GUANGZHOU: Zhuhai in Guangdong Province and the Macao Special Administrative Region (SAR) are under threat from a serious saltwater tide that is likely to worsen over the next two months, the provincial water resource department said Thursday. The saltwater tide arrived in Zhuhai in the first half of November, earlier than the usual saltwater tide season from December to February.Last month, the city's main water source, Pinggang Water Pumping Station, was rendered incapable of pumping qualified fresh water for 171 hours. This seriously affected Zhuhai people's daily lives, and the impact extended throughout the Pearl River Delta.Currently, the whole city has stores of 25 million cu m of fresh water, 7 million cu m less than the same period last year.Director of the Guangdong provincial water resource department Huang Boqing said the department and other relevant organizations would do their best to control the saltwater tides and increase the amount of fresh water.Huang said construction of hydropower stations in the upper reaches of Xijiang and Beijang rivers - two tributaries of the Pearl River - should be slowed down, because they would block a large amount of fresh water and worsen saltwater tides in the river's lower reaches.Other provinces in the river's upper reaches diverted about 10 million cu m of fresh water to Zhuhai from November 20 to December 4.In addition, Zhuhai would complete a large reservoir by next October, and construction of another would begin next year and finish in 2010.However, many individuals are dredging river sands from the Pearl River Delta for profits, causing the riverbed to lower."The riverbed of Beijiang River is 30 percent lower than two decades ago," He Zhibo, a senior engineer of Zhujiang (Pearl River) water resource commission, told China Daily Thursday. The lowered riverbed cannot buffer saltwater tides. And if the river sand dredging continues, all government efforts to stem the tides would be wasted, he said.

National guidelines on economically affordable housing were released on Friday night along with new State measures on housing for low-income families, which come into effect on Saturday.Economically affordable houses ought to be around 60 sq m per unit, said the guidelines jointly released by the Ministry of Construction, the National Development and Reform Commission, and five other ministries. It said eligible purchasers will "have limited property rights", and that the apartments can only be directly sold after five years. Moreover, the document limited fundraising for cooperative housing units to independent mining corporations on the outskirts of cities and enterprises with a significant number of employees with housing problems, while stressing that they must do so with their own properties.Eligible applicants of the Measure on Low-rent Housing Security, meanwhile, are no longer limited to city households with the lowest income, but will also include all lower-income urban families with housing issues.Government subsidies, the usual means of securing housing for these social groups, are to be gathered from rental fees on low-rent housing, credit risk reserves, housing provident funds, social donations and security funds. Local governments must also spend 10 per-cent of the local land-use fees on developing low-rent housing, said the measure, released by nine ministries on Monday.Because situations vary across the 656 cities that had adopted the mechanism as of October, the measure allows special funds to be allocated to central and western regions that find it financially difficult to support the construction of low-rent homes.Additionally, the construction area of these apartments, limited to 50 sq m per unit, should be granted preferential status on a stand-alone basis in land supply schemes and annual land-use applications.Months earlier, the central government urged local governments to reserve at least 70 percent of the land designated for residential construction for units under 90 sq m. But since the housing security system is expected to cover all low-income Chinese families by 2010, implementation of the new measure and relevant policies has a long way to go.Figures from the Ministry of Construction show that nearly 10 million households still live in a housing space, per capita, of less than 10 sq m. Up to the end of 2006, only 268,000 families, or 6.7 percent of all households living on a minimum allowance, and 2.7 percent of all low-income households in China, had benefited from low-rent housing policies.Despite a record 7.04 billion yuan (.52 million) of central government investment in low-income housing so far this year, 50 billion yuan is needed every year for the next five years to continue to broaden coverage, the People's Daily reported. To address the housing problems of urban low-income families, for example, Shanghai is to pour in a total of 2 billion yuan in providing 500,000 sq m of low-rent apartments by the end of this year, Shanghai's Jiefang Daily reported on Friday. The money will come from the 8.3 billion yuan coffers of the Shanghai public housing reserve fund.Cong Chen, a staffer at the Department of Policy and Regulation of Shanghai Provident Fund Management Center, confirmed the information. The project, launched last month, has already secured 150,000 sq m of land in Jiading, Baoshan and several other districts in Shanghai, 70 percent of which are completed flats. These flats are said to be lo-cated in areas with comparatively mature transportation and living facilities, such as metro stations and bus stops, for the convenience of low-income tenants, the Jiefang Daily said.

