BEIJING  -- The Industrial and Commercial Bank of China (ICBC) is forecasting an 8 percent increase in the country's Consumer Price Index (CPI) for the first quarter of 2008. The official government figures come out in mid-April.The bank said in a report issued on Thursday that the CPI would hit 8.2 percent in March, slightly down from the previous month as the effects from the snow chaos that hit China earlier this year died away.Inflation in China took its biggest jump in nearly 12 years in February when it rose 8.7 percent compared to the same period a year earlier. Food prices surged 23.3 percent while non-food prices edged up 1.6 percent from the year earlier period.Inflation was mainly fueled by rising food and energy prices in the global market, and compounded by domestic factors that included increased costs and a strong demand, the report said.The new round of global grain price rises, including rice and wheat, might add more pressure to the government's anti-inflation efforts.However, the inflation index would start decelerating in the second half of 2008 as the government's macro controls took effect. The continued global slowdown also weighed on demand and could gradually pull down prices, the report said.China rolled out a series of measures to fight inflation after the government was reshuffled last month. Among the latest moves was an increase in farm subsidies to boost production and curb grain price hikes.

NEW YORK, Sept. 23 (Xinhua) -- Chinese Premier Wen Jiabao said Tuesday that China and the United States are not rivals but partners in cooperation and they should work together to further strengthen bilateral relations.     In a speech delivered at a luncheon co-hosted by the National Committee on U.S.-China Relations and other friendly American organizations, Wen said China-U.S. relations have made significant progress since his first official visit to the United States in 2003.     High-level contacts between the two sides are more frequent than ever before, said Wen, who arrived here Tuesday to attend meetings at the headquarters of the United Nations.     "There are now over 60 dialogue and consultative mechanisms between our two countries. The Strategic Economic Dialogue and the Strategic Dialogue have in particular played an important part in increasing strategic mutual trust between the two sides."     On economic cooperation, Wen noted that China and the United States are now each other's second largest trading partners.     Dialogue and cooperation have also extended to a number of new areas, such as energy resources and climate change, he added.     In addition, China and the United States have maintained communication and coordination on global security issues such as counter-terrorism and non-proliferation and on regional and international hot-spot issues, the Chinese premier said.     The ever-deepening friendship between the two peoples is an integral part of growing relations between the two countries, Wen said.     He also expressed sincere appreciation to the American people from all walks of life for their abiding commitment to China-U.S. friendship and extended heartfelt gratitude to the U.S. government and people for their strong support for China's earthquake relief and efforts in hosting the 2008 Beijing Olympic Games.     As to the China-U.S. relations after the upcoming U.S. presidential election, Wen said China hopes to maintain and develop the constructive and cooperative relations with the United States whoever becomes the next U.S. president. When asked about China's food safety, he said that the Chinese government has paid great attention to the country's recent infant formula milk power contamination incident and adopted a series of resolute measures to deal with it.     China will take vigorous measures to ensure the quality of products and food safety, Wen said, adding that China's exports will meet both international standards and requirements of importers and China is willing to enhance cooperation with the U.S. in this regard.     U.S. Secretary of Labor Elaine L. Chao, former Secretary of State Henry Kissinger, and Chair of the Board of Directors of the National Committee on U.S.-China Relations Carla A. WASHINGTON, Oct. 13 (Xinhua) -- A senior Chinese official said on Monday that China will continue to cooperate with other countries to cope with the current financial crisis.     "For the international community, the most urgent task is to join efforts to stem further deterioration and spread of the crisis -- the major threat to global growth -- and restore global economic and financial stability," said Yi Gang, vice governor of the People's Bank of China     "China will continue to strengthen its cooperation with concerned countries and hopes that all governments will work together to overcome the current difficulties and restore international financial stability," he said in a statement at the annual meeting of the International Monetary Fund and World Bank.     He urged the two Bretton Woods Institutions to "fulfill their mandates to maintain global monetary and financial stability and facilitate sustainable, balanced growth."     The fund should give the surveillance priority to the ongoing financial turmoil, deepen its analysis, learn lessons, and listen to the opinions of member countries, said the senior official of China's central bank.     "From the medium- and long-term perspective, the fund must address the inherent deficiencies of the current international monetary system and foster an international financial architecture adaptive to the evolving global economy and financial markets," he noted.     As the largest multilateral development institution, the World Bank should re-assess the challenges confronting the developing countries -- soaring food and fuel prices, higher financing costs, deteriorating balance of payments positions, and mounting inflationary pressures, said Yi Gang.     "With the advantages of its financing capacity and expertise, the World Bank should urge the developed countries to shoulder their due responsibilities in stabilizing the global economy through targeted measures, carried out in an even-handed and professional fashion," he said.     Yi Gang also stressed the fundamentals of the Chinese economy are "solid and resilient."     "We are confident we can weather the financial turmoil," he said. "With the global economic slowdown, it is important that China maintains its stable and relatively rapid growth." 

DUSHANBE, Aug. 27 (Xinhua) -- China and Tajikistan have reached broad consensus on deepening bilateral cooperation in politics, economy, trade and their efforts to combat terrorism, according to a joint statement issued here Wednesday following a meeting between the presidents of both countries.     TO ENHANCE NEIGHBORLY COOPERATION     According to the statement, the two sides agreed that the Chinese-Tajik Good-Neighborly and Friendly Cooperation Treaty signed last year forged a solid legal basis for the development of bilateral ties.     Both sides spoke highly of the current development of bilateral ties and believed the rapid development of cooperation in various fields has brought tangible benefits to the two peoples.     They also made a commitment on furthering exchanges and cooperation between China's National People's Congress and the Tajik Parliament, as well as among special committees and friendly groups, in order to improve the legal basis for bilateral ties, consolidate traditional friendship and enhance understanding between the two peoples.     The two sides hailed the settlement of border issues and pledged to seek long-term peace. BEIJING, April 22 (Xinhua) -- The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.     The numbers were disclosed in a work agenda approved after a recent meeting of the chairman and vice chairpersons of the NPC Standing Committee, presided over by top legislator Wu Bangguo.     The NPC Standing Committee will review draft amendments to 11 laws this year, including the Law on Protection of the Disabled, the Law on Insurance, the Patent Law, the Law on State Compensation, and the Electoral Law.     The draft amendment to the Law on Protection of the Disabled, which includes added details about stable financial support, better medical care and rehabilitation for the disabled, and favorable jobs and tax policies, is likely to be passed within this year, according to the work agenda. However, a date is not yet available. The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.    In 2008, the NPC Standing Committee will also review seven draft laws regulating management of an environment-friendly economy, administrative enforcement, management of state-owned property, food safety, social insurance, protection of intangible cultural heritage, and arbitration of land dispute in rural areas of the country.     The first five draft laws, which had already been heard last year by the 10th NPC Standing Committee, are also likely to be passed in 2008.     Moreover, the 11th NPC Standing Committee will hear another seven reports submitted by the State Council, the Supreme People's Court and the Supreme People's Procuratorate.     The work reports will cover areas ranging from disaster relief and post-disaster reconstruction work, market prices, water pollution, to judicial justice.     In addition, the 11th NPC Standing Committee will also conduct respective inspections of the implementation of the Law on the Protection of Minors, the Law on Employment Contracts, the Law of Farmers' Specialized Cooperatives, the Law on Environmental Impact Assessment, and the Compulsory Education Law.     The focus of this year's NPC Standing Committee's work is to "improve the socialistic legal system with Chinese characteristics", the work agenda said.
