BANDAR SERI BEGAWAN, Brunei, Nov. 9 (Xinhua) -- Senior leader of the Communist Party of China (CPC) Zhou Yongkang met with Brunei Foreign and Trade Minister Prince Mohamed Bolkiah on Sunday evening.     The meeting came as Zhou made a transit stop in Brunei on his way back to China.     Zhou, one of the nine-member Standing Committee of the Political Bureau of the CPC Central Committee, hailed the sound and smooth growth of China-Brunei ties since the two forged diplomatic ties in 1991.     Zhou said that particularly in recent years, the all-round friendly cooperation between the two countries has been strengthened, thanks to the joint efforts of leaderships, governments and peoples of the two countries.     China and Brunei have been understanding, supporting and closely cooperating with each other on regional and international issues, he said.     Zhou also lauded Brunei's role as a coordinator in deepening the strategic partnership between China and the Association of Southeast Asian Nations (ASEAN).     Zhou said China would continue to pursue its long-term neighbor friendship with Brunei and would like to work with Brunei to take the relations to a new high.     Mohamed congratulated China on successfully hosting the Beijing Olympics and the summit of Asia-Europe Meeting(ASEM).     The friendship between the peoples of China and Brunei can be traced back to the time earlier than the establishment of diplomatic ties, he said.     He pledged Brunei would support China's increasingly important role in regional and international affairs.     He said Brunei would like to work with China to seek common development.     Before his transit in Brunei on Sunday, Zhou concluded his fortnight trip to the three Asia-Pacific nations, namely Vietnam, Indonesia and Australia.

BRUSSELS, Jan. 19 (Xinhua) -- The NATO secretary general on Monday praised the Chinese navy's anti-piracy operations off the coast of Somalia and indicated NATO's willingness to work with China on the issue. "I am applauding what is a rather unique position of the Chinese navy participating in the anti-piracy (campaign)," Secretary General Jaap de Hoop Scheffer told Chinese journalists at a NATO New Year reception.     "I do not exclude, at a certain stage, that when the United Nations would create a sort of roof under which these whole anti-piracy operations take place, NATO and China will meet under that roof," he said.   BEIJING, Jan. 2 (Xinhua) -- Premier Wen Jiabao has urged Chinese companies to stress innovation to combat the impact of global economic turmoil.     Wen made the remarks as he visited companies, markets, communities and rural areas in China's eastern Shandong Province over the first two days of 2009. He sought to reassure people that the economy would be able to regain steam.     "Try to develop new types of candles to cater to different cultures, which would capture big market share," Wen said during avisit to Qingdao Kingking Group, the world's second-largest candle maker.     During a visit to Haier, the country's largest appliance maker, the premier praised its sales promotion and services in rural areas as a factor stimulating rural consumption, which he said would help ease the impact of the global financial crisis. He reassured villagers that apart from the expanded subsidies, the government also encouraged enterprises to purchase old appliances and allow farmers to trade in older models for new ones as a move to sustain domestic demand.     The premier reiterated "confidence" wherever he went, saying a solid material foundation, stable financial system, abundant cash flow, large domestic markets, appropriate macroeconomic policies and others steps boosted confidence.     Wen said the State Council, or Cabinet, is drawing up two major plans.     One involves 10 programs to expand demand, further detailing and specifying the 10 stimulus measures kicked out last year.     The other includes the readjustment and improvement of 10 pillar industries. Plans for the development of steel industry and automobile industry have been rolled out and others are under way.

BEIJING, Jan. 5 (Xinhua) -- Chinese exporters face an increased risk of not being paid for their goods as foreign banks run out of cash and some overseas importers evade paying debts, China's Ministry of Commerce (MOC) warned Monday.     "The cases of malicious debt evasion and breach of contracts by importers in certain countries or regions are on the rise," said the ministry in a notice. It attributed the phenomenon to the impact of the deepening global financial crisis.     The MOC urged local governments, guilds and overseas Chinese businesses to more closely monitor the credit of foreign importers.     Priority should be placed on tracking the credit ratings of foreign lenders, it said.     The ministry also called on local governments to support the development of export credit insurance and encourage exporters to carry such insurance by reducing premiums.     From January to November last year, China Export & Credit Insurance Corporation (SINOSURE) provided 56.5 billion U.S. dollars of guarantee for exporters against credit risks such as payment default. That is 63.6 percent higher than the same period a year earlier. The reason for the increase is that more exporters sought insurance, company figures show.     SINOSURE is China's only policy insurance company undertaking export credit insurance.     In that period, SINOSURE paid 210 million U.S. dollars of indemnities, up 174.5 percent from the same period of 2007.     In December, the insurer reduced credit ratings for a record 48countries, including the United States. A total of 191 countries were reappraised in December.

BEIJING, Nov. 12 (Xinhua) -- Chinese Vice Premier Li Keqiang said on Wednesday that increased environment protection efforts would help significantly to boost domestic demand and open new economic growth points. China would continue to make environmental protection a priority to benefit the people and ensure a stable economy, he told the annual meeting of the China Council for International Cooperation on Environment and Development (CCICED).     China faced difficult tasks in protecting its environment as itwas the world's biggest developing country with huge economic growth potential. BEIJING, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called for a healthy development of the country's real estate market at an executive meeting of the State Council, or the Cabinet.     A document released after the meeting said the recently-adopted domestic demand expansion and economic stimulus policies had positive impact on the property market. Trading volumes in some cities were picking up.     At present, efforts should be made to keep market-oriented in developing real estate, step up building of houses for low-income families, encourage housing transactions and maintain a reasonable scale of real estate development.     The document said governments would spend three years to build houses for 7.5 million low-income families in urban areas and 2.4 million households in shanty towns in forests, reclamation areas and coal mines. They would also continue renovating aged buildings in rural areas.     The central government would keep financing these building and renovating projects, offer higher subsidies for the less developed central and western regions and carry out pilot projects in some area to test the feasibility of supporting construction with idle funds in local housing provident fund accounts.     In a bid to encourage transaction, second-home buyers, with per-capita room-at-home lower than the local average, would be allowed to enjoy favorable policies for first-time house buyers.     Tax on house transactions would also be reduced next year. Homeowners who had lived-in for more than two years would be exempted from a transaction tax, which had been levied on houses lived in for less than five years. For those who had lived-in for less than two years, the base of tax would be transaction price minus the original price.     Banks should lend to developers of low-price apartments, especially those under construction, and offer services for mergers by credible developers.     The central government demanded local authorities keep a close eye on the real estate market, find new problems in time and step up supervision on use of subsidies and quality of construction projects.

BEIJING, Jan. 23 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to study the application of the scientific outlook on development.     The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President.     In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC.     The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said.     However, it noted that China still faced a number of challenges and problems during its social and economic development.     Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said.     Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity.     It also said China had witnessed increasing difficulty in maintaining steady development of its agricultural sector and in increasing income of its rural residents.     Work safety, food and drug safety, and other issues of vital interest to the Chinese public must also be addressed with stepped-up efforts, it said.     The statement urged all Party members to apply the scientific outlook on development to their work to deal with the global financial crisis and maintain steady economic growth.     Party members should be fully confident while implementing government policies aimed at stimulating domestic demands and promoting economic growth, it said.
