KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said. 

BEIJING, Aug. 11 (Xinhua) -- Chinese Vice Premier Hui Liangyu, who headed Monday to the typhoon-hit regions in Fujian and Zhejiang, warned Tuesday that the country faces grim tasks of fighting secondary disasters as a result of Typhoon Morakot. Big floods are still likely to happen as heavy rainfall persists in the south and many rivers continued to maintain high water levels, he said.     More than 20 rivers reported water levels above flood-alarm lines in Zhejiang, Fujian and Anhui provinces. The county seat of Cangnan is flooded on Aug. 10, 2009 in east China's Zhejiang Province. Rainfall brought by typhoon "Morakot", the 8th this year, has flooded the county seat of Cangnan    Hui asked relevant departments to strengthen monitoring of flooding and forecasts of other disasters, so as to relocate people as quickly as possible to minimize casualties.     Typhoon Morakot has left eight people dead and three missing on the Chinese mainland after a powerful landing in east China Sunday, according to the Ministry of Civil Affairs Tuesday.     As of Tuesday afternoon, Morakot had moved into the Yellow Sea, and would gradually pose less threat to coastal provinces in eastern China.

GENEVA, July 20 (Xinhua) -- China on Monday formally requested the World Trade Organization (WTO) to set up an expert panel to investigate and rule whether a U.S. ban on Chinese poultry imports violates WTO regulations.     The request was made at a meeting of the WTO's Dispute Settlement Body, but it was rejected by the United States according to relevant procedures.     During the meeting, the Chinese delegation reiterated that the U.S. measure is "discriminatory" and "has damaged the lawful rights and interests of China's poultry industry."     "While violating various WTO rules, the measure has severely undermined the stable development of Sino-U.S. trade in poultry products," the Chinese delegation said.     At the heart of the dispute is the U.S. Omnibus Appropriations Act of 2009, which contains a section prohibiting any funds being used to facilitate imports of poultry products from China. The act was signed into U.S. law in March, and China filed complaints to the WTO in on April 17.     While Monday's request for the WTO panel was rejected by the United States, China could make a second request at the end of this month. After the second request, the WTO panel will be established automatically.     It usually takes more than half a year for a WTO panel to give its final ruling on a trade dispute.     China and the United States banned imports of each other's poultry products in 2004 following outbreaks of bird flu. They agreed to lift the bans at the Sino-U.S. Joint Commission on Commerce and Trade in 2004.     China did lift the ban but has complained that the United States was not following suit.     China imported 580,000 tons of chicken products from the United States last year, accounting for about 75 percent of total chicken imports.

BEIJING/TAIPEI, Aug. 22 (Xinhua) -- Taiwan has started building homes for hundreds of homeless families left by Typhoon Morakot with assistance from the mainland.     Prefabricated houses with blue roof and white walls, donated by the Chinese mainland, are being set up in Pingtung County in the south of the island.     Local authorities told Xinhua Saturday that so far more than 400 homeless families have applied for the prefab houses, which have been tested safe.     Recovering signs appear in the island as Xinhua reporters saw children in the county studied in a mobile bookstore on rubble, and villages in Kaohsiung County sold homemade handbags to save money for reconstruction.     In addition to the Taiwan authorities' three-year reconstruction budget of about 100 billion New Taiwan Dollars (3.12 billion U.S. dollars), the Chinese mainland has contributed 781.8 million yuan (115 million U.S. dollars) two weeks after the disaster hit Taiwan.     The mainland's donation came from all circles of the country, including people in Sichuan Province who received generous support from Taiwan compatriots and Buddhists and monks who pray for blessings of the typhoon victims in the island.     "We will never forget the Taiwan rescuers who helped us live through the Wenchuan earthquake last year," said a worker of Dongfang Steam Turbine Works in Sichuan's Mianzhu City.     The company donated one million yuan to Taiwan victims with another 500,000 yuan raised by the company's workers.     The mainland has promised to spare no effort and offer medical, rescue, engineering and other available personnel or equipment that Taiwan compatriots need.     On Friday afternoon, 18 tonnes of vegetable was shipped to Kinmen from its closest mainland city Xiamen of Fujian Province as an emergent support to ease the vegetable shortage caused by the typhoon.     "We are contacting the agricultural associations in Taiwan and if they request we can quickly collect large amount of vegetable and send them to help Taiwan compatriots," said Guo Hao, a food company boss in Fujian.     Other disaster-relieving materials from the mainland are on the way to the island. The second batch of prefab houses arrived in Kaohsiung on Saturday afternoon and three mainland engineers headed for Taiwan to help install those houses.     The mainland's ports, maritime and transport authorities have provided favorable procedures for the disaster relief materials to Taiwan.