[Xinhua]"Peace and development should be the theme of cross-Straits relations, and the common goal of the people both in the mainland and Taiwan," Hu said. Lien said peace was the basis for cross-Strait prosperity and development. Compatriots from both sides of the Straits should face up to the challenges and continue to pursue peace, so as to create economic prosperity on both sides of the Straits. The mainland is creating a miracle with a growth rate of about 10 percent for 27 years, he noted. "Peace and prosperity live together, for if there is no peace, there will be no prosperity, and only peace creates opportunities for us to pursue prosperity," he said. Lien arrived on Thursday leading a KMT delegation to attend a cross-Straits economic and trade forum, which closed on Saturday. Hu extended warm congratulations on the behalf of the CPC Central Committee for the success of the forum. "The two-day forum is an important activity for the two parties to continue exchanges and dialog," Hu said. The mainland announced at the forum a new package of beneficial policies to promote cross-Straits economic and trade relations, and the participants also passed joint proposals for closer economic and trade ties across the Straits. The 15 new favorable policies announced by the mainland pointed out a new direction for the future cross-Straits economic and trade development, Lien told Hu. Hu and Lien met for the first time in Beijing a year ago when Lien, then chairman of the Taiwan-based KMT party, had an "ice-breaking" journey to the mainland. It was also the first meeting between top leaders of the CPC and KMT in 60 years. Hu called for closer personnel, economic and cultural exchanges between the mainland and Taiwan to curb Taiwan secessionist activities and maintain peace across the Taiwan Strait.

QINGDAO, Shandong: China is likely to replace the United States as the world's third most popular tourism destination next year, a United Nations World Tourism Organization (UNWTO) official said. At present, China ranks fourth, after France, Spain and the United States. Last year, China accounted for 5.8 percent of the global tourism market, a growth of 0.3 percent compared with two years ago. Twenty-nine percent of tourists who traveled to Asia and the Pacific last year also visited China. Xu Jing, regional representative for Asia and the Pacific of UNWTO, said the market share percentages of China and the US last year were very close. "I am confident China will overtake the US next year," he said at the 2007 China (Qingdao) International Olympics & Tourism Forum, which concluded on Friday. UNWTO forecast last year that China would become the most popular destination by the year 2020. At the beginning of this year, it revised its forecast to 2015. Xu said the forecast was revised because of the rapid development of the country's tourism industry. The number of overseas travelers to China has increased from 10.5 million in 1996 to 49 million in 2006. The 2008 Summer Olympics in Beijing and the 2010 World Expo in Shanghai, will further boost China's tourism market. The Pacific and Asia Travel Association said inbound tourism to China will increase by 5 percent year-on-year between 2007 and 2009.

China's work safety agency denied claims that current coal shortage was due to the closure of small, illegal pits."China is not short of coal as the country turned out 2.53 billion tons last year, a rise of 8.2 percent year on year. Output could jump by 3.3. percent this year", said Huang Yi, spokesman for the State Administration of Work Safety (SAWS).The campaign against the illegal collieries is aimed at those without production permits working under risky conditions. The shut-down of 11,155 small coal mines in the past two years means the elimination of that number of potential pit tragedies, said Huang in an online interview with www.ce.cn on Friday.Among the suspended collieries, 7,000 to 8,000 have merged with larger mines. The output of small coal mines still account for one thirds of the national total, or near 900 million tons, the same share before the reshuffle, said the spokesman. The current coal supply strain is temporary and regional, according to Huang. The heavy snow that has fallen since mid-January, the worst in 50 years in much of China, has paralyzed transportation, frozen the power grid and caused serious economic losses. Up to 17 provinces experienced blackouts in the snow-hit areas.Coal mines nationwide are urged to beef up production to ensure power coal supply in the disaster-hit regions. The government has also ordered the railway system giving top priority to power coal transport.Power supply and coal reserves continued to resume in China. Reserves of coal for power generation increased 800,000 tonnes to 25.2 million tonnes on Thursday, equaling 13 days' supply for the country's power plants, said the Disaster Relief and Emergency Command Center under the State Council on Friday night.

The four-day Beijing air quality exercise held earlier in the month was met with mixed reaction.Diverse opinions were expressed by private car owners and public transport users.During the four days, cars bearing odd and even license plates were allowed on the roads on alternate days to see what effect this would have on the reduction of air pollution.According to a survey by Beijing Youth Daily, 61.9 percent of car owners opposed the practice in a long run while 78.2 percent of public transport users lauded it. The survey covered 3,000 residents. On the positive side, the exercise between August 17 and 20, showed a reduction in haze and smoother traffic flow.On the negative side, it has sparked further debate on the number of vehicles in the capital. About 1,000 new cars are registered every day in the city.Car owners argued that smoother traffic comes at the expense of individuals' convenience."Does being a car owner mean you have limited rights? That would be cruel and inhuman," Wang Hongsheng, head of the Volkswagen Polo club in Beijing, said.Fifty-seven percent of car owners shared his opinion.Among non-drivers, 21.9 percent did not think the even-odd plate exercise was a reasonable, scientific way to gauge air quality."It is an arbitrary way of stripping car owners of their rights. They pay for the convenience," a respondent said.Apart from the purchase price, the cost of owning a car in Beijing ranges from 10,000 yuan to 30,000 yuan (,300 to ,900) a year, he said. The survey also showed 36 percent of car owners were in favor of "public transport if managed well"."People are fed up with the poor condition of buses, and the metro where people are packed like sardines," another said.On options to improve traffic conditions, 49.9 percent said efficiency and lowering public transport fares should top the government's agenda instead of restricting car-ownership.Twenty-six percent of respondents said more roads and bridges should be built to reduce congestion, 14.5 percent were in favor of more flexible parking fees in relation to localities, and 9.5 percent said the use of bicycles, and walking should be promoted.
