BEIJING, Nov. 22 (Xinhua) -- A Chinese lawmaker has proposed to hold people who use public funds on lavish banquets legally accountable so as to curb the widespread practice.     Zhao Linzhong, deputy to the National People's Congress, the top legislature, was quoted by Sunday's Workers' Daily as saying that social engagements in which dining and drinking is a must seriously undermined the work style of the government and social morals.     Zhao, also board chairman of Furun Holding Group Co. Ltd. in east Zhejiang Province, said some government officials and entrepreneurs had their health and work affected by excessive dining and wining and their health and work.     It is a common practice for Chinese to have banquets or drinking parties when treating important guests, on major occasions and during festivals. Some Chinese have taken advantage of drinking and wining opportunities to seal business deals or seek political favors.     A modest reception could make visitors think that they are not important to the host.     Zhao blamed the social tradition as part of the reason, but added that the lack of supervision and legal loopholes had made the practice continue to prevail.     China has no laws governing the excessive drinking and wining at public expenses.     In October, Fu Pinghong, head of a hospital at Gaoting township in east Zhejiang Province, was sentenced to 11 years in prison on corruption and bribery charges. He had allegedly spent 440,000 yuan (64,433 U.S. dollars) of public funds on drinking, wining and entertaining guests.     Zhao believed that lavishing public funds equalized to embezzlement of state assets and laws should be amended to add the criminal offence of extravagant and wasteful spending.     Laws should be established to regulate banquets at public expenses and the local governments' budgets on banquets should be approved by legislatures, he said.

BEIJING, Jan. 2 (Xinhua) -- China's National Audit Office (NAO)announced on Saturday that, in 2009, no serious violations were found in the management of reconstruction funds for regions hit by the 2008 Wenchuan earthquake.     Auditors, however, did find some problems in the implementation of post-quake rebuilding plans, distribution of relief funds and management of reconstruction projects, said the NAO.     The NAO has transfered one violation case to the procuratorial organ in 2009. Two people responsible for the violation were arrested and another 11 people were in custody.     The NAO said it and its local offices have already released the auditing results to the public.     Liu Jiayi, chief auditor of the NAO said earlier that they would, in 2010, continue to keep a close eye on the whole process of post-quake rebuilding.

BEIJING, Nov. 25 (Xinhua) -- An awarding ceremony was held here Wednesday to honor 214 outstanding demobilized soldiers in the country.     President Hu Jintao, Premier Wen Jiabao and Li Changchun, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, met with the retired servicemen at the Great Hall of the People and congratulated them on their achievements. BEIJING, Nov. 13 (Xinhua) -- China should keep home prices from long time "abnormal increases" and divert profits made from home price hikes to the public through taxation, a senior property official said here Friday.     Dong Zuoji, director of land planning department of the Ministry of Land and Resources, said home prices would continue to rise as the land in the world's fastest-growing economy is becoming increasingly scarce, but the government should use taxes to give the added value of the land back to society.     "China hasn't seen overcapacity in real estate sector on the whole, otherwise home prices wouldn't have gained so much," he said while attending a meeting held in Beijing.     Dong said the government would increase land supply for subsidized homes and adopt measures to prevent developers from hoarding land.     The government would also guarantee land use for high-tech, high added-value enterprises while limiting that of backward production projects.     Due to a series of supportive measures adopted by the government, China's property sector rebounded strongly this year. Home prices in 70 large and medium-sized cities rose for the eight straight month in October.     Average house price in Beijing surged 43.7 percent in July from that of January, to 14,500 yuan per square meter, Golden Keys, a property agent said on July 17.

