BEIJING, Nov. 25 (Xinhua) -- China's Ministry of Commerce (MOC) Wednesday voiced strong opposition against the United States' imposition of anti-subsidy tariffs on Chinese oil well pipes, saying the move was "discriminatory."     The United States made a decision Tuesday to impose duties ranging from 10.36 percent to 15.78 percent on Chinese oil well pipes for alleged unfair subsidies.     "China is strongly opposed to the U.S. move of continuing with its discriminatory measures and arbitrarily raising the anti-subsidy duty rates," said Yao Jian, spokesman of the MOC.     Yao reiterated that the United States should live up to its promise made at the G20 Summit and the consensus reached earlier by leaders of the two countries to fight trade protectionism.     Earlier this month, the U.S. Commerce Department also slapped preliminary anti-dumping tariffs on the pipe up to 99 percent based on the allegation that "Chinese producers/exporters have sold OCTG (oil country tubular goods) in the United States at prices ranging from zero to 99.14 percent less than normal value."     Customs data showed that pipes involved were worth 3.2 billion U.S. dollars in 2008, taking up 46 percent of the total amount of Chinese steel products exported to the United States (6.9 billion dollars).     More than 90 companies were affected, including major steel companies like Baosteel, Tianjin Pipe and Ansteel.

TAIPEI, Nov. 8 (Xinhua) -- The Chinese mainland's 20 million yuan of donations to ethnic minorities in the typhoon-hit Taiwan have been "all given out", Kao Chin Su-mei, a representative of the ethnic minorities, said here Sunday.     Earlier in August, the Taiwan Work Office of the Communist Party of China Central Committee announced it has raised 20 million yuan (about 95.4 million new Taiwan dollars) for the ethnic minorities in Taiwan after Typhoon Morakot hit the island.     The donation plan was announced when a delegation headed by Kao Chin Su-mei visited Beijing on August 19.     The donation has been distributed to more than 2,153 homeless ethnic minority families (30,000 new Taiwan dollars for each), more than 3,300 primary and junior high school ethnic minority students in hardest-hit areas (5,000 new Taiwan dollars for each), and nearly 14,00 senior high school and junior college ethnic minority students (10,000 new Taiwan dollars for each), according to Gao Chin Su-mei.     All the donation had been distributed to ethnic minority victims of the typhoon, she said.     Currently, about 500,000 people of ethnic minorities live in Taiwan, 80 percent of whom make a living by growing and processing agricultural products.

UNITED NATIONS, Jan. 1 (Xinhua) -- China on Friday assumed the rotating presidency of the UN Security Council for the month of January.     China will perform its duty as the rotating Council president in an objective and fair way and work with other Council members to maintain international peace and security, said Zhang Yesui, China's permanent representative to the United Nations, in a recent interview.     China will do its utmost to make sure that the Security Council works in a smooth and efficient way, Zhang added.     The Security Council presidency rotates among the Council members in the English alphabetical order of their names. Each president holds office for one calendar month. China previously assumed the presidency in October 2008.     As a permanent member of the Security Council and the largest developing country in the world, China fully participates in the work of the United Nations and plays a constructive role, Zhang said.     Under the UN Charter, the Security Council has the primary responsibility for the maintenance of international peace and security in the world at large.     The Council has 15 members: five permanent members -- China, France, the Russian Federation, the United Kingdom and the United States -- and 10 non-permanent members elected by the UN General Assembly for two-year terms.     Also on Friday, Bosnia and Herzegovina, Brazil, Gabon, Lebanon and Nigeria began their two-year terms on the 15-nation Council.     The five new Security Council members were chosen after running uncontested races for the non-permanent seats, and they were duly elected by the 192-member General Assembly during a secret ballot at the United Nations Headquarters in New York in October 2009.     The five countries joined Austria, Japan, Mexico, Turkey and Uganda, whose terms on the Council end on Dec. 31, 2010.

TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. The bilateral ties are embracing fresh opportunities of development and a main purpose of his visit is to discuss with the Japanese side how to further improve the relations.     Yang said the two countries should maintain high-level mutual visits and economic dialogues to deepen cooperation. On issues where divergences still remain, the two countries should seek solutions on the basis of dialogue and consultation.     Yang also suggested Japan and China should work to ensure the peace and stability of East Asia, which includes measures to bring Democratic People's Republic of Korea back to six-party talks and denuclearize the Korean Peninsula. They also discussed issues such as climate change.     Okada also believed Japan and China should increase communication in all areas to enhance the mutually beneficial bilateral ties.     Yang also met with Speaker of the House of Representatives Takahiro Yokomichi and President of the House of Councillors Satsuki Eda on Thursday.     Yang told the Speakers of Lower and Upper Houses that the Shanghai Expo, which is to open next May, is a good channel of friendly communication between China and the rest of the world. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. They emphasized communication between the legislation bodies are important and the Japanese Diet will exert every effort to boost bilateral ties. BEIJING, Nov. 18 (Xinhua) -- Chinese Premier Wen Jiabao will meet here Wednesday with US President Barack Obama, who is on his first state visit to China since his January inauguration.     They will have a working lunch before Obama's sightseeing visit to the Great Wall in the north suburb of the Chinese capital, which will be another chance for the US head of state, who toured the Imperial Palace Tuesday, to learn more about the ancient Chinese civilization.     Obama will conclude his fist visit to China and fly to the Republic of Korea, the last leg of his four-state Asian tour, in the afternoon.     He arrived in China's economic hub Shanghai Sunday night to kick off this visit as guest of his Chinese counterpart Hu Jintao.     Hu held talks with him in Beijing on Tuesday and they met international reporters for about 40 minutes after the talks, both pledging to further bilateral ties.     Top Chinese legislator Wu Bangguo also met Obama on Tuesday, several hours before a state banquet in the Great Hall of the People in downtown Beijing.     In a joint statement issued on Tuesday, the two sides spoke highly of the tremendous development achieved since the two countries established diplomatic relations 30 years ago and reached consensus on further bilateral ties.