BEIJING, Sept. 17 (Xinhua) - A Chinese official vows on Thursday to curb the country's production overcapacity and avoid repetitious construction of projects that are less environmental-friendly.     The move is part of the country's efforts to promote energy conservation and reduction of greenhouse gas emissions, Wan Bentai, chief engineer with the Ministry of Environmental Protection (MEP), said on half of MEP minister Zhou Shengxian.     "Today's projects should never become the target of tomorrow's environment control program." He said in a speech delivered at the fifth China International Forum on Environment and Development.     The development and industrialization of green economy faces an important opportunity as the country has spent a large share of its 4 trillion yuan (586 billion U.S. dollar) stimulus package on energy conservation and greenhouse gas emissions reduction projects, he said.     He called for strengthened environment assessment measures on enterprises and optimizing the structure of key sectors such as the steel and auto industries.     The environmental problems brought about by China's sweeping urbanization, such as garbage and waste water disposal, should be seriously dealt with, he said, while stressing the importance of addressing issues in the rural areas such as water resources contamination, land pollution, garbage disposal and fertilization-caused pollution.     He also pledged that the government will intensify efforts in fostering creative and highly-efficient green technologies and encourage a green consumption model for both urban and rural dwellers.     A change to people's consumption habits, such as eating less meat, is conducive to environmental protection and greenhouse gas emission reduction, said Khalid Malik, Resident Representative of the United Nations Development Program in China, in the forum.     The fifth China International Forum on Environment and Development was co-hosted by the MEP and the United Nations Environment Program (UNEP). It was organized by the All-China Environment Federation.     The annual forum has been held for four years with the aim of creating a platform for international organizations and Chinese government agencies to discuss issues related to environmental protection. BEIJING, Sept. 21 (Xinhua) -- China's Defense Minister Liang Guanglie stressed on Monday that the absolute control under the Communist Party of China (CPC) has guaranteed the country's armed forces have achieved landmark progress in the past six decades.     Liang, a State Councilor and also member of the Central Military Commission (CMC) as a full general, made the remark during an exclusive interview with Xinhua less than ten days leading to a grand military parade scheduled on China's National Day.     The minister said a solid ideological and political leadership by the CPC is the greatest difference between the People's Liberation Army (PLA) and the armed forces of Western countries, by which the Party's troops have endured various tests and shown loyalty, bravery and services to the people.     The PLA has achieved leaping upgrades in its defensive combat abilities to realize that the armed forces could effectively safeguard the country's sovereignty and territorial integrity, Gen. Liang said.     Liang emphasized that the PLA could not make the achievements without several rounds of disarmament and its internal reforms to optimize the military resources and command systems since the People's Republic of China was founded in 1949.     The PLA once had 6,000,000 uniformed members. The most high-profile cut was conducted by late CMC Chairman Deng Xiaoping who made a surprising decision in 1985 to reduce ranks by 1,000,000, mostly from the army and military schools.     After the latest cut in 2005, the PLA now has 2.3 million servicemen, although it remains the world's most populous armed force.     Gen. Liang said that after consistent efforts by scientists and researchers as well as China's improving industrial capacities, the PLA's arsenal has been equipped with all major weapon systems on the land, in the sea and air just like other major military powers.     "We now have military satellites, advanced jets, new main battle tanks, sophisticated warships and subs," Liang said, adding that some of the weaponry have caught up with world-leading standards.     After nearly 60 years of construction and development, China has set a strategic target to realize basic defense and military modernization, he said.     Achieving this objective, the Army's mobility level will be upgraded to give greater regional capabilities, and the Navy will be capable of both a strong coastal defense and certain measures for blue water combat, Liang said.     The Air Force will be transformed from a fleet that could only provide homeland air defense to an aerial power capable of a combination of offensive and defensive operations, and the Second Artillery Corps, China's strategic missile troops, will become a truly efficient force with both nuclear and conventional striking power, he said.     The military parade on Chang'an Avenue in front of the Tian'anmen Square on Oct. 1 will probably be the best footnote to Liang's remarks.     According to Lt. Gen. Fang Fenghui, general director of the parade, 52 types of new weapon systems developed with China's own technologies will be showcased to celebrate the 60th anniversary of the founding of the PRC.     China will unveil for the first time the PLA's airborne early warning and control (AEWC) aircraft, unmanned aerial vehicles (UAV) and other novel military hardware which have seen active service.     With a distinctive theme of "Made in China" to be showcased by the military parade, the Defense Minister said the Chinese defense industry has been also upgraded from copying Russian made weapons in 1950s and 1960s to a self-reliance on designing and manufacturing from the 1970s onwards.     Another progress is the improved heritage of national defense mobilization which has played a unique role and advantage in the PLA's service in peace time and in missions to help civilians in emergencies, Liang said.     The two events that impressed the 68-year-old minister most were the PLA's engagement in fighting a severe flood disaster in 1998 and the devastating earthquake in Sichuan Province last year.     "The troops and even many veterans were quickly mobilized and gathered to fight the flood at the front line in spite of danger to life," Liang said.     "I also witnessed very moving moments during the earthquake relief work when quake survivors saved by the PLA soldiers expressed their sincere appreciations," he said.