BRASILIA, Nov. 26 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday called for closer cooperation between China and Latin American countries to bring more benefits to both sides.     Addressing the Brazilian National Congress, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said it is a firm and steady foreign policy of the Chinese government to strengthen solidarity and cooperation with Latin American countries. BEIJING, Nov. 17 (Xinhua) -- China and the United States highly value the fruitful scientific and technological results achieved in the past three decades, and agreed to start dialogue on aviation and railway cooperation, said a joint statement issued after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama here on Tuesday.     "The two sides applauded the rich achievements in scientific and technological cooperation and exchanges between the two countries over the past 30 years since the signing of the China-U.S. Agreement on Cooperation in Science and Technology," said the statement.     Both sides agreed to further upgrade the level of exchanges and cooperation in scientific and technological innovation through the China-U.S. Joint Commission on Science and Technology Cooperation.     The two countries "look forward to expanding discussions on space science cooperation and starting a dialogue on human space flight and space exploration, based on the principles of transparency, reciprocity and mutual benefit," said the statement.     The two sides will exchange visits of the NASA Administrator and the appropriate Chinese counterpart in 2010, it said.     The two sides also agreed to strengthen cooperation on civil aviation, and to expand the Memorandum of Agreement for Technical Cooperation in the field of Civil Aviation between the Civil Aviation Administration of China (CAAC) and the Federal Aviation Administration of the United States.     Besides the aviation field, Chinese and U.S. officials also hope the Chinese and U.S. public and private bodies to jointly build high speed railways, said the statement.

BEIJING, Nov. 15 (Xinhua) -- China should enhance supervision and management of the country's insurance investment, said Li Kemu, vice chairman of the China Insurance Regulatory Commission (CIRC),on Sunday.     "With insurance funds were extended into disparate fields, other than bank deposit, demand for a better supervision and risk control enhanced, said Li at the International Finance Forum held in Beijing.     By the end of September, 3.4 trillion yuan (497.8 billion U.S. dollars) of insurance funds were invested in bonds, mutual funds, and stocks markets. Bonds investment alone accounted for 50.6 percent of the total.     Jiang Dingzhi, China Banking Regulatory Commission (CBRC) Vice Chairman also highlighted the importance of establishing a "all-coverage" financial supervision system.     He suggested the country broaden the financial supervision and management system, which would put the mutual funds, hedge funds, and credit risks appraisal agencies under control.     The new system requires financial institutions to share information, and also cooperate to fill the supervision blanks between different financial markets, he said.

BEIJING, Nov. 25 (Xinhua) -- China's Ministry of Commerce (MOC) Wednesday voiced strong opposition against the United States' imposition of anti-subsidy tariffs on Chinese oil well pipes, saying the move was "discriminatory."     The United States made a decision Tuesday to impose duties ranging from 10.36 percent to 15.78 percent on Chinese oil well pipes for alleged unfair subsidies.     "China is strongly opposed to the U.S. move of continuing with its discriminatory measures and arbitrarily raising the anti-subsidy duty rates," said Yao Jian, spokesman of the MOC.     Yao reiterated that the United States should live up to its promise made at the G20 Summit and the consensus reached earlier by leaders of the two countries to fight trade protectionism.     Earlier this month, the U.S. Commerce Department also slapped preliminary anti-dumping tariffs on the pipe up to 99 percent based on the allegation that "Chinese producers/exporters have sold OCTG (oil country tubular goods) in the United States at prices ranging from zero to 99.14 percent less than normal value."     Customs data showed that pipes involved were worth 3.2 billion U.S. dollars in 2008, taking up 46 percent of the total amount of Chinese steel products exported to the United States (6.9 billion dollars).     More than 90 companies were affected, including major steel companies like Baosteel, Tianjin Pipe and Ansteel.

