few years, the country did not lose its foreign trade advantages thanks to policies to stimulate domestic demands, Yi said.     He said China had been diversifying foreign trade and reported increased trade with countries in Africa, Middle East, middle Asia and Latin America.     Yi also called for halt on protectionism, saying that protectionism had been picking up and about 40 percent of anti-dumping cases and 70 percent of anti-subsidy cases targeted China.     He called for pushing forward the Doha round negotiation, which he believed was key in fighting against protectionism.

BEIJING, June 2 (Xinhua) -- China and the United States are ratcheting up efforts to prepare for strategic and economic talks this summer as U.S. Treasury Secretary Timothy Geithner continues his visit to Beijing.     "China-U.S. relations show a good momentum of development as both sides have kept close contacts since the new U.S. administration took office," President Hu Jintao told Geithner at the start of their meeting Tuesday afternoon. UNITED NATIONS, June 15 (Xinhua) -- China on Monday called for the peaceful resolution of the Iranian nuclear issue through diplomatic negotiations.     La Yifan, minister-counselor of China's Permanent Mission to the UN, told a Security Council meeting that China has always called for resolving the Iranian nuclear issue through diplomatic negotiations in a peaceful manner.     "China always believes that resolving this issue through diplomatic means is in the interest of peace and security in the Middle East and is in the common interest of the international community," he said.     La said China is ready to continue to play a constructive role in this regard.     At present, "rare opportunities" exist with regard to the restart of the negotiations with Iran over the nuclear issue, he said.     La called on Iran to strengthen its cooperation with the International Atomic Energy Agency (IAEA) to resolve outstanding issues as early as possible.     He also urged the international community to seize the opportunity to intensify diplomatic efforts so as to ensure an early start of the negotiations.
