BEIJING, March 1 (Xinhua) -- China's central government has allocated 28.6 billion yuan (4.2 billion U.S. dollars) to support farmers, the Ministry of Finance said in a statement Monday.The bulk of the funding -- 18.6 billion yuan -- would be used to subsidize farmers in growing improved varieties of crops such as rice, corn, and cotton.The other 10 billion yuan would subsidize purchases of farm machinery such as sowers and reapers, said the statement issued to Xinhua.The funding aimed to improve motivation in agricultural production, and stabilize the country's grain production, according to the statement.Farmers across the country would be eligible for the subsidies.The funding was on top of 86.7 billion yuan of subsidy funding to grain-growing farmers nationwide in February.The financial support for agriculture came as severe drought continued in the nation's west and south.The National Meteorological Center (NMC) issued a drought alert on Sunday warning the severe drought would continue over the next three days.The State Flood Control and Drought Relief Headquarters said Saturday the drought, which started at the beginning of February, had affected 69.6 million mu (4.64 million hectares) of arable land and left 12.7 million people and 8.4 million heads of livestock short of drinking water.

BEIJING, Feb. 1 (Xinhua) -- China said on Monday protectionism of the United States has "seriously affected" their trade ties and urged it to stop abusing trade remedy measures.The Ministry of Commerce spokesman Yao Jian made the comments on the ministry's website in response to recent U.S. decisions to impose anti-dumping duties on electric blankets and wire trays from China and an anti-dumping and anti-subsidy probe into Chinese steel drill pipes."Since the outbreak of the financial crisis, the U.S. trade protectionism has been apparently on the rise, and China has become the biggest victim of U.S. abuse of trade relief measures", said Yao.Yao said a recent accusation by a senior U.S. commerce official that China has set barriers against foreign investment was "totally contrary to the facts."China is the third largest export market of the U.S., and has been the fastest growing one for years. U.S. exports to China reached 77.4 billion U.S. dollars in 2009, driving down the U.S.-China trade deficit by 16 percent, he said."Absorbing foreign investment is part of China's basic state policy of opening-up," said Yao. "China has always been making efforts to provide a more open and more optimized investment environment for domestic and foreign investors.""Some countries themselves resort to trade protectionism, but turn around and accuse others. SEOUL, Jan. 25 (Xinhua) -- A trilateral meeting among three Northeast Asian countries is slated for Tuesday in Seoul as the three countries seek to launch a joint research on a free trade pact, Seoul's trade ministry said Monday.According to the Ministry of Foreign Affairs and Trade, the three Northeastern countries are set to discuss on terms of reference on the joint research, as well as the schedule for holding next rounds of dialogue, the ministry said.China, South Korea, and Japan decided at their summit talks on Oct. 10, 2009 to terminate private studies on the issue and to push for a joint research at an administrative level.In addition, the ministry said, the three nations as a follow- up measure agreed to launch the research in the first half of 2010 and to hold a preliminary meeting in Seoul.The private studies on the trilateral free trade pact started in 2003 when the first research was conducted on the macroeconomic impact of the deal, according to the ministry.

BEIJING, March 2 (Xinhua) -- The cross-Strait Economic Cooperation Framework Agreement (ECFA) would be open to opinions of business people on both sides before formal negotiations on details, a political advisory body spokesman said here Tuesday.Zhao Qizheng, spokesman of the annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks at a press conference of the top political advisory body's annual full session, which will open Wednesday.Zhao also said CPPCC members attending the session would call for "more generous" concessions from the mainland in the ECFA since Premier Wen Jiabao had pledged to make concessions."The reason is very simple -- Taiwan compatriots are our brothers," Wen said Saturday in an online chat with Internet users.Formal negotiations of the pact would be held at the fifth round of talks between the mainland-based Association for Relations Across the Taiwan Straits (ARATS) and the island' s Straits Exchange Foundation (SEF), two organizations authorized to handle cross-Strait issues.The basic content of the agreement would cover major economic activities across the Strait, including market access for commodity trade and service trade, rules of origin, early harvest program, trade remedy, dispute settlement, investment and economic cooperation.

UNITED NATIONS, March 18 (Xinhua) -- China on Thursday voiced its support for the liberalization of global trade and opposition to trade protectionism in all its forms in order to pave the way for the economic recovery in the world at large.The statement came as Li Baodong, the permanent Chinese representative to the United Nations, was taking the floor at the Special High-Level Meeting of the UN Economic and Social Council with the Bretton Woods Institutes, namely the World Bank and the International Monetary Fund, the World Trade Organization (WTO) and the United Nations Conference on Trade and Development."China supports the liberalization and facilitation of global trade, and opposes trade protectionism in all its forms," Li said. "We should strive for the conclusion of the Doha round negotiations in 2010 to bring about comprehensive and balanced results. We also need to redouble the efforts of the WTO to promote aid for trade, and help developing countries strengthen capacity building.""Trade is a key driver for world economic recovery," he said. " Since the outbreak of the financial crisis, world trade has plummeted, and trade protectionism is on a visible increase.