BEIJING, Dec. 9 (Xinhua) -- The Chinese government reiterated Wednesday that to spur "sustainable and fast consumer spending" will be a priority next year, as the world's third-largest economy seeks to break from dependence on export and government pump-priming to drive post-crisis growth.     The government will continue to raise the earnings of the middle and low income groups to boost consumer spending, said a senior official with the nation's top economic planning body.     The government will step up research on optimization the income distribution mechanism to improve residents' purchasing power, Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), made the remarks at a national meeting charting the ministry's work in 2010.     The rare official stance on improving income distribution echoed the unanimous call from experts and the general public to bridge the yawning wealth gap between the rich and poor, which underlined the government's resolution to address the simmering social conflicts and the urgency to rebalance economic growth.     Zhang said the government will exert more efforts to sort out problems that have close bearing on public interests and ensure that all public members share the fruits of the development and reform, so as to safeguard social harmony and stability.     In concrete, the government will raise the pensions for enterprise retirees and improve treatment for those who enjoy special care. Local education, cultural and health-care facilities will also receive greater subsidy for expansion.     To revive the economic growth which lapsed to a decade low amid the global financial crisis, Chinese government unveiled a 4-trillion-yuan stimulus package, which was led by government investment, to counter falling exports, the driving force of the Chinese economy before the crisis took a toll.     As a result, as the GDP growth accelerated to 8.9 percent in the third quarter, investment contributed 7.3 percentage points while consumption devoted 4 percentage points.     "As the Chinese authorities have recognized that the rapid pace of recovery has exacerbated some of the economy structural imbalances, the authorities will focus on rebalancing growth, primarily by supporting consumption and private investment, with many consumer incentives to be carried out in 2010," said Jing Ulrich, managing director and chairman of China Equities and Commodities of J.P. Morgan.     Also on Wednesday, the State Council, or cabinet, decided to renew the preferential policies introduced early this year to boost car and home appliance sales.     "While investment growth should be managed at a reasonable pace, consumer spending should maintain sustainable and relatively fast expansion," Zhang said.     As investment binge and runaway bank lending prompted fears for asset bubble, Zhang said the government will step up efforts to curb speculative property transaction, and provide more affordable housing to middle and low income families.

BEIJING, Dec. 26 -- Competition between airlines and rail operators will further hot up on Saturday thanks to the launch of China's longest high-speed train link between Wuhan and Guangzhou.     The line stretches more than 1,000 km and will slash the travel time from Wuhan, Hubei province, to Guangzhou in Guangdong from 10 hours to just three.     Tickets for the service - which also stops at Changsha, capital of Hunan - went on sale at new stations in the three cities last weekend, with prices ranging from 780 yuan (0) for first class to 490 yuan for second class, said a joint document released by the National Development and Reform Commission and the Ministry of Railways. A bullet train runs on the Wuhan-Guangzhou high-speed railway on Thursday    The link, on which trains will reach a top speed of 350 km/h, is expected to pose a real threat to airlines running flights linking the cities.     "High-speed rail has three advantages over air travel: it is more convenient, more punctual and has a better safety record. This could help erode the airlines' market shares," said Si Xianmin, chairman of China Southern Airlines, the largest domestic airline by fleet size.     From today's launch, 38 out of China Southern Airlines' 160-plus domestic flights will compete with high-speed train links, he said.     A similar service opened on April 1 between Wuhan and Hefei, Anhui province, had already grabbed half of the passengers traveling from Wuhan to Shanghai, said Si.     The Shijiazhuang to Taiyuan link, also opened on April 1, caused sales for China Eastern Airlines' Beijing to Taiyuan flight to slump 36 percent the following day, while private Spring Airlines reduced its Shanghai to Zhengzhou flights due to competition from the Shanghai bullet trains, Beijing News reported.     To deal with this threat, China Southern Airlines last week unveiled several counter measures, including cutting ticket prices from Wuhan to Guangzhou by almost half for advanced purchases.     The company also signed a deal with airports in Wuhan and Changsha to give priority to flights to Guangzhou to ensure punctuality.     If railway chiefs over-cut the number of low-cost tickets on slower trains, as they did when the country's first high-speed link opened between Beijing and Tianjin last year, the airlines could win more passengers with cheap offers, said Zhao Jian, professor with Beijing Jiaotong University.     "But whichever side wins, passengers will be the ultimate winner," he said.     Wu Wenhua, a researcher with the National Development and Reform Commission's comprehensive transport institute, said developing high-speed rail networks is in line with the demand for high-efficiency, low-emissions transport.     China plans to have high-speed rail services running between 70 percent of key cities by 2020, which would cover more than 80 percent of the airline network.     About 16,000 km of railway for 350-km/h trains will be built on the mainland in the next 10 years, according to a blueprint by the Ministry of Railways. By 2012, work will be completed on 42 high-speed links covering 13,000 km, the blueprint showed.
