BEIJING, Feb. 24 (Xinhua) -- Chinese President Hu Jintao has called for greater awareness of both hardships and opportunities presented by the global financial crisis in order to offset the impacts of the crisis.     In a speech to the Communist Party of China (CPC) Central Committee Political Bureau on Tuesday, Hu said China must be prepared for the most difficult and complicated situations in the world economy and meanwhile make good use of or create development opportunities amid the transformation of international and domestic conditions.     The world economic situation was austere and complicated; the global financial crisis had yet to level out; and China's economic growth was under pressure of a slow-down, he said.     He said no fundamental changes had occurred in the country's basic economic development situation, its advantageous conditions for economic development, its accelerating trend of industrialization and urbanization, and the external environment of peace, development and cooperation.     "The strong Party leadership, the advantages of the socialist system, and the united efforts of our people of all ethnic groups are the strength for us to overcome the difficulties and withstand the impacts of the global financial crisis," he said.     The government should maintain the policy of giving top priority to increasing domestic demand while stabilizing external demand, he said.     He called for more powerful and efficient measures to increase domestic demand, consumer demand in particular.     He urged continuing to make the reform and opening-up a powerful driving force for economic growth, actively pushing forward reform in key areas and links.     Hu urged all Party committees and governments to deepen the implementation of the "scientific view of development" and "carry out the decisions and arrangements of the central authorities in a creative way".     Hu, General Secretary of the CPC Central Committee, presided over Tuesday's panel study of the Politburo, at which two scholars explained world economic situation and ways to boost economic growth.     The lecturers were Zhao Jinping, of the State Council's Development Research Center, and Bi Jiyao, of the Macro-economic Research Institute under the National Development and Reform and Commission.

"Now we should pay more attention to improving economic cooperation so as to normalize economic relations as early as possible."     Efforts should be made to establish an economic cooperative mechanism that fits the region's reality, he said.     The two sides of the Strait should also promote more exchanges in the cultural and education sectors and improve communications between common people, he added.     The Taiwan journalists were visiting the mainland at the invitation of Xinhua News Agency.

