BEIJING, Dec. 9 (Xinhua) -- China's top legislator Wu Bangguo said Wednesday the country regards Egypt as one of the most important strategic cooperative partners among Arabian and African nations.     "We attach great importance to the relations with Egypt," Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, told visiting Deputy Speaker of Egyptian People's Assembly Zeinab Radwan. BEIJING, Dec. 10 (Xinhua) -- Ruling parties of China and Japan on Thursday pledged to deepen trust and work together for a stronger strategic relationship of mutual benefit between the two countries.     The pledge came out of a meeting between Chinese President Hu Jintao and Secretary General of the Democratic Party of Japan (DPJ) Ichiro Ozawa in Beijing on Thursday afternoon. Ozawa is leading a delegation of 600-strong members, including 146 DPJ lawmakers from the upper and lower houses of the Japanese Diet, for a four-day visit in Beijing. GENEVA, Nov. 30 (Xinhua) -- Chinese Commerce Minister Chen Deming on Monday called on the Seventh WTO Ministerial Conference to send a positive signal to the world to help stabilize and improve the crisis-hit global economy.     "Today at this gathering we should send a positive signal to the rest of the world, a signal to 'open up, advance and reform,'" Chen said at the opening plenary of the three-day conference, which was participated by trade and agriculture ministers from most of the 153 WTO members.     "Now the global economy has shown signs of stabilizing and improving, but the foundation for the turnaround is not solid. The road to complete recovery remains long and winding," Chen said.     He stressed the importance of trade opening and resisting protectionist pressures for world recovery. "We should not close our doors for fear of risks or challenges."     "As long as WTO members can form consensus to stand by their WTO commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis," he said.     The minister also stressed the need to advance the long-running Doha Round global trade negotiations as a way to reform and enhance the multilateral trade system.     Eight years after its launch with a primary goal to help poor countries prosper through trade opening, the complex Doha Round is still not in its endgame because WTO members cannot narrow gaps on such key issues as agricultural tariffs, subsidies and industrial market access.     After several missed deadlines, WTO members have set a latest deadline for concluding the Round in 2010.     Chen stressed that progress made in the past eight years, as reflected in the agriculture and NAMA (non-agricultural market access) texts as of December 2008, "is hard won, and cannot be overturned for any excuse."     He also called for respecting the Doha Round's development mandate and keeping multilateral negotiations as the major channel." Then it is hopeful that the talks can be successfully concluded in 2010."     According to the Chinese minister, the WTO, as the only institutional arrangement governing global trade, needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy.     The organization should reform toward the direction of promoting sustainable development, Chen said.     It also needs to step up efforts in Aid for Trade and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs (Least Developed Countries),can gain real benefits from globalization, he added.

BEIJING, Dec. 27 (Xinhua) -- China will maintain its pro-active fiscal policy and moderately loose monetary policy to buoy the economy in 2010 as many uncertainties persisted at home and abroad, Chinese Premier Wen Jiabao said Sunday. Averting the trend of falling global demand remained difficult, Wen said in an exclusive interview with Xinhua.     "Economies of some countries are starting to pick up, but fluctuations are still possible," Wen said.     "China's economy has been on track for recovery. However, the economic performance and operations of enterprises still mainly rely on support from government's policies," Wen said.     "A consolidated recovery in the country's economy does not point to a complete revival and a full revival does not mean China's economy is developing in a sustainable way," Wen said. "The government's economic stimulus package has proved effective."     China's economy grew 8.9 percent in the third quarter, the fastest rate in a year, after expanding by 7.9 percent in the second quarter and 6.1 percent in the first three months, boosted by the massive government investment and record bank lending.     The People's Bank of China, the central bank, scrapped lending limits of commercial banks in November last year.     In the first 11 months of this year, new bank loans hit 9.21 trillion yuan, an increase of 5.06 trillion yuan over the same period last year, far exceeding the full year target of 5 trillion yuan the government set in March.     The government pledged at the Central Economic Work Conference earlier this month that it would stick to the pro-active fiscal policy and moderately loose monetary policy in 2010 to sustain a recovery backed by the stimulus package.     The government would adjust macro-economic policies in line with the changing economic situation and study issues arising during implementation of such policies, Wen said.     China would gear more investment to social welfare, technical innovation and energy conservation and emission cuts next year, Wen said.

BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao made five proposals on promoting Sino-U.S. relations and tackling delicate issues of common concern while meeting with visiting U.S. President Barack Obama in Beijing Tuesday.     Obama, who is in Beijing for a four-day state visit to China, agreed with Hu on the proposals, reiterating that the United States does not seek to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     FURTHER STRATEGIC MUTUAL TRUST     Hu called on the two countries to continue to increase strategic mutual trust with prerequisite of respect for each other's core interests and major concerns.     He hailed Obama's statement that the United States sticks to the one-China policy and hoped that the United States would "properly handle" the Taiwan issue and forbid "Tibet independence" and "East Turkistan" forces from using U.S. territory to cover their anti-China separatist activities.     In Hu's words, China and the United States should not be opponents, but partners that trust each other and cooperate sincerely.     "The development of China is an opportunity for all nations, including the United States," Hu said. "It is not a challenge, let alone a threat."     MAINTAIN EXCHANGES AT ALL LEVELS     Hu said China and the United States should maintain different levels of communication and consultation on major issues in a timely manner through different channels, including exchange of visits, talks and meetings on multilateral occasions.     The two countries should further substantiate the results of the first round of Sino-U.S. Strategic Economic Dialogue and start soon to prepare for the second round of talks in Beijing next summer, Hu said, calling the dialogue an important platform to enhance exchanges and cooperation between the two countries.     STEP UP MACRO CONTROL     It is "necessary" for China and the United States to step up cooperation on coordinating macro economic and financial policies, pushing forward reforms in the international financial system and improving global economic governance structure, Hu said.     He also raised the issue of trade frictions, voicing hope that the United States would loosen restrictions on its export of hi-tech products to China as soon as possible, while recognizing China's market economy status and facilitating expansion of trade and investment cooperation.     "Under the current circumstances," Hu said, "the two countries should more resolutely oppose and resist trade protectionism in any form."     ADVANCE EXCHANGES, COOPERATION IN VARIOUS AREAS     The other areas proposed by Hu for further cooperation between China and the United States include infrastructure, climate change and clean energy, and exchange of students.     He said China is willing to work with the United States on space exploration and construction of high-speed railways.     The two sides should take the launch of the joint clean energy research center as a turning point and deepen cooperation on energy saving, emissions reduction, renewable energy and treatment of environmental pollution, Hu said.     China is also willing to increase counter-terrorism cooperation with the United Stats on a basis of mutual benefit and hold dialogues with the United States on issues of human rights and religions based on the principle of equality, mutual respect and non-interference with each other's internal affairs, said Hu.     WORK TOGETHER TO MEET GLOBAL, REGIONAL CHALLENGES     Hu proposed that the two countries should continue to work together on global and regional hot issues in light of the benefit gained in recent years by cooperating on climate change, nuclear non-proliferation, crackdown on transnational crimes, disaster relief and prevention and treatment of contagious diseases.

HOHHOT, Oct. 20 (Xinhua) -- Police said Tuesday they had shot and killed an escaped prisoner and apprehended three others in north China's Inner Mongolia Autonomous Region.     The four escaped on Saturday from the No. 2 Prison in Hohhot, capital of Inner Mongolia, after killing a prison guard, said a spokesman from the regional public security department.     Acting on information from local residents, police surrounded the men in Helin County early Tuesday, after they had hijacked a motor tricycle and taken the woman driver hostage.     Police shot dead Gao Bo, who resisted arrest and injured a police officer with knife, said the spokesman. He had tried to kill himself by cutting his throat with knife and jumping off a building before being captured, the spokesman said.     The hostage suffered minor injuries, he said.     Police began to hunt for the four, aged from 21 to 28, soon after their escape and the prison management issued an appeal through a local television station for information leading to their arrest.     Two of the men were serving suspended death sentences and two were serving life prison terms, said the spokesman without giving details of their convictions.     The public security department of Inner Mongolia said 12,300 police and armed police officers had been deployed to search for the escapees, who were regarded as dangerous. Police searched thousands of hotels, nightclubs and Internet bars, questioned 47,500 people and stopped 24,600 vehicles.     The four prisoners were on the run for only 66 hours before they were apprehended.     "We appreciate the local residents' help in hunting the prisoners," said Zhao Liping, head of the public security department of the region."