Recent events in the world economy have made even clearer the necessity of international cooperation and sharing experience in economic matters, and this is the very purpose, which the ITD serves.     The topic of this conference is a timely and critical one. The world has been reminded recently and forcefully of the great importance of the financial sector for macroeconomic stability, growth, and development goals. The sector plays a critical intermediating function - without it credit could not exist, capital could not be channeled to useful purposes and risks could not be managed.     The conference will take place against the background of the worst financial and economic crisis to strike the world in three generations, and, while taxation was not itself the cause of the crisis, elements of the tax system are relevant to its background and resolution.     Most tax systems embody incentives for corporations, financial institutions and in some cases individuals to use debt rather than equity finance.     This is likely to have contributed to the crisis by leading to higher levels of debt than would otherwise have existed - even though there were no obvious tax changes that would explain rapid increases in debt. Tax distortions may also have encouraged the development of complex and opaque financial instruments and structures, including through extensive use of low-tax jurisdictions - which in turn contributed to the difficulty of identifying true levels of risk.     The magnitude of the fiscal challenges facing the world economy is greater than at any other time since World War II.     Estimates done by IMF staff on the fiscal adjustment necessary to bring government debt-to-GDP ratios down to 60 percent by 2030 - over 20 years hence - show a gap in the cyclically adjusted primary balances of some 8 percentage points of GDP in advanced economies to be closed between 2010 and 2020.     This cannot all be accomplished by expenditure reduction. New, or increased, sources of revenue will need to be found, on average perhaps 3 percentage points of GDP. While improvements in compliance and administration could account for some of that gap, it will be necessary to adjust tax policies to a degree not hitherto seen on a wide scale.     Although the world economy remains weak with downside risks and much hardship remain, signs of improvement are thankfully now visible.     This is an opportune juncture, therefore, to begin the work of planning countries' exits from the deteriorated fiscal positions developed in response to the crisis, and to give thought to questions raised by the performance of the financial sector in triggering the crisis.     What role can better tax policies and administration play in preventing a recurrence of this costly episode in economic history?     The financial sector has been, and must continue to be, a critical link in the development of the world's economies. The sector has played a key role in accelerating the development of the emerging markets - many of which, prior to this most recent episode, had grown able to tap the world's financial resources at an increasing rate unparalleled in history.     And for the world's most vulnerable economies, continued financial deepening will be absolutely necessary to permit them to meet their development goals. The upcoming conference will consider the role of taxation in both the industrial and developing countries with respect to these goals.     The conference will address not only the role of the financial sector as a source of revenue itself, and its broader role in the development and growth of the world economy, but also its function in assisting in administration of the tax system-through information reporting, collection of tax payments, and withholding.     This latter role will become ever more important with growing international cooperation in fighting tax evasion and avoidance.     Finally, we must not lose sight of the main function of the tax system - to raise revenue in an economically efficient, non-distortionary, and administratively feasible manner.     Even fully recognizing the existence of both market failures and policy-induced vulnerabilities, including those that contributed to this crisis, it is important to avoid accidentally introducing distortions through the tax system that may prove worse than the evils they are intended to remedy.     "Neutrality" of taxation of the financial sector in this sense is a benchmark against which deviations from this objective may be measured and judged.     One must ask whether any proposed interventions are targeted at a recognized externality or existing distortion, and, if so, whether the proposed action is the most appropriate response. And the multilateral institutions, in particular, must look to the effects which the financial sector and its taxation may have not only on the world's highly developed economies-those with the greatest depth of financial intermediation-but at the effects, direct and indirect, on the world's developing nations.     International cooperation on these matters will be critical to making improvements that will benefit all of us. This week's important event, hosted by the Chinese government and organized by the ITD, is itself a model in this regard.

TAICHUNG, Dec. 23 (Xinhua) -- Letting in more mainland investors again hit the agenda in Taiwan as negotiators from two sides discussed mainland investment with local business people Wednesday.     At the symposium, Chen Yunlin, president of the mainland's Association for Relations Across the Taiwan Straits (ARATS), suggested Taiwan should not be "afraid" of competitors. When the mainland began to open up, the enterprises and industries also worried that they would be beaten by overseas competitors, but 30 years after, they not only survived but also became stronger, Chen said. "The restrictions will prevent mainland companies from enjoying fair competition."     She cited the complicated procedure that mainland businessmen had to undergo to travel to Taiwan.     "We have invested in an IT firm in Taiwan. Research work requires cooperation between staff on both sides and they have to travel a lot across the Strait. When there is an emergency, our mainland staff always could not go to Taiwan promptly," she said. "In a world of tough competition, we should not sacrifice efficiency."     Many mainland companies are interested in real estate development, finance and telecommunication that are still not on the list.     Long Ge, vice president of Shanghai Xiandai Architectural Design Group, just finished a business tour in Taiwan.     "We hope to set up an office in Taiwan in near future," Long said.     His company hoped to launch real estate businesses, not only design but also construction and marketing, in Taiwan. "But we cannot if the restrictions remain there," he said.