BOAO, Hainan, April 18 (Xinhua) -- Former U.S. President George. W. Bush said Saturday that East Asia is playing a bigger role in global economy, and the world economic center has moved from Atlantic to Asia Pacific.     The Asia Pacific takes up 55 percent of the global economy, and it is of vital interest to stay "heavily engaged" with the countries in the region, he said at a banquet speech held during the Boao Forum for Asia (BFA) annual conference 2009. Former U.S. President George W. Bush gives a keynote speech at a dinner session in Boao, a scenic town in south China’s Hainan Province, April 18, 2009. Bush gave a keynote speech on the dinner session titled "The U.S., Asia and the Future" here on Saturday.  "That's why I have never missed a single APEC meeting when I was in office, because I know how important it is to the prosperity," he said.     "The global financial system does need reform, needs greater transparency," he noted.     "Accessible banking standard is needed to be in place to prevent over leverage. A better warning system is needed to be put into place to anticipate crisis," he said. Long Yongtu (L), Secretary General of Boao Forum for Asia (BFA), welcomes former U.S. President George W. Bush gave a keynote speech on the dinner session titled "The U.S., Asia and the Future" here on SaturdayHe said that 20 years ago, a meeting of G7 or G8 was enough to sort out the problems, since they comprised a large share of the global economy. But now they are no longer significantly large, so such a meeting has to expand to 20, said Bush.     "We learn lessons from the past that we are intervened in close coordination with each other," he said.     As the 43rd U.S. president, Bush spoke out the fact that he had maintained good personal relations with China. WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. Chinese Foreign Minister Yang Jiechi delivers a speech at the center for strategic & international studies (CSIS) in Washington, the United States of America on March 12, 2009.    "A good beginning is half the success," Yang said, noting that this good start has laid the groundwork for the further growth of China-U.S. relations.     "We should now set our sight on the longer term and draw up a good blueprint for China-U.S. relations in the coming years. We should make concerted efforts and promote sound and steady growth of our relations," he said.     To do this, the minister proposed some guidelines which he believed could help advance China-U.S. relations in the coming years.     First, he said, both sides should adopt a strategic and long-term perspective and keep the relations on the right track.     China and the United States now have more common interests and a broader foundation of cooperation on a series of major and pressing issues facing today's world, according to the minister. The strategic significance and global influence of China-U.S. relations have further increased and their relations in the new era should be broader and deeper.     The minister believed that the two countries should work together in an all-around way to raise bilateral relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.     Second, Minister Yang said, both sides should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.     Over the years, he said, close communication and frequent exchanges between the two countries "have given a strong boost to the sustained, sound and steady growth of our relations."     He hoped that both sides will work together and launch proposed "China-U.S. Strategic and Economic Dialogues" mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, they will further enhance mutual trust and cooperation.     Third, according to the minister, both sides should expand mutually-beneficial cooperation and inject fresh impetus into the relations. U.S. President Barack Obama (R) meets with Chinese Foreign Minister Yang Jiechi at the White House, Washington, the United States, on March 12, 2009The priority for China and the United States at the moment, Yang said, is to tackle the international financial crisis through intensified cooperation and work together to maintain and promote world financial and economic stability.     He said China and the United States share important common interests with respect to climate change, energy and the environment and have broader prospects to cooperate in such fields as counter-terrorism, nonproliferation, military-to-military relations, science and technology, culture and health.     The fourth guideline, he believed, is that both sides should respect and accommodate each other's core interests and make every effort to minimize potential disruption and damage to the relations.     The minister urged the U.S. side to handle Taiwan-related issues prudently and properly and respect the Chinese people's position of upholding state sovereignty and territorial integrity on equal sensitive issues related to Tibet.     For the fifth, Minister Yang said that both sides should promote dialogue and exchanges between people of the two countries and build stronger public support for the relations.     "We will not forget that the ice in China-U.S. relations began to thaw with the mutual visits of our pingpong teams," he said.     "The tremendous progress made in our relations over the last 30years would not have been possible without the active involvement and support of people from all walks of life in both countries," he added.     "It is of particular importance to look ahead to the future and vigorously promote and support exchanges and cooperation between the young people, so that the cause of China-U.S. friendship will endure and prosper further, the minister stressed. Yang is here on a five-day working visit as a guest of U.S. Secretary of State Hillary Clinton.

BEIJING, Feb. 12 (Xinhua) -- A section of the local prosecutor's office that deals with dereliction of duty is involved in the investigation into Monday night's massive fire in downtown Beijing, the Supreme People's Procuratorate said here Thursday.     The fire led to one death and seven injuries.     The investigation involves two offices, the Supreme Procuratorate said: the Beijing People's Procuratorate and the district procuratorate of Chaoyang, the section of Beijing where the blaze at the China Central Television (CCTV) complex occurred.     The Supreme People's Procuratorate declined to elaborate on what the investigations covered.     China's procuratorate is the equivalent of a prosecutor's or attorney general's office, handling a range of civilian crimes, but it also has a special division responsible for crimes involving dereliction of official duty, such as bribery and corruption, that the police don't handle.     The fire, which engulfed the building that houses some CCTV facilities as well as the unopened Mandarin Oriental Hotel near the futuristic tower that will house the state broadcaster, was caused by a powerful fireworks show put on by CCTV.     One firefighter died from breathing toxic fumes and seven people were hospitalized. The huge blaze also caused widespread traffic congestion in eastern Beijing and led to the evacuation of hundreds of residents.     The police have detained 12 people so far, including a man in charge of the new site's construction, three CCTV workers and eight people CCTV hired from a fireworks company in central Hunan Province to stage the show.     The fireworks they used were dangerous and needed approval before being allowed in downtown Beijing, a Beijing government spokesman has said. He said that CCTV did not get approval and further alleged that its workers ignored police warnings that night.     Monday was the Lantern Festival, which officially ends the Lunar New Year, and it's traditional to light fireworks on that night.
