BEIJING, May 11 -- China's monetary authorities are struggling to address conflicting policy goals, but inflation will remain the top policy concern, the country's central bank governor said on Saturday.     While the United States and other countries are more focused on fending off a recession, China's monetary policy must target inflation over growth and employment, Zhou Xiaochuan, the People's Bank of China governor, told a forum in Lujiazui, Shanghai's financial center.     "There is no cure-all medicine, and we have to make the final decisions -- everyone hopes there would be a cure-all solution, but there is not," said Zhou.     China's consumer price inflation would likely to rise to 8.5 percent in April from 8.3 percent in March, two sources familiar with the data said late on Thursday. The data, which is subject to last-minute revisions, will be officially released on Monday. Zhou Xiaochuan, governor of the People's Bank of China, addresses the Lujiazui Forum 2008 in Shanghai, east China, May 10, 2008. Heads of the People's Bank of China, the country's central bank, the Securities Regulatory Commission, the Banking Regulatory Commission and the Insurance Regulatory Commission all attended the two-day financial forum, opened on May 9. Lujiazui is the name of Shanghai's financial district.    Meanwhile, the government said on Friday that China's producer price index, or factory-gate inflation, hit a three-year high of 8.1 percent in April, showing a sustained build-up in pressures on consumer price inflation.     Zhou listed development of financial institutions and the imbalance in global money transfers as other issues that China's monetary policy may have to target.     He said China needs to reduce the savings ratio as the fundamental way to address its over-reliance on trade, which now accounts for more than 60 percent of its annual GDP, but he did not elaborate on possible specific measures.     On other issues, Zhou said Beijing has yet to reach a consensus over how to develop a properly functioning domestic bond market.     Disputes remain about market infrastructure, the regulatory framework as well as laws and regulations, Zhou said.

CHENGDU, Sept. 2 (Xinhua) -- Chinese Premier Wen Jiabao called the past 110 days since the May 12 quake "shocking and touching" when speaking to journalists in southwest China's quake-hit Sichuan Province on Tuesday.     "The past 110 days were days that shocked our minds, and also days that touched our hearts," said Wen. "It's not a long time, but what we did, as witnessed by people all over the world, will go down in history." Chinese Premier Wen Jiabao (C, Front) addresses a press conference in Yingxiu Town, Wenchuan, southwest China's Sichuan Province, on the morning of Sept. 2, 2008.  "Saving people was given absolute priority. We made the utmost efforts to save people's lives even if there was a slightest hope, and we never gave up," Wen recalled at an improvisatori press conference in Yingxiu Town, the epicenter of the May 12 quake.     About 84,000 people were rescued out of debris after the quake, according to Wen.     The 8.0-magnitude earthquake killed more than 69,000 people in Sichuan and neighboring provinces and left nearly 18,000 missing.     According to the quake relief headquarters under the State Council, now people in the quake zone had no problem in eating, drinking among other life necessities. No major epidemics were reported and industry and agriculture basically resumed.     The nation also demonstrated a kind of great spirit in the quake rescue and relief efforts and gained plenty of precious experiences in coping with emergencies, Wen said. "These will be more everlasting in the quake zone and in our hearts."     Citing soldiers rescuing life around the clock, volunteers taking care of survivors and local people helping each other, Wen expressed his appreciation for all the merits demonstrated on the rescuers and survivors.     Wen said the rebuilding of houses and infrastructures remained the most urgent and difficult task for relief work, citing that it took more than 100 days to fully repair the trunk road linking quake-hit Dujiangyan and Wenchuan and it required no less to keep it open as aftershocks continued to trouble the areas.     According to Wen, in October a nationwide campaign will be launched on donating clothes and quilts to the quake zone to help people there spend winter "safe and sound".     He vowed the central government would continue the relief work as best as it can along with local governments and residents.

WASHINGTON, Oct. 13 (Xinhua) -- A senior Chinese official said on Monday that China will continue to cooperate with other countries to cope with the current financial crisis.     "For the international community, the most urgent task is to join efforts to stem further deterioration and spread of the crisis -- the major threat to global growth -- and restore global economic and financial stability," said Yi Gang, vice governor of the People's Bank of China     "China will continue to strengthen its cooperation with concerned countries and hopes that all governments will work together to overcome the current difficulties and restore international financial stability," he said in a statement at the annual meeting of the International Monetary Fund and World Bank.     He urged the two Bretton Woods Institutions to "fulfill their mandates to maintain global monetary and financial stability and facilitate sustainable, balanced growth."     The fund should give the surveillance priority to the ongoing financial turmoil, deepen its analysis, learn lessons, and listen to the opinions of member countries, said the senior official of China's central bank.     "From the medium- and long-term perspective, the fund must address the inherent deficiencies of the current international monetary system and foster an international financial architecture adaptive to the evolving global economy and financial markets," he noted.     As the largest multilateral development institution, the World Bank should re-assess the challenges confronting the developing countries -- soaring food and fuel prices, higher financing costs, deteriorating balance of payments positions, and mounting inflationary pressures, said Yi Gang.     "With the advantages of its financing capacity and expertise, the World Bank should urge the developed countries to shoulder their due responsibilities in stabilizing the global economy through targeted measures, carried out in an even-handed and professional fashion," he said.     Yi Gang also stressed the fundamentals of the Chinese economy are "solid and resilient."     "We are confident we can weather the financial turmoil," he said. "With the global economic slowdown, it is important that China maintains its stable and relatively rapid growth."

BEIJING, July 22 (Xinhua) -- From anti-terrorism drills to halt of flights during the opening ceremony, Beijing is taking every possible measure to ward off terrorism and ensure security for next month's Olympic Games.     China Civil Aviation Administration announced on Tuesday a new move for Olympic security that no planes would be allowed to take off or land at Beijing Capital International Airport from 7 p.m. to midnight on Aug. 8, the night of the Games' opening ceremony. Zhou Yongkang (2nd R Front), member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, inspects a police station in the Nanchizi Community of Donghuamen Street in Beijing, capital of China, July 22, 2008. Zhou inspected public security posts for Olympics security work in Beijing on Tuesday. The security measure followed the experience of other countries that had hosted the Olympics and was ratified by the Chinese government.     "At present, the security work for the Olympics is in a key phase, and we should mobilize the masses of people to contribute to the security of the Games," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, during an inspection tour of a community in Beijing's Dongcheng District. Zhou Yongkang (R Front) talks with a volunteer during his inspection at Terminal Three of Capital International Airport in Beijing, capital of China, July 22, 2008.He further urged major officials of security-related departments and bureaus to monitor the safety work personally to ensure a smooth, orderly and effective operation.     Beijing residents felt the presence of Olympic security measures as the city launched subway security checks on passengers late last month.     Currently, air, rail and long-distance bus facilities here are on heightened alert as the Olympic Games approaches.     Armed police with dogs began round-the-clock patrols on Monday at the capital's four railway stations, including the renovated one in a southern district that hasn't yet opened.     At the Beijing West Railway Station, a major terminal, passengers were asked to taste any liquids they carried or put a sealed one under a special detector handset to identify its contents.     "Security is of the utmost importance in relation to the full success of the Olympics," China's Minister of Public Security Meng Jianzhu said at a meeting on security work.     He demanded all police bureaus take actions immediately and make full preparations to respond to any possible emergencies.     The end of a series of anti-terrorist drills dubbed "Great Wall5" at the national level in June marked the beginning of the anti-terrorism campaign in China.     At present, an anti-terrorist force of nearly 100,000 commandos, police and army troops was being deployed for handling possible terrorist attacks before and during the Beijing Olympic Games, official statistics showed.
